    Central Government takes measures to promote entertainment industry

    MUMBAI: With the intent of promoting the entertainment industry of India the Central Government has taken up various measures making it easier for the industry to explore avenues.

    The measures taken up by the government are:

    – Institutional and bank financing are now accessible to the entertainment industry.

    – 100 per cent foreign direct investment through automatic route has been permitted in the film sector.

    – Government has led participation in global markets, like Cannes Film Market, American Film Market, Berlin Film Market, Film Bazaar, etc., with a view to enhance the visibility of our film industry.

    – Film weeks and festivals will be held in with various countries.

    – An audio-visual co-production agreement has been signed with Republic of Italy and United Kingdom and similar proposals from other countries are being explored to expand avenues of finances and markets for the Indian Film Industry.

    – The Committee for Development of Entertainment sector, a sub-committee of the State Information Ministers’ Conference (SIMCON) set up to suggest policy framework for the film industry, recommended for reduction of entertainment tax, steps to counter piracy in the film sector, to facilitate foreign film shooting in India, etc. Through our vigorous effort the prevailing level of Entertainment tax has been reduced and the procedure has been simplified. The period required for granting permission to shoot foreign feature films in India has also been reduced.

    – The National Film Development Corporation, a public sector undertaking under this ministry will provide limited funding for films and oversee the integrated growth of the film industry in tune with the objectives of national economic policy.

    – Five core groups have been constituted to look into the various aspects of the film industry and suggest measures to promote the film industry.

    Local/regional Kendras of Doordarshan are promoting local artistes in the field of drama and music by providing them opportunities to participate in various in-house productions meant for the entertainment of viewers.

    Such entertainment programmes have also been produced/procured under different schemes like commissioned programmes, self-finance commissions, acquisition of programmes, Royalty etc.

    In the area of local programming, All India Radio (AIR) through 82 local radio stations caters to the needs of the local people radio stations and people even in remote areas taking into consideration the oral, folk and traditional forms of entertainment. AIR maintains archives of folk music.

    This Information was given by Minister of Information and Broadcasting and Parliamentary Affairs P R Dasmunsi in written reply to a question in Lok Sabha.

    DD to start mobile TV trials in tie-up with Nokia

    MUMBAI: Nokia has announced its latest digital video broadcast-handheld (DVB-H) broadcast mobile TV pilot with national television broadcaster Doordarshan, using Nokia’s open standards based DVB-H solution.

    The Nokia Mobile Broadcast Solution will be delivered to Doordarshan via SHAF Broadcast in early 2007.

    During this pilot, Doordarshan will test the reception quality of the broadcast coverage, and explore the options of supporting different service schemes, such as advertising and interactive services. The pilot will also enable Doordarshan to gauge consumer expectations of the service going forward, informs an official release.

    The pilot will use DVB-H technology, a broadcast technology now used to support several field pilots globally, chosen based on its merit to support mobility, small screens, indoor coverage, optimised use of battery and in-built antenna that are specific to handheld devices such as mobile devices.

    Doordarshan director-general LD Mandloi said, “Doordashan has taken a lead in adopting DVB-H standards and this was a logical extension of our DVB-T services. DVB-H over IP based on open standards will provide a discerning mobile broadcast experience to Indian consumer and we are confident of its success in our country which has historically been on the leading edge of broadcast technology and content creation.”

    “India becomes one of the leading countries in Asia to deploy live broadcast mobile TV bringing Indian consumers a step closer to watching their favourite programmes on their mobile devices,” said Nokia Asia Pacific director multimedia Jawahar Kanjilal. “We are excited to collaborate with Doordarshan to enable their mobile TV services. This is a great opportunity for the vibrant content industry in India to take advantage of bringing television into the pockets of the Indian consumers.”

