    MUMBAI: The ministry of information and broadcasting has reportedly asked Doordarshan to suspend until further notice e-auctioning of slots, which were picked up by private broadcasters on its free-to-air direct-to-home (DTH) platform FreeDish.

    FreeDish, at present, carries 80 TV channels, including Sony Pal, Star Utsav, Zee Anmol, Rishtey and news channels like AajTak, Zee News, ABP News, News 24 etc. FreeDish has two vacant slots but the number could go up to 10 by October-end if no decision is taken by MIB, the Tribune reported.

    The slots are getting vacant and private broadcasters have been unable to renew those. Prasar Bharati has reportedly been refusing renewal since August.

    The e-auction had taken place in July, in which FreeDish had earned Rs 851 million as 11 private broadcasters bagged. Another auction planned for August was cancelled by the broadcaster, citing “administrative reasons” as per the notice dated 18 August, 2017. Doordarshan, for the year 2016-17, earned more than 30 per cent of its revenue from FreeDish at Rs 2641 million — its highest-ever, Mint reported.

    Private broadcasters, reports said, paying an average of around Rs 60-80 million per annum to FreeDish were getting advertising revenue in the range of Rs 5–7 billion per channel owing to the high reach obtained via DD-Direct while Doordarshan was losing millions.

    FreeDish, it is estimated, increased its reach to around 25 million households which is faster than the average growth of the DTH industry in the last few years.

    The top rated 15 channels on FreeDish had ratings which ranged from 50-80 and almost all of them were private TV channels. DD channels got ratings of zero to three, meaning those were going unwatched.

    MUMBAI: Prasar Bharati chairman A Surya Prakash has launched an online application system for music auditions across all genres for the All India Radio (AIR).

    The aspirants who wanted to apply and get themselves graded would now have a better experience in terms of accessibility and availability, the release added. The AIR conducts auditions in different genres of music, including classical, light, folk, tribal and western, and award suitable grades to them.

    Meanwhile, the information and broadcasting ministry has reportedly suspended auction of slots on FreeDish, and would review the channel slot auction process of the air DTH platform. The ministry has asked the pubcaster to suspend e-auctioning of slots on FreeDish until further notice, sources told Mint.

    Doordarshan holds e-auction once in a couple of months to award channel slots on FreeDish to private broadcasters. The platform carries 80 channels, including private channels such as Sony Pal, Star Utsav, Zee Anmol, Rishtey and news channels — ABP News, Aaj Tak, and News 24.

    NEW DELHI: Processes at this channel may be slow, but expected to be steady — and may pick up pace.

    Doordarshan has invited proposals for channel packaging for DD Kisan, almost 30 months after the launch of the channel on 26 May, 2015.

    The issues of India’s agriculture sector and related jobs, on which around 62 per cent of the world’s second-most populous country relies, often take a backseat on television shows and discussions. DD Kisan, which has tie-ups with the India Meteorological Department (IMD) and the Indian Council of Agricultural Research (ICAR), seeks to address these problems.

    Proposals for packaging of the channel, available on all cable and DTH platforms, will be selected by an e-tendering process. There will be a pre-bid meeting on 9 October 2017. Interested parties have been asked to apply by 23 October 2017 with their bids. Technical bids will be opened the next day.

    Online registration shall be done on e-tendering website www.tenderwizard.com/PB and, in general, activation of registration may take 24 hours or more subject to the submission of all relevant documents required in the process.

    The packaging work for the channel, which was allocated a sum of Rs 800 million for the current fiscal year, as mentioned in this RFP Document should start within four weeks from the date of signing of contract.

    Tender format and tender document are available on http://www.tenderwizard.com/PB, e-tender link in Doordarshan website, http://www.ddindia.gov.in/, and e-procurement portal (CPP) www.eprocure.gov.in.

    The agencies are therefore expected to bid accordingly keeping in mind the manpower and equipment requirement of this channel given in subsequent paragraphs. The successful agency is expected to cover the following:

    1 Channel branding – Create brand template for DD Kisan Channel incorporating all necessary elements of packaging and channel identity including logo, colour, graphics, fonts channel
    montage etc.

    2 To create and provide support to Doordarshan in designing and executing graphics for various programmes.

    3 Conceive, create and deliver on-air channel montage, templates, promos, stings, bumpers, promo jackets, menu plates, channel branding guide book, coming up next and you are watching, etc. for all scheduled programmes.

    4 Conceptualising, scripting, voicing and also providing creative inputs for promotional capsules for cross-channel publicity.

