    NEW DELHI: The Telecom Disputes Settlement and Appellate Tribunal (TDSAT) will hear the petition by the Indian Broadcasting Foundation (IBF) challenging the DAS tariff order issued in July by the Telecom Regulatory Authority of India (TRAI) relating to commercial subscribers on 8 December.

    The matter was to be heard in the Tribunal on 5 December but was pushed for next week because the bench was busy dealing with another part-heard case.

     In the last hearing in October, Counsel Abhishek Malhotra, who represents the IBF, had wanted time to file a rejoinder to the reply filed by TRAI following a notice in this regard in September.

     In the tariff order, TRAI had said commercial establishments, who do not specifically charge its clients/guests on account of providing/showing television programmes and offer such services as part of amenities, are to be treated like ordinary subscribers wherein the charges would be on per television basis.

     In cases where commercial subscribers specifically charge its clients/guests on account of providing/showing television programmes, the tariff would be as mutually agreed between the broadcaster and the commercial subscriber.

     TRAI had also said that the commercial subscriber was to obtain television service only from a distribution platform operator (MSO/DTH Operator/IPTV operator/HITS operator).

     The tariff order amendment has been brought out as per the directions of the Supreme Court. It is expected that with the coming into force of these changes in the regulatory framework, the distribution of TV services to the commercial subscribers would be streamlined and the services would be available to them at competitive rates.

    MUMBAI: The Comptroller and Auditor General (CAG) of India has laid its report ‘management of satellite capacity for DTH service by Department of Space’ on the table of  Parliament. And the report has severely criticised the entire process of satellite capacity management right from planning of satellite capacity, to allocation and leasing of transponders.

     

    The CAG audit was to evaluate whether planning and realisation of satellite capacity for DTH service was done with a view to give economic, efficient and effective service, whether allocation of satellite space was transparent, fair and equitable and whether transponder lease agreements safeguarded the financial interest of the government.

     

    Failures of DoS

     

    The DoS has been lagging in its launch of satellites leading to losses of revenue as well as trust. Out of the nine satellites with 218 Ku band transponders, planned during the 11th five year plan, only three were realised with 48 transponders. This was only 22 per cent of the target.

    The audit report states that despite having sufficient funds, DoS did not consider procured launches for its ready satellites or acquire satellites in orbit and position it under the orbital slot coordinated by India. Technical problems with transponders and satellites committed for DTH also hampered the DoS and hence it was forced to use these capacities as a replacement for satellites being decommissioned.  Because it could not  fulfill the needs of the DTH operators, they migrated to foreign satellite systems. Of the 76 transponders which DTH operators were using only 19 of these were on Indian satellites in July 2013. That number fell to seven when, in July 2013, Tata Sky surrendered its 12 transponders and migrated to a foreign satellite. The DTH service providers later did not prefer to return to INSAT due to trust deficit. Crowding of foreign satellites would affect the INSAT system and result in non availability of the strategically important slots for India. This clearly has lead to  loss of opportunities for revenue generation and strategic interests.

     

    GSAT8 which was initially intended for DTH use ended up being allocated for non DTH use after a three year delay.  GSAT9 and GSAT15 were not launched citing non availability of launch vehicle GSLV. The audit saw that two other satellites were launched through procured launches. Rs 250 crore and Rs 345.36 crore were spent for launching GSAT 8 and GSAT 10.

     

    CAG also stated that the prices of transponders from foreign satellites were increased by 5 to 33 per cent over one to six year period, while INSAT users paid the same charge for over six to 10 years. When the DoS did decide to raise prices by 15 per cent, it was never carried out.

     

    The report gives the following recommendations:

    1.    DoS and ICC may frame a transparent policy for allocation of satellite capacity for DTH services and all future satellite capacity allocations may be made based on the same.

    2.    DOS may consider creating Ku band satellite capacity for DTH services commensurate with the demand in the sector and requirement for national and strategic applications.

    3.    DoS may clearly define short term and long term strategy for allocation of Ku band satellite capacity to DTH service providers on domestic and foreign satellites to ensure continuity to the existing users as well as to bring those DTH service providers using foreign satellites back to INSAT/GSAT system.

    4.    DOS may incorporate price revision clause in long term transponder lease agreements and revise the transponder prices in time to avoid extending undue benefit to the service providers.

