    DD Vijayawada Kendra gets Rs 1.06 cr for modernisation: I&B minister

    MUMBAI: The ministry of information and broadcasting has approved Rs 1.06 crore for the modernisation of Doordarshan Kendra at Vijayawada in Andhra Pradesh.

    I&B minister Prakash Javadekar said, “Modernisation of All India Radio (AIR) and Doordarshan (DD) is a continuous process and action for the same is taken from time to time, including projects for setting up of FM transmitters/stations at existing and new locations, replacement and modernisation of transmitters, digitisation of regional news units, adoption of modern high definition (HD) technology, digitisation of studios, digital content dissemination, expansion of DTH and high definition TV etc.”

    Responding to another question on the amount spent by the government during the last five years to promote government schemes on social media and applications in Rajya Sabha, Javedkar said that the Ministry of Information and Broadcasting along with its media units – Press Information Bureau, Doordarshan and All India Radio etc, promote the central government programmes and policies through various instruments, including social media platforms such as Twitter, Facebook, Instagram etc out of the overall funds allocated to such media units.

    “Further, the various ministries/departments of the central government also promote government programmes and policies on social media. The amount spent on such promotion by various ministries/departments is not centrally maintained,” he informed.

    Responding to request for details of leakages of private information of citizens on government hosted platforms, applications and websites, he said, “Ministry of Electronics and Information Technology has informed that the information required by users to log into government Schemes related apps vary from one application to another. For protection of data, Personal Data Protection Bill, 2019 has been introduced in Lok Sabha on December 11, 2019.”

    NEW DELHI: Noting that there were outstanding dues of approximately Rs 6.40 crore for 2013-14 and Rs 17.76 crore for the year 2014-15 in respect of various Doordarshan Kendras, a Parliamentary Committee has asked the Information and Broadcasting ministry and Prasar Bharati that the process of recovery of dues should be expedited.

    The Parliamentary Standing Committee for Information Technology which goes into issues relating to I and B also noted that the final figures of outstanding amount due for the year 2015-16 were still being worked out and, as such, there could be some outstanding dues for that year also.

    At the outset, the Committee said the issue of outstanding dues of the Doordarshan Kendras has been lingering for quite some time and there was a huge pendency of outstanding dues. However, the ministry said there was no outstanding amount in respect of All India Radio stations.

    Arbitrators had passed fifteen awards in favour of Prasar Bharati and approximately Rs 53.71 crore had been recovered by taking recourse to provisions of the Arbitration and Conciliation Act 1996 (including all amendments till 2015) by filing its claims against such defaulting advertising agencies for the recovery of outstanding dues.

    The Committee was told Prasar Bharati is making efforts to recover the outstanding dues by continuously pursuing the defaulters to make payment and request reminders are sent, and in case of delay, Doordarshan charges interest @ 14.5 % from the defaulting agencies. Bank Guarantees of the defaulting agencies are encashed as per terms and conditions of the agreement.

    New Delhi: A Parliamentary Committee has asked the Information and Broadcasting Ministry and Prasar Bharati to work out a uniform policy regarding empanelment/engagement of casuals, without compromising on the quality of performance of the Doordarshan Kendras and All India Radio Stations.

    The Parliamentary Standing Committee on Information Technology which goes into I and B issues noted that the issue of regularization of casual workers was a major problem, both in Doordarshan Kendras and AIR stations.

    Keeping in view the problems faced by casuals, Prasar Bharati has taken some decisions in recent years to address their grievances. For example, in case a casual has put in 120 days or more in a year, he/she would be given relaxation of age in the matter of direct recruitment to the posts against which they are being booked provided they fulfil the educational and other qualifications of the post as per the Recruitment Regulations. This provision has already been incorporated in the Recruitment Regulations for the posts for which recruitment has recently been undertaken through SSC.

    Apart from this, orders have been issued to the effect that all existing panels would be reviewed and no new empanelment of casuals would be done without approval of the DG concerned, with a view to stopping indiscriminate empanelment of casuals.

    The Committee appreciated that Prasar Bharati had taken cognizance of the problems faced by casual workers and some steps had been put in place for their benefit. The Committee feel that if implemented in the right earnest, these measures would address some of the grievances of casual workers to a great extent, given the legal scenario.

    The Ministry told the Committee that there was no uniform policy for empanelment or engagement of casuals. It was left to the discretion of Station/Kendra Heads who had been empanelling casuals based on requirements from time to time. The number of casuals increased with the expansion of DD and AIR by adding more Stations/Kendras, shifts, etc.

    However due to legal compulsions, such casuals are being engaged for a maximum of six days in a month to avoid any claim for regularization in the job. Since the maximum booking in a month for a casual is of six days and the programmes are to be telecast/broadcast daily, at least five casuals are being put on the panel for a particular job. There are approximately 20,000 casuals who are on the panels of AIR/ Doordarshan.

    As a one-time exercise, Doordarshan had formulated a policy in 1992 (modified in 1994) for regularization of casual artistes who had put in 120 days of work in a year. However, after obtaining the views of the Additional Solicitor General, the process was again started with the approval of Prasar Bharati Board.

    Under this process, 233 eligible casual artistes have been regularized. 202 eligible casual workers who were conferred Temporary Status Worker (TSW) status under the Department of Persnnel and Training Scheme of 1993 have also been regularized against vacancies.