    MUMBAI: All India Radio has been elected as a Member of the Asia-Pacific Broadcasting Union, ABU’s Administrative Council. In the election held at the 43rd General Assembly of the ABU in Beijing, China, AIR was elected for a two year term on the 14 Member Administrative Council, which functions as the executive of the premier broadcasting union in the world.

    AIR has also been appointed to the Policy & Strategy Group of ABU.

    In another event at the on going ABU General Assembly, the Engineer-in-Chief of All India Radio, Mr A S Guin has been honoured with the ABU Broadcast Engineering Excellence Award for his outstanding contribution in the field of broadcast engineering in AIR and Doordarshan, the release adds.

    Formed in 1964, the Asia-Pacific Broadcasting Union (ABU) is a non-profit, professional association of broadcasting organisations with more than 150 members from 55 countries of the Asia-Pacific region. It provides a platform for co-operation in the field of news and programme exchange, acquisition of broadcast rights, training and technical consultancy. Doordarshan and All India Radio are among the most active members of the ABU.

    AIR staffer wins ABU 2006 Broadcast Engineering Excellence Award

    MUMBAI: The winners of the annual ABU Broadcast Engineering Excellence Awards were announced yesterday at the ABU Technical Committee Meetings in Beijing.

    The recipient of the ABU Broadcast Engineering Excellence Award is All India Radio engineer-in-chief Ansu Sekhar Guin, in recognition of his contributions of an outstanding nature in broadcasting engineering and related disciplines at All India Radio and Doordarshan.

    Guin is the technical head of All India Radio (AIR), responsible for the management and operational aspects of AIR’s network, according to an official release. He holds the position of president of the Broadcast Engineering Society of India.

    In his illustrious career at All India Radio, he has been responsible in the implementation of many new services such as digital radio studio automation, digital video archives, digitalisation of the satellite based networking system and digital audio broadcasting.

    The ABU Engineering Industry Excellence Award is conferred on Dr Osamu Yamada for the most outstanding engineering contribution made by an individual to the broadcasting industry in the Asia-Pacific region.

    Dr Yamada was NHK Science director general and Technical Research Laboratories in his previous posting and is now senior managing director of Pioneer Corporation.

    He played a pioneering role in the setting up of error correction codes in developing a new decoding algorithm for different applications for various broadcasting systems.
    He also developed digital transmission systems. He engaged in the development and standardisation of new broadcasting systems such as teletext, FM multiplex broadcasting system (DARC), digital satellite and terrestrial broadcasting systems (ISDB). He also contributed to the work of the ITU-R Study Groups from 1992 to 1997.

    “The awards are conferred in appreciation of their dedication and endeavours in the promotion of technical developments in the broadcasting industry. The ABU congratulates Mr Guin and Dr Yamada,” said ABU secretary-general David Astley.

    Both awards will be presented at the ABU Prizes awards ceremony on 7 November. Each award comprises a commemorative trophy, a citation and a lifetime ‘distinguished observer’ status at ABU Technical Committee meetings, informs the statement.

    Classic TV show ‘Fraggle Rock’ to make the transition to the big screen

    MUMBAI: The Jim Henson Company now confirms what millions of internet fans have speculated.

    The company is developing a film about the Fraggles, stars of the 1980’s television show Fraggle Rock. In India the show used to air on Doordarshan.

    The untitled film will for the first time take Gobo, Wembley, Mokey, Boober and Red on an adventure outside of Fraggle Rock where they will interact with the strange beings in “outer space” (also known as humans). The treatment is being written by author Ahmet Zappa who will also executive produce the project with Brian Henson and Jason Lust. Jim Henson Company co-CEO Lisa Henson will produce.

    Henson said, “Fraggle Rock has remained a favorite project at our Company and has certainly continued to be loved by its many devoted fans. So we are thrilled to begin work on this project. With its message of celebrating diversity and its ambitious goal of promoting world peace, now is the perfect time to embark on a new Fraggle adventure.”