    The CAAG report has also stated that the DoS also botched up on the INSAT coordination committee (ICC), which was set up to allocate satellite capacity. The ICC went into cold storage after June 2004, and was revived only in May 2011. In the seven years in between, the DoS directly allocated satellite capacity to DTH providers, which was not as per Satcom policy. The procedure for allocation of satellite transponders was not framed by the ICC; DoS thus committed capacity to operators without an ICC approved procedure. Even the Ministry of information and broadcasting which is responsible for broadcasting in India and is a member of the ICC was kept out of the decision making process as the ICC never met for seven years.

     

    Then DoS gave precedence to Tata Sky – though it was fifth in queue – and allotted capacity to it on INSAT 4A over Doordarshan, CAG has stated in its report. DoS said that DD had been given space on NSS-6 prior to allocation of INSAT 4A to Tata Sky and the state broadcaster could migrate only  after the end of its contract period. But it did not state if it first made the offer for INSAT 4A capacity to DD, which the latter turned down. This is significant in the context that DoS granted exclusive rights to Tata Sky.

    Tata Sky’s transponders on INSAT 4A were functioning with reduced power and it voiced concerns about the health of the satellite and urged the government to launch GSAT 10 to avoid adverse impact on its business.

    GSAT10 was launched only in 2012 and in 2013, Tata Sky declined to shift satellites citing that this won’t give it the additional space it now needed and moved on to its MPEG-4 conversion technique.

    Tata Sky had been committed exclusive first right of refusal by DoS for using Ku band transponders, which was not done with other DTH providers, the CAG has stated. “This created a difficult situation for DoS in allocating its Ku band transponders in the slot to any other DTH service provider or usage. Consequently, DoS did not allocate Ku band transponders of GSAT 10 to any other user fearing litigation from Tata Sky,” reads the report. It also adds that this location was “advantageous to Tata Sky, since the communication satellites occupying this slot could uniformly access the length and breadth of the country”.

    Thereby, the 12 Ku band transponders remained idle, which could have ideally generated more than Rs 82.80 crore a year. While DoS stated that GSAT 10 was just spare capacity the CAG says it does not accept this answer. “Spare capacity of Ku band on GSAT 10 was not a planned option, but a fall back option since Tata Sky was given exclusive first right of refusal on INSAT 4A. Pending Tata Sky’s decision, the 12 transponders could not be utilised otherwise, with the implied pecuniary loss to the public exchequer. Audit further observed that allocation of satellite capacity being the responsibility of ICC, the decision to keep satellite capacity as spare was taken without the specific approval of ICC,” it states.

    When the audit pointed the preferential allocation to DoS, the latter held a meeting with the DTH operator which agreed to relinquish its right. However, no formal amendment was effected as of March 2014. “The fact, however, remained that DoS did not give exclusive right of first refusal to any other DTH service provider, indicating that DOS gave a preferential treatment to Tata Sky over other DTH service providers,
    ” states the report.

    The following are mentioned as the special terms and conditions of the agreement with Tata Sky:

    – Commitment for satellite capacity was open ended, with provision for additional transponder capacity whereas in other agreements the satellite capacity was committed for the period of lease only.

    -Credits were provided in the case of interruption in service for more than 30 minutes to 24 hours at slab rates, whereas in the other agreements the credits were provided for interruption of more than one hour on proportionate basis.

    -There was a provision for inspection of customer’s earth station by DoS at the request of Tata Sky, where as this facility was not extended to the other DTH service providers.

    -Tata Sky was allowed to assign any of its rights or delegate any of its obligations to its affiliates upon reasonable prior written notice to DoS, whereas this was not extended to the other DTH service providers.

    -Chairman of Tata group was one of the non-functional directors in the board of directors of Antrix. Although there might be no direct impact on the decision making process within Antrix, allocation of Ku band transponders of INSAT 4A on exclusive basis to Tata Sky does raise the question of conflict of interest.

     

    Tata Sky MD & CEO Harit Nagpal sent out a response to indiantelevision.com on the CAG report.  Said he: “While the SATCOM policy allowed DTH platforms, both Indian and foreign satellites, it stated that proposals envisaging use of Indian satellites would receive preferential treatment. Tata Sky is  the only Platform that stayed with DOS, while others migrated to foreign satellites.  While we continue to wait for allocation of incremental capacity, we have invested over Rs 500 Cr to migrate to new compression standards to ensure carriage of channels for our customers, despite a shortage of transponders.”

    DoS agreed to lease 6.25 transponder units in INSAT 4B satellite at Rs 4.75 crore per transponder. However, the report found that DoS actually charged Sun Direct only for six transponders leading to a loss of Rs 46.92 lakh. It also allowed a bonus free access for 1.5 months after the permitted three months, leading to a loss of Rs 3.56 crore.

