Ad agencies owe DD Rs 24 crore, Rs 53.7 crore recovered by arbitration

NEW DELHI: Noting that there were outstanding dues of approximately Rs 6.40 crore for 2013-14 and Rs 17.76 crore for the year 2014-15 in respect of various Doordarshan Kendras, a Parliamentary Committee has asked the Information and Broadcasting ministry and Prasar Bharati that the process of recovery of dues should be expedited.

The Parliamentary Standing Committee for Information Technology which goes into issues relating to I and B also noted that the final figures of outstanding amount due for the year 2015-16 were still being worked out and, as such, there could be some outstanding dues for that year also.

At the outset, the Committee said the issue of outstanding dues of the Doordarshan Kendras has been lingering for quite some time and there was a huge pendency of outstanding dues. However, the ministry said there was no outstanding amount in respect of All India Radio stations.

Arbitrators had passed fifteen awards in favour of Prasar Bharati and approximately Rs 53.71 crore had been recovered by taking recourse to provisions of the Arbitration and Conciliation Act 1996 (including all amendments till 2015) by filing its claims against such defaulting advertising agencies for the recovery of outstanding dues.

The Committee was told Prasar Bharati is making efforts to recover the outstanding dues by continuously pursuing the defaulters to make payment and request reminders are sent, and in case of delay, Doordarshan charges interest @ 14.5 % from the defaulting agencies. Bank Guarantees of the defaulting agencies are encashed as per terms and conditions of the agreement.

Modi lauds AIR for Mann ki Baat simulcast across radio, TV, DTH, internet

NEW DELHI: Prime Minister Narendra Modi has lauded All India Radio for broadcasting his monthly Mann ki Baat in regional languages on the day he talks to the nation.

The broadcast is visually adapted by Doordarshan and other private TV and news channels in India simultaneously. Similarly, radio in the private sector patches AIR. All DTH operators also carry it.

It is live streamed for global audience and is accessible through mobile app, allindiaradio.gov.in, apart from the narendramodi.in/mankibaat, mygov.in, and the Narendra Modi app.

During his monthly broadcast for this month, he said he was also gratified that people were writing to him either on the Narendra Modi app, or mygov.in.

This was the twentieth time that he talked to the nation through the broadcast which coincided with the completion of two years of his government which assumed office on 20 May 2014.

He said that initially, a ten-digit missed call had to be made to get a call back to listen to his broadcast. But now one had to dial 1922 toll free and listen to him.

The broadcast by the entire network of AIR includes all stations, all AIR FM channels (FM Gold and FM Rainbow), local radio stations, Vividh Bharati Stations and five community radio stations.

It is also broadcast by the Urdu and Hindi Services of the External Services of All India Radio for listeners in the Indian sub-continent and the Indian diaspora spread across the globe.

The regional versions of the Mann Ki Baat are played at capital AIR stations in non-Hindi speaking zones at 8.00 pm hours on the same day. The regional versions are relayed by all AIR stations including local radio stations in the respective states. The English version of Mann Ki Baat is also broadcast by AIR Delhi at 8.00 pm the same day and also broadcast by the General Overseas Service.

  • Plan expenditure of Prasar Bharati mostly goes into technical equipment, Jaitley justifies revised estimates

Plan expenditure of Prasar Bharati mostly goes into technical equipment, Jaitley justifies revised estimates

New Delhi: Around 95% of the Plan expenditure of Prasar Bharati currently involves technical equipment and the endeavour is to provide momentum to technical infrastructure projects, Information and Broadcasting Ministry Arun Jaitley said today.

Answering a question in Parliament about Revised Estimates (REs), he said these are prepared to optimize utilization of allocated funds according to the progress of various projects and time schedule of supply of equipment/works.

Out of the REs during the last three years, reduction in RE during 2013-14 with reference to Budget Estimate (BE) of that year was marginal.

During 2014-15, reduction in RE was largely due to cancellation of tenders received on e-procurement portal, Cancellation of tenders on techno-commercial evaluation, delay in supply of equipment etc.

During the year 2015-16, RE was reduced due to various reasons such as time taken regarding decision on clustering & de-clustering of digital transmitters, non participation of bidders in tendering process etc.

The alternatives available for the technical/technology choices and the plan of action, with the chosen technology, require wide consultations which consume time and, to prevent sub-optimal choices, expenditure is postponed. This, at times, leads to reduction in plan expenditure at RE stage. This also was a contributing factor in the last two years.

Doordarshan follows rules & procedures based on the guidelines given in the Directorate General of Supplies & Disposals (DGS&D) Manual, GFR 2005 and Central Vigilance Commission (CVC) guidelines for procurement of Capital equipment/Turnkey projects on Supply, Installation, Testing and Commissioning (SITC) basis etc.

Tenders are invited through e-procurement mode, as per the mandate of Ministry of Finance, and according to the Standard Bidding Document prescribed by the Prasar Bharati. Ministry/Prasar Bharati have no plans to follow the policy (ies) of private broadcasters in so far as procurement of equipment/finalization of tenders is concerned.

  • DD’s programme acquisition spends over Rs 108 crore for 2015-16

DD’s programme acquisition spends over Rs 108 crore for 2015-16

NEW DELHI: Doordarshan, which is now working on a plan to auction prim time slots, spent over Rs 108.5 crore in acquiring programmes in 2015-16. The pubcaster had spent just over Rs 71 crore in 2014-15 and a little above Rs 96.52 crore in 2013-14.

Prasar Bharati sources told indiantelevision.com that its board had advised DD to proceed with an alternative policy by opening-up prime slots for sale in its 127th meeting on 17 June 2015.

Doordarshan sources said it was anticipating higher side of revenues from sale of slots. Accordingly, DD proposed a slot sale policy, so that genuine external and creative professionals could mount their programmes on DD Channels through slot purchase. In this scheme DD would stop financing production through “Pay Out” modes and instead have revenue assurance in the form of a slot fee.

The policy envisages that producers are made stake holders in the scheme. They would invest in the content and recover the same from the market through sale of associated commercial time. In such a situation, market forces would ensure that high quality standards were maintained for the content mounted.

Sale of slots could provide a platform to DD to partner with the best content developers for improved viewership and financial health.