    5 Encapsulate and re-package all telecast material on formats being used as may be required by DD Kisan Channel.

    6 Create graphic transition.

    7 Create exclusive programme promos for cross channel promotions in audio and video medium for radio and TV channels.

    8 Design and create graphics in Hindi and in any other language used.

    9 Coordinate with DD producers and programming team in order to ensure smooth integration of graphics and look and feel element into the programme.

    The earnest money deposit (EMD) of Rs 3,76,000 is to be submitted by all the participating bidders in the form of irrevocable Bank Guarantee (BG) from a nationalised/scheduled bank is to be submitted by all the participating bidders in the form of irrevocable Bank Guarantee (BG).

    The proposal shall be accompanied by a non-refundable processing fee of an amount of Rs. 25,000.

    Doordarshan Kisan Channel is a national infotainment channel in the Prasar Bharati bouquet. The content of the channel includes core agricultural related issues, animal husbandry, allied agricultural activities, social issues, rural development, chemical and fertilisers, water, sanitation, health, food processing, environment, renewal energy, woman and child care , etc. The channel content also includes entertainment programmes including reality shows, health shows, folk arts, etc.

    Bidders must keep in mind the importance and the kind of the job required for such a niche channel and submit bids accordingly.

    NEW DELHI: Broadcast Audience Research Council (BARC) India CEO Partho Dasgupta sounded a positive note at Indiantelevision.com’s 13th Indian Digital Operators Summit (IDOS 2017) in New Delhi’s The Lalit on 28 September 2017. Dasgupta stated that the video distribution ecosystem will have place for all types of DPOs – DTH, cable TV, OTT, terrestrial, free to air and even FTTH.

    “India’s cable TV operators have been pretty resilient over the years,” said he. “There is a lot potential for them to distribute video in India. TV has till now reached around 64 per cent of the Indian households. Thirty-six per cent is still left. A 100 million households are still not connected with TV. Even if 50 million more were to get connected, that’s a lot of potential for everyone. Multiple players and multiple digital formats will exist,” he said.

    He explained that India is one of the few countries where around 40 (television) channels are being added (as per MIB permissions) every year. “The launches are happening because there is potential in the market,” he said.

    He pointed out that TV viewership is seeing growth like never before. “It spurted by 25 per cent to 27.0 billion impressions in 2017, from 22.4 billion impressions in 2016,” he stated. “Even the daily average time spent (ATS) has grown by 16 per cent from three hours seven minutes in week 41 2015 to three hours thirty-seven minutes in week 36, 2017.”

    Dasgupta exclaimed that Doordarshan’s FreeDish is emerging as a potent force. “Free TV with 80 channels is being watched in rural areas. For them, the fact that some of the programmes are repeats does not matter because viewers are watching them for the first time.”

    He highlighted that there is a lot of excitement around flat TVs, HD TV, 4K TV, but the reality in the Indian marketplace is that 86 per cent of TVs are CRT (cathode ray tube) sets. “There is movement upwards expected in this area too,” he added.

    Dasgupta was of the view that the new millenials are watching some TV but they are also consuming video on their handheld devices. “However, OTT has some way to go because of bandwidth issues in India,” he pointed out. “Though the situation could change soon with dropping bandwidth prices and quality. And, we are getting ready with our measurement of multiscreen viewing which will include handheld devices.”

    He stated that future of television looks healthy, as almost every genre is showing growth in terms of viewership. “GEC has expanded 12 per cent since the beginning of the year,” he elaborated. “News and movies have also grown. Hindi movies grew by 60 per cent in 2017 over week 41 of 2015; Hindi news by a whopping 93 per cent in 2017 over week 41 of 2015.”

    For TV industry professionals, that should surely come as good news.

    NEW DELHI: With the central government laying emphasis on its external relations, particularly with neighbouring countries, the Standing Advisory Committee of All-India Radio has decided to work in tandem with the external affairs ministry with regard to reaching out to other countries through its broadcast services.

    The Committee, which met recently after 34 years (the last meeting was in 1983) and for the first time after Prasar Bharati came into being in 1997, took various decisions which will enable greater interaction between the external affairs ministry and the pubcaster.

    AIR external services director Amlanjyoti Mazumdar told Indiantelevision.com that the meeting, held at the initiative of AIR, was chaired by the ministry of information and broadcasting additional secretary Jayashree Mukherjee though the committee is headed by the MIB secretary.

    The committee was “revived and reconstituted” as part of the revamping process of the External Services Division (ESD) of the public broadcaster.

    The committee represents various stakeholders of public diplomacy like ministries of external affairs and home affairs as well as the Indian Council for Cultural Relations (ICCR).