    In the case of Prasar Bharati, the DoS allocated an additional transponder to PB but did not enter into a firm agreement or MoU. PB then informed that due to this, it did not use the added space, thus leading to a loss of Rs 5.9 crore for lease, that wasn’t collected by DoS.

    NEW DELHI: A total of 19 digital transmitters have been installed in 17 states including Delhi ‘to keep pace with the advancement in broadcasting industry in the world’, Parliament has been informed.

     

    Minister of State for Information and Broadcasting Rajyavardhan Singh Rathore said a total of 40 digital high power transmitters under the 11th plan and 23 under the 12th plan have been approved as part of the digitisation schemes.

     

    The 19 which are already under implementation include two each in Madhya Pradesh and Maharashtra. The other states apart from Delhi are Assam, Bihar, Chhatisgarh, Gujarat, Jammu and Kashmir, Jharkhand, Kerala, Karnataka, Odisha, Punjab, Tanil Nadu, Telengana, Uttar Pradesh, and West Bengal.

     

    Meanwhile, the Minister said no new transmitters for terrestrial were envisaged for Doordarshan “in view of multi channel TV coverage having been provided in the entire country including rural areas through the free-to-air Freedish, except a few in border areas.”

     

    As part of the ongoing schemes of the 11th plan, four transmitter projects are under implementation in J&K including a high power transmitter for DD1 and DD News in Rajouri. The others are HPTs in Green Ridge, Himbotingla and Natha Top (Patnitop).

    NEW DELHI: There is no progress in the application of Tamil Nadu Arasu Cable TV Corporation Limited for the MSO licence, if one goes by the reply given in Parliament by Minister of State for Information and Broadcasting Rajyavardhan Rathore.

     

    He said the matter is being examined in the light of the recommendations of the Telecom Regulatory Authority of India (TRAI) regarding entry of government entities in the broadcasting and distribution activities.  TRAI had in reports in 2008 and early this year reiterated that government entities and political parties should not be permitted to enter the broadcasting sector.

     

    The Ministry had received a letter of 3 June 2014 from the then Tamil Nadu Chief Minister J Jayalalitha for grant of multi system operator registration to Arasu Cable TV Corporation Limited for operating in the Digital Addressable System (DAS) notified areas of Tamil Nadu.

     

    The Ministry has so far granted 129 permanent MSO registrations for operating in DAS notified areas. The details are available on the Ministry’s website www.mib.nic.in.

     

    “No licences have been granted in respect of DTH services during the last three years,” the Minister said. DTH licenses are granted under “DTH guidelines issued on 15 March 2001.”

     

    Under the Cable Television Network (Regulation) Act 1995, Cable Operators are required to get registrations from Post Offices. However, under the amendment in Cable Television Network (Regulation) Act 2011, the multi system operators are required to get registration from the Ministry for operation in Digital Addressable Systems (DAS) notified areas.

    MUMBAI: The multi system operators (MSOs) and broadcaster Star India could have moved into the no-war zone, after Star declared that it would give its channels only on the basis of Reference Interconnect Offer (RIO). While this led to MSOs going ahead and declaring that the network’s channels will now be given to consumers only on a la carte, the incentives given by Star, melted most.  Unhappy now are the last mile owners (LMOs), who fear losing their subscribers.

     

    Leading the way is Maharashtra Cable Operators Federation (MCOF) president Arvind Prabhoo, who today called for a meeting, which was attended by close to 400-500 LMOs. The agenda of the meeting was simple: Getting Star channels only on a la carte.

     

    “While the MSOs had earlier said that the Star channels will be available on a la carte, suddenly everyone is switching on the Star channels and including it in the existing packs,” informs Prabhoo.

     

    The LMOs in the meeting took two resolutions. “The first one is that we will meet at least two MSOs tomorrow (25 November) and tell them that they should remove the Star channels from the packages and sell it only on a la carte,” he says.

     

    MCOF will meet InCable and Hathway Cable and Datacom first and then move on to meeting Siti Cable and Den Networks. “We don’t want any of the Star channels in any of the packs. We will go to our customers and ask them for the channels they want to watch and bill them only for those as per the published a la carte rate,” he adds.

     

    The LMOs will first request the MSOs to put the channels on a la carte, on immediate basis. “But if this doesn’t happen, we will start switching off the STBs on our own and also will not pay the MSOs the monthly charges,” informs Prabhoo, who says whatever they are demanding is as per the Telecom Regulatory Authority of India (TRAI) regulation.

