    NEW DELHI: Even as the stalemate continues on the issue of the Gyandarshan channels of the Indira Gandhi National Open University (IGNOU), the Government has said that these channels do not have clearance from Wireless Planning Coordination (WPC) of the Communications & IT Ministry.

     Information and Broadcasting Ministry sources told indiantelevision.com that Prasar Bharati is unable to uplink on C-Band and Doordarshan is not being able to downlink these channels on DD Freedish.

     However, the pubcaster runs a half-hour programme of IGNOU, University Grants Commission (UGC) & Central Institute of Educational Technology (CIET) on DD National. The Government had introduced four educational channels: Gyandarshan 1, Gyandarshan 2, Vyas Channel and Eklavya Channel.

    Out of these, Gyandarshan 1 & 2 have been run by the Education Media Production Centre (EMPC) of IGNOU. Vyas Channel is being managed by UGC and Eklavya by Indian Institutes of Technology (IITs).

    IGNOU used to uplink these channels on C-Band which was then taken by DD Freedish of Prasar Bharati.

    At present, however, these channels are off air since IGNOU has not cleared its dues to Prasar Bharati.

    NEW DELHI: Noting that the proposed Doordarshan Kisan is a dedicated channel for the farmers to give them information targeted to address the wholesome edutainment needs of a farmer to adopt and adapt to modern scenario, the national broadcaster has invited proposals for programmes under the Self Financing Commissioned Scheme.

     
    DD says that the content expected for DD Kisan will primarily address the developmental needs of the farmer addressing ‘Core Agriculture’, ‘Critical Support’ and ‘Essential Ancillary’ areas, keeping in mind the varied agro-economic zones, climatic areas, different crops and the need to address the target audience spread across various states but will have to be entertaining and engaging.

     
    The content on DD Kisan will be in Hindi with regional dubbing.

     
    The genres for which it has invited proposals are: documentaries/features (field based); magazines/docu dramas (field based); cookery shows/biographies; daily soap/fiction serials/family serials/thrillers; film song based programmes; reality shows/game shows; and mandi bhav/bazar bhav/agro based bulletins.

     
    In addition, DD Kisan will have a new segment for iconic characters plus content packaging where animated characters will convey the agricultural themes and desired messaging. It is expected that the participants under this category will also provide layouts of the channel’s packaging.

     
    It will also have a segment for edited feature films where the entire film is expected to be capsuled with anchor based presentation for 60 minutes.

     
    In the ‘bazar bhav’/mandi bhav’ segments, updates from the mandis including the template will be required to be provided, which would be required to give the core audiences suitable direction and help in the agricultural productive activity.

     
    To begin with, each producer has to send in the synopsis of 26 episodes but this may be extended if necessary.

     
    Under the scheme of self financed commissioning, the producer will produce the programme at his own risk and cost and on the selection of the programme, Doordarshan will market it, telecast the same and pay the producer for his services after a specified period of time.

     
    Self financed commissioning of programmes through outside producers could be done for DD’s national channels, regional language channels, state networks, regional and local services.

     
    DD shall, at its discretion and in accordance with its programme requirements, select producers suo moto for production of programmes. DD may also consider proposals submitted by producers on their own.

     
    The proposals are to be submitted in complete accordance with the guidelines of SFC programmes for DD Kisan which have been placed on the website of Doordarshan – www.ddindia.gov.in

    NEW DELHI: A standard operating procedure has been put into place to strengthen the commissioning procedure following complaints of irregularities in Doordarshan’s Urdu and Kashir (Kashmir) channels.

     
    Information and Broadcasting Ministry sources told indiantelevision.com that the aim was to ensure that the gaps are filled and the whole process becomes more transparent.

     

    While declining to give details, the DD sources said that a procedure had been devised for multi-layer examination of every proposal so that any mischief or irregularity at one level can be detected when it goes to the next level and ultimately to the Empowered Committee headed by the Director General herself.

     

     According to Prasar Bharati there have been some allegations of irregularities in the production of programmes and outsourcing them, mainly regarding the in-house productions done at DD Kendra in Srinagar for telecast on the DD Kashir channel.

