    DD Arunprabha invites proposals in seven categories

    NEW DELHI: Programme proposals in seven different categories have been invited by Doordarshan for its new DD Arunprabha channel being launched for North East states.

    The proposals from reputed producers/production houses are under Fixed Budget Mode of Commissioned Programmes Category and the episodic price ranges between Rs 800,000 to Rs One Million.

    DD-Arunprabha will be a 24×7 satellite channel originating from DDK, Itanagar. Programmes on DD-Arunprabha would show richness, variety and diversity of local culture. The channel would seamlessly integrate NER with the entire country. The channel’s USP will be to attract young people of NER with contemporary entertainment shows embedded with informative content.

     The invitation is part of efforts of Prasar Bharati’s special efforts in North East Region (NER) to promote and nurture talent, provide a platform to deserving

    producers/artistes from NER as well as from outside to encourage production of better programmes for DD viewers.

    Proposals have to be received by 17 January 2017 and no proposals sent after that date would be accepted. Preference will be given to Programmes based on themes and subjects relevant to NER.

    Proposals have to be in the application format specified on ddindia.gov.in with a non-refundable processing fee of Rs 25000 for each proposal in the form of a Crossed Bank Draft in favour of ‘PBBCI, Director General, Doordarshan, New Delhi’ (payable at New Delhi).

    A fresh show reel of the programmes for 3 to 5 minutes duration on

    DVD/CD/pen drive on given genre or theme will also be submitted along with the proposal, except in the case of Reality Shows. But episodic break-up and details of set backdrop/Anchor/Judges profiles and criteria of selection are required with the proposal.

    NEW DELHI: Doordarshan News and 30 regional news units (RNU) have been allocated an additional Rs 100.8 million for the current year, taking the total allocation to about Rs 474 million for expenses that include payment to stringers and to the news agencies — United News of India and Press Trust of India.

    Of this, Prasar Bharati has sanctioned a sum of Rs 620,000 for the news agencies which includes an additional Rs 260,000 approved earlier this week.

    Thus, the budget for DD News has gone up to Rs 240 million with the additional Rs 54 million.

    The RNUs getting additional budget from the north-eastern states are — Agartala, Aizwal, Guwahati, Itanagar, Imphal, Kohima and Shillong. Jammu, Leh and Srinagar in Jammu and Kashmir will also benefit.

    NEW DELHI: Doordarshan News and 30 regional news units (RNU) have been allocated an additional Rs 100.8 million for the current year, taking the total allocation to about Rs 474 million for expenses that include payment to stringers and to the news agencies — United News of India and Press Trust of India.

    DD Sports invites fresh content under two categories

    NEW DELHI: Doordarshan has invited proposals for sports programmes in live/ deferred live/ recorded formats from reputed production houses/ sports management agencies with appropriate rights under Acquisition and Sponsored categories.

    The applicants in both categories would be required to pay a non-refundable processing fee of Rs 10,000 for each proposal separately. The fee would be payable through bank draft in favour of PBBCI, Director General, Doordarshan, New Delhi, payable at New Delhi.

    The last date for submitting the proposal is 15 days from the date of announcement. The envelope containing proposal should super-scribe “Proposal under Acquisition /Sponsored Category for DD Sports” as apropriate.

    The Live signal should reach DD control room. Taped programmes should be delivered within 15 days from the conclusion of the event/ twenty days from the date of approval from Doordarshan in case of solicited software. The Right should include all channels of Doordarshan (Terrestrial and Satellite) rights for Radio, Internet and new Media Rights which may be available at the time of supply. Event date has to be mentioned with all taped programmes.

    Telecast rights should be for three years minimum/ perpetual, as the case may be. DD reserves the rights to monetize on the telecast of software supplied. Taped programme, if technically not ok for telecast, same has to be replaced immediately by the supplier / agency. All programmes (Live/ Taped) should be free from all commercials.

