    Assamese news channel Pratidin Time banned for one day once again

    MUMBAI: The Indian government continues with its caning of TV news channels. After NDTV India, it is now the turn of Pratidin Time or News Time Assam to be told to go off air on the powers-that-be’s favourite date 9 November for gross and multiple programming code violations. Pratidin Time has been accused of revealing the identity of a minor victim, showing images of mutilated bodies, and making derogatory statements about women in shows.

    The violation that has been gravely objected to is the one relating to a minor boy for which the day-long ban is being issued. The ministry of information and broadcasting (MIB) issued an order dated 2 November saying that the channel revealed the identity of a minor who was brutally tortured while working as a domestic servant, thus compromising his privacy and dignity and  exposing him to harm and stigma.

    A high level inter-ministerial committee (IMC) took the decision to compel the channel to turn off its signals for a day after hearing its defence.

    The MIB says that Pratidin Time has time and again being showing images of bodies of dead victims. It has also not being complying with earlier MIB orders which asked it to  apologize for airing a show which appeared to be derogatory towards women.

    The MIB in its current order has stated that Pratidin Time that all the three cases will be covered under the one day ban. It has further explained that under the Cable TV Networks (Regulation) Act, it “orders to prohibit the transmission or retransmission of News Time Assam TV channel for one day on any platform throughout India with effect from 00:01 hours on 9th November, 2016 till 00:01 hours on 10th November, 2016.”

    This is not the first time that Pratidin Time (News Time Assam) has been asked to pull the plug. It, along with another channel DY 365, was asked to go off air on 30 July 2014 in another case.

    Then in August 2015 it was slammed on social media as well when it carried a clip on its YouTube channel, criticizing “scantily clad women” calling them a summer time nuisance that went against local culture in Assam. The uproar that followed forced it to pull down its video, but petitions have been filed against it, asking it to to report responsibly.

    Launched on 25 December 2010 as News Time Assam by the Kolkata based Brand Value Communications under the Rose Valley Grop, it was acquired by the Pratidim group in 2015 and rebranded as Pratidin Time.

    DY 365, News Time Assam TV transmission banned for one day for showing programmes denigrating women

    NEW DELHI: The transmission or retransmission on any platform of News Time Assam TV and DY 365 has been banned for one day from midnight 30 July for telecasting news stories about two girls and a member of the Legislative Assembly in October last year.

     

    The Inter-Ministerial Committee of the Information and Broadcasting Ministry said that the content of the news reports violated certain provisions of the programme code prescribed under cable Television Networks (Regulation) Act, 1995 and the rules framed there under.

     

    A show cause had been issued to both channels on 6 February this year but News Time Assam TV did not reply within the stipulated time. However, the IMC gave the channel an opportunity to appear before it on 26 February, when the channel submitted a letter which denied all charges. But the representatives apologised for telecasting the story and assured they would not make such a mistake again.

     

    DY 365 replied to the show cause notice but said the stories had been telecast to show the gross misuse of the Red Beacon on cars. It was stated that the Supreme Court on 5 August 2013 while hearing cases related to unauthorized use of sirens and beacons banned the use of Red Beacon Lights with flashers. The channel was also given an opportunity to appear before the IMC, where it apologised for the mistake in the telecasts.

     

    The IMC examined the evidence and was of the view that the news reports telecast by News Time Assam and DY 365 appeared to violate Rule 6(1)(a), Rule 6(1)(d), Rule6(l) (i) and Rule (l) (k) of the Cable TV Networks (Regulation) Act.

     

    The IMC also noted that the girls had been chased by the reporter and asked some denigrating questions and the anchor attributed innuendos.

    Government warns News channel for showing disturbing visuals in news bulletins

    NEW DELHI: The government has sent a warning to DY 365 News channel for showing ‘extremely disturbing visuals of dead bodies and badly injured people including children’ that ‘were not only disturbing but may also hurt the sentiments of the viewers.’

     

    The Information and Broadcasting Ministry has asked the channel to strictly adhere to the terms of permission granted to uplink it on 30 July 2008 and under

    Section 20 of the Cable Television Network (Regulation) Act, 1995.

     

    The Ministry said it had issued the notice, after the channel had telecast News bulletins on 12 May 2013, 22 February 2013, 2 February 2013, 2 November 2012, 4 October 2O12, 2 September 2012, 26 July 2012, 22 July 2012, 9 July 2012 and 3 July 2012 in different bulletins visuals that were ‘neither morphed nor blurred in keeping with the sensitivities of the victim’s families as well as viewers.’

     

    Hence the Ministry found that these visuals appear to offend good taste and decency and do not appear to be suitable for children and for unrestricted public exhibition.

     

    A show cause notice was sent to the channel on 26 September last year in reply to which the channel took the excuse that the faces had been shown so that their relatives could identify them and ‘there was no deliberate or intentional motive of the channel to show faces of the deceased in the news programme’. The channel also offered an unconditional apology.

     

    In view of the reply, the Inter-Ministerial Committee in its meeting on 26 February this year gave a personal opportunity to the channel to present its case.

     

    The warning has been issued as the Committee was clear that the telecasts were in clear violation of the provisions of the Programme Code, particularly Rules 6(1Xa), 6(1)(o), and 6 (5) of CTNR, 1994. The IMC observed that even though the channel had accepted its fault and apologised for its mistake, it cannot escape the responsibility of ensuring content on the channel which must be in conformity with the Programme Code at all times.
