    Fake copyright registration website to be blocked

    NEW DELHI: Denying that the website copyright.in was an official website, the Government today said action was being initiated to block the website and initiate legal proceedings against the owners.

    The Department of Industrial Policy & Promotion (DIPP) of the Commerce & Industry Ministry said that the authorised and authentic website is www.copyright.gov.in, and only this website should be used for any copyright registration and other related issues on copyright.

    The matter has already been referred to the concerned ministries to block the fake website and the false impression it is creating by claiming to be the official website of the copyright registration office in India. The website was inviting applications for protection of the various works – literary, artistic, dramatic, musical, sound recording and cinematographic films along with its evidence. This claim is totally fraudulent and creating confusion among public, DIPP said.

    The DIPP and Copyright Office have no relation with this website. Hence, all concerned are advised that they should not make any payment or submit application forms on-line or otherwise take any service relating to copyright registration or any other activity relating to copyright through this website. The DIPP or Copyright Office will not be responsible for any damages or loss in this regard.

    NEW DELHI: “All kinds of broadcasting including internet broadcasting” will also form part of broadcasting organizations desirous of communicating to the public for purposes of copyright, according to the Government.

    Amplifying the definition of broadcasting in section 31D of the Copyright Act 1957, Department of Industrial Policy and Promotion Deputy Secretary Surabhi Sharma has said in a directive to the Registrar of Copyrights that broadcasting should not be restrictively read as meaning just radio and television.

    The Section refers to any performance or work available for being seen or heard or otherwise enjoyed by the public “other than by making physical copies of it.”

    This is one of the several measures taken by the DIPP since administration of the Copyright Act and Intellectual Property Rights were shifted to it in March this year. Until then, it had been part of the Human Resource Development Ministry and the film, music and television industries have always grudged this as they feel it should be with the Information and Broadcasting Ministry.

    A single window interface was unveiled by the Government for information on IPR and guidance on leveraging it for competitive advantage. The Indian IP Panorama portal seeks to increase awareness and build sensitivity towards IP, among stakeholders in the SME sector, academia and researchers. The Indian IP Panorama can be accessed at http://ict-ipr.in/index.php/ip-panorama

    It is a customized version of IP Panorama Multimedia toolkit developed by World Intellectual Property Organization, Korean Intellectual Property Office and Korea Invention Promotion Association.

    The toolkit has been adapted to cater to SMEs and start-ups, especially in the ICTE sector of India based on an agreement signed between WIPO and Department of Electronic and Information Technology. The Indian IP Panorama is thus a customized version of WIPO’s original product and is in accordance with Indian IP laws, standards, challenges and needs of the Indian ICTE sector.

    The Indian IP Panorama has been developed under the aegis of Department of Electronics and Information Technology (DeitY) and Department of Industrial Policy and Promotion (DIPP), Government of India by Centre for Development of Advanced Computing (C-DAC), in close coordination with the Indian IP office.

    India is a member of WIPO and party to several treaties administered by WIPO. Recognizing that the strategic use of intellectual property could contribute significantly to the national development objectives of India, DIPP entered into an MoU with WIPO on 13 November 2009.

    The Indian IP office has been recognised as an International Searching Authority and International Preliminary Examining Authority under the Patent Cooperation Treaty (as in force from 15 October 2013).

    India acceded to Madrid Protocol for the International Registration of Marks at WIPO on July 8, 2013. The Madrid System for the International Registration of Marks (Madrid system) offers trademark owners a cost effective, user friendly and streamlined means of protecting and managing their trademark portfolio internationally.

    DIPP wants to launch startup TVshow & channel

    MUMBAI: Well, well, what will happen next under Indian prime minister Narendra Modi. The Indian leader has been at the forefront of declaring that innovation and business enterprise from young Indians is what India needs to drive it to the super power status that it deserves. Hence, the initiative Start UP India, Stand UP.

    Now the department of industrial policy and promotion (DIPP) is gearing to give this entrepreneurship drive a further impetus.

    The government body which comes under the ministry of commerce & industry has written to the information & broadcasting ministry (MIB) that it would like to launch a channel meant for entrepreneurs and start ups, along the lines of the Kisan channel which the government introduced for farmers and villagers.