     

    The second resolution passed is on the interconnect agreement which was drafted months ago by MCOF as per the suggestion given to TRAI and also accepted by both InCable and Hathway. “Though they had agreed to the interconnect agreement drafted, they have still have not signed it. We are going to ask them to sign it or else have decided not to pay them the monthly charges,” he says.

     

    According to Prabhoo, the move has been taken as the LMOs are losing their subscribers to the direct to home (DTH) players. “It is getting difficult to manage the business,” concludes Prabhoo.

    NEW DELHI: Aiming at a target of 112 television channels in the next few months, Doordarshan has set a reserve price of Rs 3.7 crore per slot for the 18th online e-auction to be conducted on 28 November.

     However, it is learnt that the bid amount went up to Rs 4.2 crore in the last e-auction held on 12 November. This came shortly after the 16th e-auction on 28 October.

     

    Prasar Bharati CEO Jawhar Sircar had said recently that the future of Doordarshan was in Freedish and digitisation. He had added that this may mean that some channels would have to be attracted to Freedish by means other than e-auction.
     
    DD sources also said that while Freedish may be encrypted to keep a tab on the number of subscribers, it would remain free-to-air.

     The e-auction will be conducted by Synise Technologies, Pune on behalf of Prasar Bharati.   

     The reserve price in the 15th e-auction was Rs 3 crore and was raised to Rs 3.7 crore in the 16th auction.

     Prior to the sixteenth auction, the total number of channels on Freedish was 58.

     Meanwhile, a Doordarshan official declined to give the number of successful bids on 28 October as engineers of the pubcaster had to test these channels before verifying any numbers.

     A Prasar Bharati official told indiantelevision.com that DD had decided not to disclose the number of slots to be e-auctioned to prevent bidders forming consortia to bid or resort to other malpractices.

     The eligibility terms and conditions including other relevant details for this e-auction are displayed on DD website: www.ddindia.gov.in.

     However, the participation amount (EMD) in the e-auction is Rs.1.5 crore which has been deposited in advance on or before 11 November evening along with processing fee of Rs.10,000 (Non-refundable) in favour of PB (BCI) Doordarshan Commercial Service, New Delhi.

     Applicants have also been asked mandatorily to deposit a demand draft of Rs 5,500 registration amount favouring M/s. Synise Technologies Ltd., payable at Pune at the time of submission of the application. The time for every slot e-auction will be of fifteen minutes duration.

     The applicants must provide details of the uplink/downlink permission documents received from the concerned Ministries with the Applications to ensure they are not rejected.

     The demand drafts of unsuccessful bidders will be returned immediately or within a week after the e-auction process is completed.

    NEW DELHI: The Telecom Regulatory Authority of India (TRAI) has recommended the establishment of an online system by the Information and Broadcasting Ministry to register all the platform services being offered and the registration is on the basis of a simple set of information and at a nominal registration fee of Rs 1000 per channel.

     
    According to the recommendations on the ‘Regulatory Framework for Platform Services’ issued by it, TRAI said distribution platform operators (DPOs) desirous of providing platform services must be incorporated as a company under the Indian Companies Act 2013.

     
    TRAI had issued a consultation paper on ‘Regulatory framework for Platform Services’ on 23 June and the recommendations are based on the responses received from stakeholders. TRAI said there is an urgent need to ensure that these programming services are brought within the four corners of a robust and fair regulatory system that addresses all concerns adequately.

     

    The Ministry in a letter to TRAI on 17 January 2013 sought recommendations of TRAI under section 11 (1) (a) (ii), (iii) and (iv) of TRAI Act, 1997 on the issues related to local ground-based channels of cable TV operators. In addition, through an earlier letter of 2 February 2009, the Ministry had also sought TRAI’s recommendations about such kind of programming services being offered by DTH service providers to their subscribers as well as on the issue of carriage of FM radio channels on the DTH platform.

     
    The Regulator also issued a letter in this connection to the secretary in the Ministry, Bimal Julka.

     
    TRAI has also said a time of 12 months should be given to the DPOs to comply with the guidelines to be issued by the Ministry in this regard.

     
    Prior clearance is required from the district authorities of any local information and local affairs bulletins that may be transmitted.