     
    Some complaints had also been received about DD Urdu programmes and the sources said Prasar Bharati had informed the Ministry that these needed further examination.  

    DD Kashir was pitched as an exclusive platform catering to the population of Jammu & Kashmir to bridge the gap between Jammu and Kashmir and the rest of the country.

     
    Besides programmes in Urdu language, programmes in other regional languages like Pahari, Gojri, Balti, Hindi, Punjabi and Pushto are also being produced and telecast on Kashir.

    NEW DELHI: Doordarshan director general Vijaylaxmi Chhabra has announced that steps are being taken to launch DD Kisan soon and to revamp the public service broadcaster’s international channel DD India.
     
    Chhabra also highlighted other steps to revamp DD National, which now carries the tagline ‘Desh Ka Apna Channel.’
     
    She said the main aim was to streamline DD National which is the primary channel of Prasar Bharati and has already adorned new colours of purple and pink with a fresh palette of programming. While getting set for competition with general entertainment channels, she stressed the channel will continue to focus on traditional family values – ‘Rishtey’, ‘Nation before Self’, ‘Rashtra Gaurav’ and ‘Trustworthiness – Dilon Mein Vishwas’.

    When asked about the marketing plan for the revamp, she said DD was not averse to advertising on private news channels but had not yet commenced any commercials outside the DD network, newspaper campaigns and the social media.
     
    Chhabra also said that programmes from the archives would be confined to DD Bharati.
     
    She was speaking at a press meet which was addressed by representatives of all the new serials on DD, apart from additional director-general Deepa Chandra and V K Jain.
     
    Interestingly, as reported first by indiantelevision.com, majority of the programmes are women-centric or women-oriented.
     
    While eight programmes were launched in November, one is being launched this month and another next month – all at prime time.
     
    One of the programmes commencing later this month is a talk show ‘Stri Shakti’ which will be aired on weekends on Saturday and Sunday and will revolve around women who have faced certain hardships and have come through successfully. Each show will also have a celebrity presence.
     
    After ‘Fauji’ which launched Shah Rukh Khan, DD is telecasting an army-based show ‘Paltan’ commencing next month which will attempt to show the lives of the army officers even during peace time when they are called out to tackle internal emergencies such as floods etc. Producer Vijay Gopal said all the people he had approached for the show had been more than willing to come on board, and singer Shaan had rendered the title track.
     
    ‘Happy Homes – Khatte-Meethe Jeevan Ke Rang’ has been produced by Arun Govil (who acted as Ram in Ramayana) at 7.00 pm and is a light comedy of unity in diversity where people speaking different languages and from different regions live together in a colony. Govil said he is not playing any role in the series.
     
    This is followed at 7:30 pm by ‘Khwabon ke darmiyan – Sach Aur Sapno Se Jhoojhti Zindagi’ produced and directed by Kailash Tuli and starring Kapil Soni in a stellar role highlighting the struggle to bridge the gap between dreams and reality for women in the fast-changing social context.
     
    ‘Khamosh Sa Afsana – Jidd Aur Armano Ka Fasana’ at 8:00 pm by Ritu Chauhan has a fine cast of talented stalwarts like Tom Alter, Roopa Ganguly, and M K Raina who are the central characters in a story depicting the struggle of a daughter fighting to balance her work and managing her speech and hearing impaired parents.
     
    ‘Zindagi Ek Bhanwar – Rajneeti Me Mahila Ka Raaj’ produced by actor Tej Sapru (son of the late veteran actor Sapru) at 9.00 pm is a political drama which aims at reaching out to the aspirations of society and desiring changes in quality of life, followed at 9:30 pm by ‘Dard Ka Rishta – Badalte Sambandhon Ki Kahani’ produced and directed by Vinod Kapoor. The story revolves around disregard of the senior citizens in today’s urbanized societies. Sushma Seth will make a comeback on DD National after almost 30 years with this show. Sapru said that the question he has raised is why four sons cannot support a woman in her old age when she supported them when they were young.
     
    ‘Jab Jab Bahar Ayee – Janmon Ka Bandhan Ya Bandhish’ by Dolly Sohi at 10.00 pm is a serial which touches upon a dilemma of husband and wife trying to keep their family together and finding happiness not withstanding their personal differences.
     