    The Committee has been given to understand that regularization would not be legally possible in view of the judgment of the Supreme Court in the case of State of Karnataka vs. Uma Devi as these casuals are not employed but are only empanelled. Even otherwise, the number of casuals is so large that it is neither feasible nor practical to regularize them.

    NEW DELHI: A sum of Rs 10.16 crore including Rs 9.38 crore for commissioned and the balance Rs 78.05 lakh on in-house programmes was spent for Doordarshan’s Urdu channel during 2014-15, the Rajya Sabha was told on 4 August.

    Even as there is no sanctioned post of Urdu programme executive in Doordarshan Kendra Delhi, three consultants (retired programmers) and one external consultant conversant with Urdu have been taken in to help the production work of DD Urdu channel.

    Information and Broadcasting (I&B) Minister Arun Jaitley and Minister of State Rajyavardhan Rathore said in replies to different questions that there are other programme executives in DDK Delhi but Prasar Bharati had informed that no post of programme executive had been sanctioned for DD Urdu and DD News Urdu.

    Programme executives are also called on tour as and when required to meet additional requirements, Jaitley said.

    The work of DD News Urdu is being looked after by assistant director (news) who is fully conversant with Urdu language. Urdu programmes of DDK, Delhi, are produced by existing programme executives. The channel is run by the in-house staff of Doordarshan as well as contractual staff hired as required.

    Rathore said DD Urdu had been refurbished with new content through commissioning of programmes under different genres apart from increasing in-house productions.

    Ten news bulletins in Urdu are also being telecast daily on DD Urdu channel. Programmes of specific interest to the Urdu speaking audiences like minority issues, Government schemes for minorities, events in the neighbouring countries, etc. have also been launched to give a new look to DD Urdu channel.

    DD Urdu has an updated website as a part of Doordarshan. Promos about DD Urdu are also loaded on YouTube and Facebook, he added.

    NEW DELHI: Doordarshan is going full swing on its proposed revamp. And it’s not just the new programming lineup that the pubcaster is looking at.

     

    As reported earlier by indiantelevision.com , DD has been working hard at upgrading its backend services and in the process was looking at moving from its semi-integrated software that handles different departments manually, to Broadcast Air Time Scheduling System (BATS) software, which integrates all the departments online. The software has been provided by Media Nucleus.

     

    In the latest, Doordarshan has officially launched the BATS traffic and billing software which will now connect its Delhi and Mumbai offices. It can be noted that the pubcaster was looking at completing the integration in three phases. “This is the phase I of the process, in which we have integrated Delhi and Mumbai offices. Our aim is to complete the integration of all the 67 kendras by February 2015,” informed Doordarshan deputy director general CK Jain.

       
    The aim of the BATS software is to provide satisfactory services to the pubcaster’s clients and advertising agencies. Inaugurated by Prasar Bharati chairman Dr A Surya Prakash, the application will integrate all the departments of scheduling, sales and billing, which were earlier being handled manually causing delays and several disputes with agencies.

     
    The application will provide an integrated solution for all processes including sales, scheduling, billing and receipts. It is a menu driven enterprise, an ad scheduling and billing software which has been customised to the needs of Doordarshan. It has various modules associated with respective departments involved in ad-scheduling, logging and billing.

     
    The decision of upgrading the backend was taken since Doordarshan with its wide network of kendras and regional channels across the country was facing difficulty to monitor its outstanding revenue initially, as it was done manually.

     

    The chairman appreciating the initiative said, “Doordarshan should have taken this step 10 years ago but nonetheless this would bring much needed fairness and transparency into the system and will improve the overall efficiency and productivity of the organisation. Doordarshan is a media unit and has to function like a professional media unit as its activities are closely watched by all.”  

     
    Once implemented, BATS will bring much needed efficiency into commercial operations. This centrally-monitored software has all the relevant commercial details available on a single webpage for the management to check at one go. It ensures that all the information is relayed in real time across locations and networks.

The awards will be conferred by the Governor of Maharashtra in a function held at Doordarshan Mumbai on 4th May 2014.

    MUMBAI: Doordarshan – a public broadcaster started its service in the year 1959 primarily to cater the farmers and the whole agriculture sector in the country. Since its inception, Doordarshan has been fulfilling its mandate religiously.  Doordarshan has recognized as its duty to keep the farmers abreast of the changes in the agriculture field, inform them latest technologies and advancements being imbibed in the sector, guiding farmers and disseminating information and innovations to yield more crops, development of allied sectors like fisheries, animal husbandry & dairy development, poultry & Sericulture etc.

     

    Right from 1959 and till the year 2008, no individual or organization ever thought of honoring these entrepreneurs through a TV Channel. Needless to say that agriculture is a prime sector in India responsible for country’s economic growth.

     

    However, DD Sahyadri understood this lacuna and started honoring the farmers’ fraternity in various categories since 2008. This year, DD Sahyadri will organise the 7th Doordarshan Sahyadri Krishi Awards function on Friday 7th February 2014 at 3.30 pm  in the studio of Doordarshan Kendra, Worli, Mumbai under the auspices of Shri Mukesh Sharma, Additional Director General (West Zone), Doordarshan Kendra, Mumbai. The function will be attended by luminaries belonging to various fields of the society e.g. films, art & culture, education, scientists and farmers of Maharashtra.