     
    Platform Services (PS) are programming services/ channels that are owned by the DPO; available only to the subscribers of the DPO’s network; advertisements, if any, on these channels is inserted by the DPO and ad-revenues, therefore, accrue to it. Regular TV channels, howsoever transmitted, and Doordarshan channels which appear on the TV networks, cannot be included in PS. Further, foreign TV channels not registered in India cannot be included in PS.

     
    A maximum number of five PS channels may be offered by the cable operators in non-DAS areas. In DAS areas and for all other platforms, a maximum of 15 PS channels may be offered by the DPOs. These numbers are the number of PS channels to be made available at the subscribers’ end.

     
    In addition to the recommendations on Platform services, the Authority has suo motu made recommendations for a regulatory framework for ground based broadcasters as well. This has been done to ensure that any TV channel that is distributed on any TV network in India is covered by a regulatory framework, whether it is obtained from a satellite-based broadcaster; produced by the network operator or sourced from a terrestrial broadcaster.

     
    The recommendations for the ground-based broadcasters are largely the same as that for the satellite broadcasters, barring the requirements of seeking spectrum and approvals in that regard from Department of Telecom and the Department of Space.

     
    Retransmission of FM radio channels on TV channel distribution networks has been recommended provided that all the legal rights to do so are obtained. However, the Authority has said that this matter will be revisited at a later point in time, once the FM radio industry fully develops in India.

     
    These recommendations have been issued in view of ground based channels being operated at the level of cable TV operators and regarding the kind of programming services being offered by the DTH service providers to their subscribers.

     
    The Authority recommends that no change in the existing FDI limits and Net-worth requirements be made for DPOs offering PS.

     
    In so far as carrying local news and current affairs bulletins on PS is concerned, the following categories will be treated as non-news and current affairs broadcast and will, therefore, be permissible:

     
    (i) Information about local events and other local affairs, sourced locally and not obtained from news agencies or from broadcast news channels/ sources;

    (ii) Information pertaining to sporting events, excluding live coverage. However live commentaries of sporting events of local nature may be permissible, if broadcasting rights for the same are not held by anyone else;

    (iii) Information pertaining to Traffic and Weather;

    (iv) Information pertaining to and coverage of cultural events, festivals;

    (v) Coverage of topics pertaining to examinations, results, admissions, career counseling;

    (vi) Availability of employment opportunities; and

    (vii) Public announcements pertaining to civic amenities like electricity, water supply, natural calamities, health alerts etc. as provided by the local administration.

     
    There are four distinct kinds of channels, though variously described, and with a variety of content, that are being carried on DPO networks. For analytical ease and simplicity these are classified in terms of the source of the channel:  

     
    (a) Private Satellite Channels: These are the traditional satellite broadcast channels, governed by the Uplinking/ Downlinking Guidelines of the Ministry. They carry all genres of programme content.

    (b) Doordarshan Channels: These are the Public Broadcaster’s channels, some of which the TV networks are mandated to carry under the Cable Television Networks (Regulation) Act 1995.

    (c) Platform Services (PS) Channels: These are channels owned and operated by the DPOs and distributed to their own subscribers. They are of several kinds and, depending on the design of the network, may or may not be interactive. They offer a fairly wide variety of content to their subscribers. Content generally offered includes local affairs information/news; movies; general entertainment; music; education and religion. The DTH networks offer on-demand services for which the subscriber has to pay extra. These channels include movies/ video on demand, educational channels, interactive channels, etc. While such on-demand channels are at present distributed only by the DTH operators, in the DAS environment MSOs too can provide them.

     
    (d) Ground-based Channels: These channels are akin to the traditional broadcast channels, but with a strong local focus. In the comments received they have generally been referred to as ‘local-channels’ and the producers of such channels have been described as ‘local-channel operators’. In reality they are ground-based broadcasters. These channels offer a variety of content such as local news and information; regional movies and music; religious content, etc. The ground-based broadcaster channels are an integral part of most cable TV networks. Like traditional TV channels, these channels may also be carried on more than one DPO network simultaneously. The owners of these channels transmit the content terrestrially to the headend of the cable TV network, i.e., there is no uplinking or downlinking of the channel and the DPOs retransmit them on commercial terms to the subscribers. Like traditional TV channels, these local-channels also carry advertisements and the ad-revenue obtained usually accrues to the ground-based broadcaster. Consequently, they own the rights for the content carried and are responsible for the same. At present, such channels are not specifically covered under any regulatory framework and the ground-based broadcasters are not formally recognised as a ‘broadcaster’.