    DD National is also building its weekend prime-time with two shows ‘Janmon Ka Bandhan – Insaani Rishton Ka Tana Bana’ produced by Sadhika Randhawa and directed by Prem Chopra which will air from Friday to Sunday at 7.00 pm. Randhawa said it is the story of the family of an honest Indian Administrative Service officer and shows various issues including the fight against corruption.
    ‘Prakriti – Kudrat Ko Bachane Ki Jung’ by the veteran actor filmmaker Parikshit Sahni tracks the story of an ideal woman forest officer who endeavours to save nature. It is set against the backdrop of scenic Jim Corbett Park. It is being aired every Saturday and Sunday at 8:30 pm. Sahni said he had taken the story under the banner of his father Balraj Sahni Films and would show the daughter of a forest officer not only taking up a profession not considered suitable for women but getting posted in an area that was not very women-friendly.

    NEW DELHI:  In a pace that has surprised many, Doordarshan is set to hold the 19th e-auction for Freedish on 12 December in an attempt to touch the target of 112 television channels in the next few months.

    Doordarshan has set a reserve price of Rs 3.7 crore per slot for the 19th online e-auction, though indiantelevision.com learnt that the bid amount went up to Rs 4.2 crore in the 17th e-auction held on 12 November. This came shortly after the 16th e-auction on 28 October.

     DD sources also said the 19th auction is to fill four slots. Earlier, Prasar Bharati officials had decided not to disclose the number of slots to be e-auctioned to prevent bidders forming consortia to bid or resort to other malpractices.

     Prasar Bharati CEO Jawhar Sircar had said recently that the future of Doordarshan was in Freedish and digitisation. He had added that this may mean that some channels would have to be attracted to Freedish by means other than e-auction.

     DD Sources also said that while Freedish may be encrypted to keep a tab on the number of subscribers, it would remain free-to-air.

    The e-auction will be conducted by Synise Technologies, Pune on behalf of Prasar Bharati.   

     The reserve price in the 15th e-auction was Rs three crore and was raised to Rs 3.7 crore in the 16th auction.

     Prior to the 16th auction, the total number of channels on Freedish was 58.

     Meanwhile, a Doordarshan official declined to give the number of successful bids in recent auctions as engineers of the pubcaster had to test these channels before verifying any numbers.

     The eligibility terms and conditions including other relevant details for this e-auction are displayed on DD website: www.ddindia.gov.in.

     However, the participation amount (EMD) in the e-auction is Rs 1.5 crore which will be deposited in advance on or before 11 November evening along with processing fee of Rs 10,000 (Non-refundable) in favour of PB (BCI) Doordarshan Commercial Service, New Delhi.

     Applicants have also been asked mandatorily to deposit a Demand Draft of Rs 5,500 registration amount favouring  Synise Technologies, payable at Pune at the time of submission of the application.

    The time for every slot e-auction will be of 15 minutes duration.

     The applicants must provide details of the uplink/downlink permission documents received from the concerned Ministries with the applications to ensure they are not rejected.

     The demand drafts of unsuccessful bidders will be returned immediately or within a week after the e-auction process is completed.

    MUMBAI: The first edition of Indiantelevision.com’s The Content Hub saw a full panel of broadcasters, producers and writers discussing how to change the dynamics of TV content. Moderated by Bodhi Tree Multimedia director Sukesh Motwani, the panel consisted of Doordarshan ADG West Mukesh Sharma, Zee TV business head Pradeep Hejmadi, Cinevistaas producer Siddharth Malhotra, Shashi Sumeet Productions co founder Sumeet H Mittal, Satyamev Jayate director Satyajit Bhatkal, Viacom18 head of content regional network Sanjay Upadhyay and writer Purnendu Shekhar.

     

    Motwani started off by asking whether the only model of monetising was through having daily soaps with the 23 minute per episode limitation? Upadhyay responded to this saying that some efforts have been made to break away tried to break away. “For instance, Viacom18, we have attempted to do this with our regional shows with one hour shows run twice a week,” he said. “What we found with this is that the audience’s addiction level isn’t as good as a daily because they are so used to dailies. At the same time, economics do play a big role.”