    In the Acquisition category, the sports content may include:

    a) Live and deferred live sporting events of international standards with the matches played overseas or in India. This includes contemporary league matches of popular sports like football, super series matches of badminton, ATP Challengers in lawn tennis and renowned boxing bouts amongst others.

    b) Documentaries based on the leading sports personalities which are contemporary in nature but timeless in value. This includes all leading sports personalities who are either hugely popular in India or Indian or both.

    c) Documentaries and capsules which makes the perspective sportsperson and sports lovers aware about the modern sporting techniques, sports specific fitness drills, sports specific injury management, sports nutrition and sports specific academies and universities.

    d) Documentaries and shows encapsulating the modern trends, life styles and on and off the field persona of popular sportsperson. The persona part should include facets which should inspire the future generation.

    e) Documentaries and shows encapsulating the history and legacy of the marquee tournaments and games and stories having high knowledge quotient delivered in powerful and elegant manner.

    NEW DELHI: The Government today admitted in the Parliament that Departmental Promotion Committees (DPCs) in Prasar Bharati could not be constituted in time due to non-acceptance of proposals for promotion in respect of employees by the Union Public Service Commission on account of amendment to Prasar Bharati (Broadcasting Corporation of India) Act.

    Noting that DPCs were not constituted in some cases due to litigation, the minister of state for information and broadcasting Rajyavardhan Rathore said the matter had now been resolved and Prasar Bharati was conducting the work of constituting the DPCs.

    In reply to a question, Rathore said that Prasar Bharati had informed that Reservation Rosters are being maintained in respect of all cadres in All-India Radio and Doordarshan in accordance with the guidelines of the Department of Personnel and Training issued from time to time.

    Filling up the vacant posts was an ongoing process, he added. Vacancies including backlog vacancies, if any are filled from the eligible persons as per the guidelines issued in this regard.

    NEW DELHI: Balaji Telefilms bid successfully for four slots, and Saai Baba Telefilms bagged two slots on Doordarshan’s prime time slot auctions, although financial statistics were not revealed. Bag Films and Media of Delhi, which had also been shortlisted, failed to pocket any slot.

    However, Doordarshan sources said that, as the RFP (request for proposal) document had made it clear that no party could bid for more than three slots in a week, Balaji may lose one slot after full examination of the bids received.

    No bid was received for three slots: 10 pm to 10.30 pm and 10.30 to 11 pm from Monday to Thursday, and for 7pm to 8pm slot on Sunday. Thus, the successful bids by Balaji are for 8 pm to 8.30 pm and 8.30 – 9pm from Monday to Friday, and 9 pm to 9.30 pm and 9.30 pm pm to 10.00 pm from Monday to Thursday.

    Saai won the bids for 7.30 pm to 8 pm from Monday to Friday, and 8 pm to 9 pm on Saturday and Sunday.

    Thus, Doordarshan has managed to get successful bidders in its third attempt since it announced its decision to auction the prime time slots early this year. Each time, DD had to make some concessions over its initial RFP.

    After a Prasar Bharati Board meeting in October, Doordarshan had announced a series of concessions once the programmers come on board, including lowering the base price for a 30-minute slot to Rs. 1,50,000.

    DD sources told indiantelevision.com that the only eligibility criterion that has been relaxed is that the basic price for auction has come down to Rs 1,50,000 (Rs 1.5 lakh) for a 30-minute slot. It was Rs 250.000 when the auction was announced in June this year, and was decreased to Rs 200,000 when the new date was set in early September 2016.

    However, most of the other eligibility norms remain the same as earlier in the New Content Acquisition Scheme that has been approved by Prasar Bharati Board.

    Producers/production houses that have produced at least 200 hours of general entertainment programming, including feature film productions in any Indian language in the last three years, and have a turnover of minimum Rs. 30 million per annum in the field of TV and film production in the last three financial years are eligible to apply.

    Applicants for weekend slots in the genres of reality, game and quiz are required to have produced 100 hours of such content in the last three years. However, DD sources told indiantelevision.com that certain changes had been made for successful bidders to promote their programmes.

    Successful bidders will now also be allowed to approach and obtain advertisements from public service undertaking for their programmes on Doordarshan, which was not permitted earlier. Doordarshan has also laid down a compulsory number of promotional commercials, which will be free, on various channels of Doordarshan network.  

    In addition, successful bidders will be allowed to ‘bank’ their free commercial time. That is, in case a successful bidder has not exhausted the number of promotional commercials (totalling 240 seconds) permitted before the telecast of a particular programme, the balance can be used as and when the programme picks up in popularity.

    The exit option has also been relaxed: in case a producer decides to opt out of the scheme, he will need to give only 45 days notice instead of three months. The lock-in period for this has also been reduced from one year to six months.