     
    The Authority recommended that any DPO offering PS retain, with itself, a recording of all PS channel programmes for a period of 90 days; a written log/register should also be maintained about such programme for a period of one year from the date of broadcast. The recording and the register can be examined by the Authorised Officer and the State/District Monitoring Committee appointed by the MIB as, when and if required. For PS distributed on a pan-India basis MIB should be the monitoring agency.

     
    The Authority recommends that the first violation of the PS Guidelines should lead to prohibition on transmission of the PS channel for a period of up to 30 days; for the second violation, the prohibition on transmission of the PS channel should be for a period of up to 90 days; for the third violation the registration of the PS should be revoked and the PS channel concerned should not be allowed to be transmitted. Consequently, the number of PS channels that the DPO can transmit thereafter will be appropriately reduced.

     
    Considering the smaller reach of some of the ground-based broadcasters, the Authority recommends that a State should be taken as a unit and a reach in 15 or more States should be taken as a pan-India presence. The States that are members of the North Eastern Council (NEC) could be considered to be equivalent to one State, for this purpose.

    NEW DELHI: Prasar Bharati chief executive officer Jawhar Sircar has said that the pubcaster would have to strengthen its direct-to-home platform Freedish and its FM services if it has to survive.

     

    He announced that Freedish was expected to go up to 112 television channels in the next two to three months but he had made it clear to the government that while most were coming through e-auctions, some popular channels may have to be ‘attracted’ to join Freedish since satellite television was the future. He said he was not opposed to digital terrestrial transmission but advances in technology may make it obsolete.  

     

    He said that when Freedish utilises its full strength, it will give the other DTH operators ‘a run for their money,’ while addressing a function organised by the Broadcast Engineering Society (India) on the occasion of Public Service Broadcasting Day.

     

    Similarly, he said he was conscious that FM was on analogue and may have to be phased out at some stage, but was the best alternative at present since medium wave and short wave were on the way out. That was the intent in his plan to simulcast MW programmes on FM channels. According to Sircar, AIR should direct its resources to strengthen FM broadcasts, particularly as even mobile phones and car radios could catch these signals.

     

    He denied that he was opposed to DRM (Digital Radio Mondiale), but said the present DRM will become obsolete by the time people are able to afford it and a futuristic version of DRM may be in vogue.

     

    He also felt that Internet Radio was the best alternative at present to short wave and asked the engineers to work on this.

     

    The day is marked as Public Service Broadcasting Day as it coincides with the only time that the father of the nation, Mahatma Gandhi, ever visited All India Radio. He had come to the station in Delhi to make a broadcast in 1947 aimed at Hindu refugees from Pakistan then staying in a camp near Kurukshetra.

     

    AIR director general F Sheheryar referred to Prime Minister Narendra Modi’s decision to talk to the people through AIR and to the disaster management that AIR had helped in during the floods in Jammu and Kasmmir or the storm in the Bay of Bengal. In Kashmir, he said people depended either on the Army for help or AIR for information on how to get that help.

     

    He said the clear philosophy of the public service broadcaster was to do more than just entertainment as the private FM channels were doing. A pubcaster gave precedence to public welfare over pecuniary gain.

     

    A pubcaster also helped in development of languages and literature and taking forward classical art, music and dance.

     

    He said AIR had now undertaken a major exercise to record for posterity all the dying forms of folklore and folk music before these vanish.

     

    From six stations in 1947, he said AIR had grown to 414 stations at present. However, there was severe dearth of technical staff.

     

    Speaking earlier, Doordarshan engineering-in-chief N A Khan said terrestrial transmission was necessary for narrow casting.

     

    Meanwhile, he said DD had already begun using 19 of the 64 digital transmitters being set up to strengthen digital terrestrial transmission.

     

    Nobel Peace Prize winner Kailash Satyarthi, who was the chief guest, said that he had depended on AIR when he set up ‘Bachpan Bachao Aandolan’ to reach out to parents who had lost their children or to get information about forcibly kept children.

     

    He also lauded radio for its work when the country was struck by disaster like the floods in J and K and the storm in the Bay of Bengal.

     

    He wanted AIR to work towards democratisation of knowledge. The pubcaster could help the people march from despair to hope and the dissemination of collective construction of information.

     

    While AIR had united India, he wanted it to help create a child-friendly India.

     

    Three former engineers of Prasar Bharati –M C Aggarwal, G S Sarma, and A R Krishnamurthy – were given lifetime achievement awards. BES(I) president O K Sharma and AIR E-in-C Animesh Chakravarty also spoke on the occasion.