     

    Motwani further queried if broadcasters could experiment with hour long episodes during weekdays while restricting certain genres to only weekend? Hejmadi  pointed out that it isn’t easy to do dailies, as people generally think. “There is a need for change, yes. But the manner of migrating the audience is also needed. Some people have tried that but even then there is a thought process that broadcasters don’t encourage innovation,” he said.

     

    On the other hand Malhotra said that when the 9pm-10 pm time band became successful, the economics improved and after that no one even tried to experiment with hour long episodes. Upadhyay clarified that though the broadcaster makes an effort, the pressure on them is heavy. Shekhar lamented that broadcasters are scared of losing loyal audiences by introducing short stories that conclude in four episodes from Monday to Thursday.

     

    In most shows, the characters drive the shows and shows are scripted accordingly. Hejmadi pointed out that it takes to build characters and promote them amongst viewers to develop stickiness, hence having limited episode shows – like say which run from Monday to Friday does not really work, thanks to the attention deficit among Indian veiwers.  even suggested that producers should comHee with their own research insights that they should show broadcasters.

     

    Public broadcaster Doordarshan, on the other hand,  tends to look at art, culture and of course  literature for inspiration. Sharma said that this was mainly due to them having a different mandate. “For us the universe isn’t between 7pm to 11pm. We also do events such as every second Sunday is a ‘mothers’ day’ where we bring mothers and daughters to talk about them and this makes good money. But we don’t interfere with producer whether or not a show makes money.”

     

    As to Motwani’s question of whether there can be different shows for ‘India’ and ‘Bharat’, Upadhyay said, “Honestly, we don’t try hard enough because we don’t have patience. We shift goal posts depending on hits.”

     

    With a few shows having big names backing them such as Saraswatichandra and Everest, he also went on to say, “The noise that comes out of big shows may amortise costs in a shorter time.”

     

    While format shows are slowly losing audiences in India, the TV community needs to look at other metrics than simple TVTs and TRPs,  opined Satyemev Jayate director Bhatkal. “We chose the graveyard slot – Sunday morning  – when no one is really watching television to do the show,”he said. “We wanted to reach those viewers who don’t generally watch television, we wanted to encourage appointment viewing. People who would take the trouble  to switch on their sets at that early hour. And we apparently did, if we look at the buzz that SMJ generated online. And this is what sellers of channels also need to do, show the media buyers and planners the  volumes of social media data. In six episodes, we had billions of impressions and we were trending worldwide,” he said.

    NEW DELHI: The percentage of rural viewers who are accessing Doordarshan through its terrestrial network is 7-8 per cent of 170 million TV households, Parliament was told today.

     

    Minister of State for Information and Broadcasting Rajyavardhan Singh Rathore addressing the Parliament said that 28.73 per cent of the total expenditure of Doordarshan was spent on terrestrial distribution in the year 2013-14.

     
    Prasar Bharati has informed that it has decided upon progressive digitisation of Doordarshan’s transmission network by way of expansion of DD Freedish and setting up of a commercially viable Digital Terrestrial Transmitter (DTT) platform in harmony with the recommendations of the Expert Committee.

    In order to gain experience in digital transmission technology, Doordarshan had set up four digital transmitters, one each at Delhi, Mumbai, Kolkata and Chennai in January 2003 on an experimental basis using DVB-T system. 

    Four digital HPTs (HDTV) have been installed at Delhi, Mumbai, Kolkata and Chennai which are ready for commissioning. Prasar Bharati has informed the Ministry that 40 digital HPTs (DVB-T2) under 11th Plan and 23 digital HPTs (DVB-T2) under 12th Plan have been approved as part of digitisation schemes. Out of 40 digital HPTs, 19 are presently under implementation. 

     

    The 19 digital transmitters include two each in Madhya Pradesh and Maharashtra. The other states apart from Delhi are Assam, Bihar, Chhatisgarh, Gujarat, Jammu and Kashmir, Jharkhand, Kerala, Karnataka, Odisha, Punjab, Tanil Nadu, Telengana, Uttar Pradesh, and West Bengal.

    MUMBAI: Nine girls coming from culturally diverse backgrounds and different parts of the state have one common message to share – ‘Girls are not any less’. These are Navjyoti’s, nine girls achievers for 2014, who have struggled hard to shape their lives and also bring about change in their own community.