    Zappa says, “I’m very excited to be working with The Jim Henson Company on this project. So much of my childhood was spent watching Fraggle Rock. I never missed an episode. I am also really looking forward to using music to tell the story; it played such a central role in the original series and truly helped create the Fraggle Rock that we know and love today.”

    Fraggle Rock premiered on HBO in 1983 and over five seasons garnered multiple awards and a global fan following. The show was created by Jim Henson as an international co-production and was adapted for each territory to meet the needs of its audience. By showing cooperation and conflict resolution among the different inhabitants of the Rock (the Fraggles, the Doozers and the Gorgs), the show taught the concepts of mutual respect and peace.

    Recently, devoted fans petitioned online for a DVD release of the series. The season one box set exceeded expectations and its incredibly strong consumer response led to the successful season two release.

    IBF calls for broader consultative participation on Broadcast Bill

    MUMBAI: The Indian Broadcasting Foundation (IBF) is crying foul against the Broadcast Services Regulation Bill, 2006. Submitting a detailed proposal on the Bill to the information and broadcasting (I&B) ministry today, the IBF suggested a broader consultative participation among all the stakeholders before framing the regulations. Its complaint: the proposed regulatory framework would restrict the growth of the broadcasting industry.

    “We welcome the attempts of the ministry of information and broadcasting to consolidate various codes and guidelines under which our members operate, through one umbrella law, and believe that a single window approach would benefit the industry. However, in the interest of ensuring long term sustainability and growth of our industry, any new regulatory framework needs to be preceded by a thorough analysis of the broader issues facing the industry. A consultative process is especially critical since our industry is still in its infancy,” the IBF said.

    Stressing on a law that would also facilitate a self-regulatory process in the industry, the IBF raised some “critical” issues that needed to first be resolved in the interest of all stakeholders, before further steps were taken to regulate the broadcast services.

    1. RESTRICTIONS ON GROWTH, EFFICIENCY AND BENEFITS OF ECONOMIES OF SCALE
    The IBF expressed discontent over proposed regulations on content and commercial time and felt the Broadcast Bill would impose arbitrary restrictions on the expansion of media companies.

    “Media businesses require huge capital investments, with business plans that have long gestation periods, often ranging up to ten years or more. Any impediments, therefore will retard the growth of the media industry, and affect the efficiency of the media business and the ability of consumers to receive high quality programming through a variety of delivery platforms at reasonable prices,” the IBF said.

    As the regulations would require a complete restructuring of India’s broadcasting industry, the IBF feared it would lead to a loss in revenue and downsizing.

    “It is also important to note that there are presently a number of business arrangements between broadcasters and cable operators with shareholding patterns that are in direct conflict with the proposed provision in the Bill. Similarly in the absence of alternative arrangements, and with the knowledge of the government, many broadcasters have set up captive earth stations/ teleports to uplink their own channels, which in practice may run counter to the mandate of the proposed Broadcast Bill,” the IBF said.

    2. PUBLIC BROADCASTING & DOORDARSHAN AS AN INDEPENDENT PLAYER
    The IBF is against the mandatory sharing of sports programming with Doordarshan since it is in conflict with intellectual property rights (IPR) of those who hold the telecast rights. Besides, this is against the trend of recent judicial pronouncements by various courts in India.

    The IBF has recommended that a standalone law be enacted for public broadcasting (PB) after appropriate deliberations, in line with several jurisdictions abroad.

    “Doordarshan should not be allowed to compete commercially with other channels if it is truly to be a public broadcaster. “It should be subject to a PB regulation that needs to be developed under the aegis of the independent sectoral regulator to ensure that it fulfils its role as a public broadcaster,” IBF pointed out.

    The “must carry obligations” should only apply if at all to true PBs. A channel that competes for advertising revenues should definitely be excluded from being further extended the advantage of being compulsorily carried, as this skews a level playing field and is an impediment to the commercial business of broadcasters, cable operators, as well as the consumer’s right to watch channels of choice.