    Mazumdar said that under Section 12(4) of the Prasar Bharati Act 1990, the ESD has to be funded by the external affairs ministry. However, ESD has, so far, been funded through internal resources of the pubcaster. This matter was also taken up at the meeting, where it was clearly stated that channels like Voice of America or Germany’s Deutsche Welle or the external services of Canada were funded by the foreign affairs departments of those countries.

    Mazumdar said the issue was never raised when the government was funding All-India Radio and Doordarshan, but had become important after Prasar Bharati came into being as an autonomous organisation.

    One of the issues discussed in the meeting was how to counter the increasing penetration of foreign radio broadcast in the country, particularly in the north eastern states, sources said.

    It was pointed out that, at a time when the government is keen to reach out to the neighbouring countries, AIR did not have a service for Bhutan.

    A strategy for broadcasting outside India like in Myanmar and Tibetan Autonomous Region was also discussed during the meeting, they said.

    The role of Indian missions abroad to enrich the programme with country-specific inputs was also discussed in the meeting, the sources added.

    NEW DELHI: The three agencies which had been shortlisted by Doordarshan to undertake the channel packaging work for its channel DD Kashir can now submit their bid amounts by 29 September 2017.

    DD Kashir, a 24×7 Doordarshan satellite channel, was launched in 2003. It is planning to bring fresh content to showcase richness, variety and diversity of the local culture. The channel’s USP is to attract young people of Jammu & Kashmir.

    The three shortlisted agencies are — Prime Focus Technologies Pvt Ltd, Beehive Systems Pvt Ltd, and Grasshopper Media Pvt Ltd.

    However, the Scrutiny Committee which went through the tender documents of these three agencies had pointed out some flaws in the documents, and asked them to rectify these by 22 August 2017.

    DD Kashir had issued a similar tender for April but has made some changes following feedback and changes made by DD directorate-general, particularly relating to the payment mode and sought fresh tenders in June with 29 June as the last date.

    In June this year, Doordarshan had invited proposals for telecast of programmes under the commissioning category in eleven different categories for DD Kashir.

    According to an announcement on the Doordarshan website at that time, Prasar Bharati is making special efforts in Jammu and Kashmir to promote and nurture talent, provide a platform to deserving producers/artists from Jammu & Kashmir as well as from outside to encourage production of better programmes for Doordarshan viewers.

    NEW DELHI: Nine Doordarshan ‘kendras’ (centres) including four in the northeast failed to utilise budgetary allocation for Kisan channel programmes in the first quarter of 2017-18. On the other hand, the Central Production Centre in Delhi exceeded using its allocated budget.

    However, Doordarshan has urged Prasar Bharati to release a sum of Rs 159.083 million as grant-in-aid for the Kisan channel under Plan Scheme for the second quarter of the financial year 2017-18.

    Of this, Rs 134.875 million is for the Central Production Centre from where the channel is beamed, while Rs 21.583 million is for 12 Doordarshan kendras in the northeast.

    The remainder (Rs 2.625 million) is for the seven stations at Ahmedabad, Bhopal, Jalandhar, Lucknow, Mumbai, Vijayawada, and Jammu.

    In the first quarter, CPC was allocated a sum of Rs 108.744 million but it spent Rs 115.293 million till August 2017.

    The northeastern kendras were allocated Rs 12.331 million in the first quarter while only Rs 2.651 million was used, with four kendras not spending any money at all.

    Other stations were allocated Rs 2.625 million of which only Rs 69,000 was spent, wherein only two stations – Bhopal and Lucknow – incurring expenses.

    NEW DELHI: Prasar Bharati CEO Shashi Shekhar Vempati has directed all private direct-to-home and cable operators not to telecast the sporting events’ live feed from Doordarshan that have originally been shared by rights-holding private broadcasters.

    This was conveyed through a tweet by Vempati. Interestingly, some tweets in response vowed to switch over from private DTH to FreeDish.

    This follows orders of the Supreme Court on 22 August 2017 which stated that shared feed of sporting events can only be carried on the terrestrial network of Doordarshan or DD FreeDish, and not retransmitted.

    In the judgment, a division bench headed by Justice Ranjan Gogoi had said though the Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Act 2007 allows the feed of a sporting event of national importance to be shared mandatorily with Prasar Bharati, the public broadcaster cannot utilise it on a notified channel which has to be compulsorily carried by private distribution platforms.

    While the judgment enables Prasar Bharati to expropriate the feed, the private sports channels will not be competing against Prasar Bharati on a commercial basis for the same content.