     

    A joint venture of UNICEF and Doordashan Mumbai Kendra, Navjyoti programme aims to give recognition to initiatives taken by the girls despite their adverse circumstances. Started in 2003, Navjyoti celebrated its eleventh year in a colorfully decked studio in Mumbai’s television center Doordarshan in this weekend. Once again, the stories of ‘girl power’ unfolded and stunned the audience during this inspiring and emotional evening.  Nine girls from remote Maharashtra were felicitated by Doordashan and UNICEF in Navjyoti awards for resisting child marriages and also helping other girls fight the scourge.

     

    All these girls are being felicitated for being role models in their villages. They come from very underprivileged backgrounds, and struggle to study. Navjyoti awards which are partnered by Doordarshan Sahyadri and UNICEF are an encouragement for them.

     

    These nine Navjoti’s received the UNICEF and Doordarshan Awards this year:

    7. Sarla Rathod from Nimpha in Yavatmal district
    8. Poornima Ade from Sewadas Nagar in Chandrapur district
    9. Ashwini Gosavi, from Wadale in Nandurbar district.

     

    Doordarshan Addl. director general Mukesh Sharma said, “Doordarshan continues to play its role as a National Broadcaster and believes in encouraging such initiatives which ultimately benefits the entire society. Education has the power to transform lives. If we educate a boy, we educate one person. If we educate a girl, we educate a family – and a whole nation. I have always believed that investing in a girl’s education is investing in a nation’s growth and development”.

     

    For all the Navjyoti girls it was a special moment in their lives. They received honors from eminent and inspiring personalities like Shaina NC, Meera Bowankar, Samruddhi Pore, Nishigandha Wad, Richard Bell, Faiyaaz, Rajeshri Chandrasekhar and Dr. Nandita Palshetkar. The courage of these girls is promising and a reassurance of a bright future for our country,” remained a common feeling expressed by the guests.

     

    DD Sahyadri will telecast the program ‘Navjyoti Sahyadrichya’ on 20 December 2014 from 4:00 pm onwards.

    NEW DELHI: A total of 19 digital transmitters have been installed in 17 states including Delhi ‘to keep pace with the advancement in broadcasting industry in the world’, Parliament has been informed.

     

    Minister of State for Information and Broadcasting Rajyavardhan Singh Rathore said a total of 40 digital high power transmitters under the 11th plan and 23 under the 12th plan have been approved as part of the digitisation schemes.

     

    The 19 which are already under implementation include two each in Madhya Pradesh and Maharashtra. The other states apart from Delhi are Assam, Bihar, Chhatisgarh, Gujarat, Jammu and Kashmir, Jharkhand, Kerala, Karnataka, Odisha, Punjab, Tanil Nadu, Telengana, Uttar Pradesh, and West Bengal.

     

    Meanwhile, the Minister said no new transmitters for terrestrial were envisaged for Doordarshan “in view of multi channel TV coverage having been provided in the entire country including rural areas through the free-to-air Freedish, except a few in border areas.”

     

    As part of the ongoing schemes of the 11th plan, four transmitter projects are under implementation in J&K including a high power transmitter for DD1 and DD News in Rajouri. The others are HPTs in Green Ridge, Himbotingla and Natha Top (Patnitop).

    Delay in promotions in Prasar Bharati not due to central budgetary grants: MoS Rathore

    NEW DELHI: The government has told Parliament that the delay in promotions is not attributable to allocation of funds by the government to Prasar Bharati.

     

    Stating this, Minister of State in the Information and Broadcasting Ministry Rajyavardhan Singh Rathore told Parliament that a total allocation of Rs 2495.03 crore was given to Prasar Bharati for the current financial year at the budget estimates stage for plan schemes.

     

    This included salary and salary related expenses of Prasar Bharati, he said in reply to a question.

    Funds are allocated by the government to Prasar Bharati (Doordarshan and All India Radio) on the basis of budget proposals sent by this Ministry in consultation with Prasar Bharati.

     

    The budget proposals are finalised after due consultations with Prasar Bharati before being sent to the Government for allocation.