    “The present structure of the Broadcast Bill seems to provide rights to Doordarshan without any reference to the issue of consideration, and is therefore arbitrary, anti competitive, and will impede the free flow of funds available to Indian sports today. This anomaly needs to be addressed especially because Doordarshan has a commercial motive and generates separate revenue from such feed by selling advertising space while re-broadcasting such feed,” the IBF pointed out.

    3. AUTONOMY OF THE BROADCAST REGULATORY AUTHORITY OF INDIA

    The IBF supports the merger of the role of the Broadcast Regulatory Authority of India (Brai) into the Press Council of India which has a significant representation from the members of the industry.

    “It is imperative that any regulator should be independent and not serve any single vested interest, whether the government, the private sector or the consumer. In this regard the process of appointment and the term and tenure of members of such a regulator are critical for ensuring that a regulator serves its purpose of maintaining a balance of interests,” the IBF said.

    The regulatory and adjudicatory powers of any regulator for the broadcasting industry also should be separated and specific.

  • Lata Mangeshkar to grace DD Sahyadri Navratna Awards 2004

    MUMBAI: The Sahyadri Navratna Awards, into its third year, is being held this year on 14 April on Doordarshan’s premises at Worli in central Mumbai.

    The Sahyadri awards are presented to eminent Maharashtrians for excellence in a particular field of interest. One of the highlights of this year’s awards ceremony is that the guest list includes India’s nightingale Lata Mangeshkar.
     
     The nine-member jury for the Navratna Awards 2004 comprises eminent people from various spheres. The list includes renouned journalist Arun Tikekar, Marathi theatre artist Mohan Wagh, film producer and ex sheriff of Mumbai Kiran Shantaram, industrialist Minal Mohandikar, vice-chancellor SNDT University Mumbai Rupa Shah, former editor Femina Vimla Patil, director general information and publicity (government of Maharashtra) Nitin Gadre, renouned music critic Dr Ashok Ranade and cricketer Ajit Wadekar.

    The list of awardees this year comprises of people working in varied fields like music, films, education, drama and so on.

    The nine Navratra’s this year consists of people like Shridhar Phadke, who’s receiving the Swar Ratna Award for music while the Chitra Ratna Award is going to Sachin Pilgaonkar for his achievements in the field of films and entertainment.

    Than there is Dr Shankarrao Magar who’s receiving the Shiksha Ratna Award for his work in education. Meanwhile, Prabhakar Panshikar, Anjali Bhagwat Vedpathak and Dr Anil Avachat are getting awards for drama, sports and social work respectively.

    The Ratnasharda Award for women this year will go to Rajiya Patel. while Vijay Kuwalekar will take home the Ratnadarpan Award for his work in journalism. Lastly there is the IT Entrepreneur Ratna Udami that will go to Dr Vijay Bhatkar.

    Sahyadri channel director Mukesh Sharma said he is very happy to be a part of the Navratna Awrads. But he also stressed that the channel did not play any part as far as choice of awardee was concerned.

    The telecast of the award ceremony will be on 1 May, which is also Maharashtra day.

    MUMBAI: New Delhi-headquartered production house Moving Pictures India Ltd has bagged a show on Zee Network. The company will do a non-fiction show around the Bollywood industry, titled B News for Zee Music.

    One of the promoters of Moving Pictures India, Sancheta Ganpati Raju said that B News was going to be a key project for the company as Zee Telefilms is there on the other end. The half-an-hour show, which will be telecast twice a week, will run 104 episodes as per the deal.

    “B News is going to be a crucial assignment for us. Our effort is to come up with an innovative non-fiction show around Bollywood. The show will hit the airwaves two months from now. But the final schedule will be announced by the channel later,” says Raju.

    Moving Pictures’ current television projects include the page 3 show Popcorn on Zoom as well as Subah Savere, a breakfast show on Doordarshan.