    The judgment came on an appeal by the pubcaster against an order obtained by Star India Pvt. Ltd. from a two-judge bench of the Delhi High Court comprising Justice B D Ahmed and Vibhu Bakhru.

    The judgment would help private broadcasters like Star India from possible losses in subscription and advertising revenues due to sharing of signals with Prasar Bharati which were eventually carried by private DTH and cable operators.

    Indian pubcaster Doordarshan, which claims to be one of the largest television network in the world in terms of reach, appears all set to take on a new look — is searching for a new logo, has auctioned prime time slots on DD National channel, is moving forward on acquiring newer technology, among other things.

    But even as the pubcaster marks its 59th birthday on 15 September 2017, will all such moves get it out of the morass it has got itself into, and clear the dust and rust that has settled on umpteen reports making suggestions for improvement, including the Sam Pitroda report that was presented early in 2014?

    Why does Doordarshan not function the way BBC World does, putting out the best of programmes without having to worry about the costs involved in production and minimum of influence from its political masters?

    Perhaps, the answers to all these vexing questions lie in the unexplained relationship between the government and Prasar Bharati, which is the parent of DD and sibling All India Radio. Often, the query is raised whether Doordarshan was better off as a direct wing under Ministry of Information and Broadcasting (MIB) till the 1990s, or has it benefitted by becoming ‘autonomous’ after Prasar Bharati Act was enacted in 1997.

    A perusal of questions answered in Parliament is very revealing. The replies in most cases begin with the lines that Prasar Bharati is an autonomous body and the government does not interfere, and yet MIB issues directives when it wants to.

    Clearly, the answers will come when the details of this relationship become clear. Because, the biggest stumbling block to the pubcaster moving ahead in a fast changing world of broadcasting, according to a section of critics, is the government of the day, which does not leave it free to move on its own and instead believes in the general principle of he who pays the piper plays the tune. For the records, a major portion of funding of Prasar Bharati comes from the government.
    Doordarshan was born on 15 September 1959 to beam for half an hour, three days a week with educational programmes. However, as its programming timing grew, so did the control by the government, which found in DD a perfect tool for propaganda.

    Immediately after the national Emergency in 1977 when DD was used by the then Prime Minister Indira Gandhi, the national party that took over reins in the late seventies decided to work on autonomy for the public broadcaster. The then Minister for Information and Broadcasting L K Advani set up the B G Verghese Committee that recommended the formation of an Akash Bharati Trust.

    Interestingly, DD saw its best days in the eighties when it was a department of the government with a series of programming that literally had the whole nation mesmerized. These path-breaking shows included ‘Hum Log’, ‘Buniyaad’, ‘Ramayana’, ‘Mahabharat’, `Tamas’ and ‘Nukkad’.

    However, it was only in 1990 that Prasar Bharati Act was passed but it was much later in September 1997 that it was notified and Prasar Bharati became functional as an ‘autonomous’ corporation — though still dependent on the government.  

    BBC World is today held as one of the best examples of an autonomous public service broadcasters although it is also dependent to an extent on the British government for funding. But its main source of income comes from a license fee that each consumer household has to pay.

    But the case of DD is different: despite being dependent on the government, it is running low on financial resources with each successive government insisting that Prasar Bharati should start generating its own resources.

    In India, there have been several committees even after the B G Verghese Committee, which have gone into various aspects, but to little effect, and now the recommendations of the Sam Pitroda Committee — the lone committee after the pubcaster was operationalized — are being worked on.

    But unfortunately, this report came out with nothing new that was not already being done by the broadcaster or had not been said by many a Parliamentary Standing Committee in reports year after year.

    At a time when the country has around 900 licensed television channels, all in the private sector, Doordarshan cannot remain complacent by telling itself it is the most seen and heard broadcaster in the country.

    Perhaps these lines by a Canadian author, who penned the fantasy series ‘Morningstar’, aptly sum up the confused state of Prasar Bharati that is completing two decades this month: “If you think you know what your purpose is, but can never seem to gain satisfaction from it, then it’s probably not the purpose you’re destined for.”

    Doordarshan opens its doors to ad agencies for interim accreditation

    NEW DELHI: Interim accreditation will be granted to eligible and registered advertising agencies by Doordarshan.

    However the accreditation for agencies is for three months under the “New (Revised) Registration and Accreditation Policy for Advertising agencies with Doordarshan dated 27 June 2017.”

    Agencies may apply for accreditation with the DD Commercial Services in New Delhi under the rules and terms laid down in the policy. The policy can be seen on the Doordarshan website.

    The website also gives the format of application and the requirements of Doordarshan.