    It is working on creating a TV programme along the lines of Shark Tank, the American on-television start-up funding television format. The show will be aired on national broadcaster DD and an outside agency is to be given the task of selecting the entrepreneurial ideas from daring entrepreneurs. It will also be assigned the task to assemble a panel of venture capitalists to grill the wannabe entrepreneurs and provide them with funding on live TV.

    The finalists of the show will be showcased at the StatUp Fest next month in Hyderabad.

    NEW DELHI: Department of Industrial Policy & Promotion Secretary Ramesh Abhishek today stressed the importance of innovation in a knowledge driven economy and the need to promote Intellectual Property Rights..

    He asked Industry Associations to take forward the campaign for IPR Awareness in keeping with the first objective of the National IPR Policy: IPR Awareness, Outreach and Promotion.

    The Secretary was speaking while flagging off the awareness campaign to build on the initial momentum created by the pilot roadshows conducted by Cell for IPR Promotion and Management (CIPAM) which received heartening response from all stakeholders.

    CIPAM, a professional body under DIPP, has already conducted a pilot round of awareness roadshows across 18 states of the country over June-July 2016 in partnership with industry associations.

    Joint Secretary Rajiv Aggarwal highlighted his vision for the IPR awareness campaign.

    CIPAM gave a presentation on the National IPR Policy and the future Roadmap for the implementation of the IPR Policy.

    The industry associations have extended their full support to the campaign and gave various ideas on how to take the awareness campaign forward for all IPRs. Discussions were held on the mode of dissemination of information and promotional content at various levels – schools, college and industry.

    A nation-wide awareness campaign on IPR will be launched by the Department which will be taken forward by CIPAM in collaboration with Office of the Controller General of Patents, Designs and Trademarks (CGPDTM) and Industry Associations.

    NEW DELHI: After a recent slew of relaxations relating to foreign investment norms, the PM Narendra Modi-led government is said to be considering a proposal to liberalise investment levels in print media.

    Quoting unnamed Finance Ministry officials, Bloomberg reported that the ministry is of the view that foreign investment norms in India’s print media could be raised from the present 26 per cent to 49 per cent, bringing it at par with norms for TV news segment.

    The Department of Industrial Policy and Promotion (DIPP) under the Commerce Ministry will take a final call on the matter, the Bloomberg report quoted the government officials as saying.

    Though, foreign investment in India’s print media sector is limited, but from time to time global giants like News Corp, having widespread interest in media, have evinced interest in investing here but stopped short because of restrictive policies and an inherent opposition from big Indian media groups.

    In June 2016, the government had liberalised foreign investment norms in many sectors including airlines, retail, defence and TV broadcast carriage services like DTH, HITS, teleports, etc.

    Recently, a delegation of  US-India Business Council (USIBC), which included some broadcast companies, had petitioned the Commerce Ministry to relax foreign investment levels in electronic news media that stands at 49 per cent at present, but just shy of giving majority controlling stake to any foreign entity.

    Interestingly, in January 2015, the then Minister of Information and Broadcasting (MIB) and present Finance Minister Arun Jaitley had opined that restrictions on foreign investment limit in print media need to be debated afresh.

    Delivering the inaugural JS Verma memorial lecture, organised by News Broadcasters’ Association (NBA), Jaitley had said the practicality of FDI norms in print media should be examined anew in a spreading digital age when such limits are becoming irrelevant as news products are increasingly being made available on the Internet.

    FICCI Business Delegation to join FICCI-IIFA Global Business Forum 2016

    NEW DELHI: Coinciding with completion of 60 years of diplomatic relations between India and Spain, the tenth edition of Global Business Forum is being held later this week in Madrid by FICCI in partnership with International Indian Film Academy (IIFA) and Spain Chamber of Commerce(SCC).

    FICCI President Harshavardhan Neotia is leading a 30-member delegation to the mneet on 24 June 2016.

    Department of Industrial Policy and Promotion (DIPP) Additional Secretary & Financial Advisor Subhash Chandra Pandey would represent the Government for promoting regional linkages between India and Spain,.

    A large number of Spanish senior officials and industry leaders would also be present and share their perspective on further promoting trade and investment relations between the two countries.

    With a view to highlight the sectoral complementarity and business possibilities between the two countries, the forum shall have prominent industry and sectoral leaders to share their perspective during parallel sessions focusing on renewable energy, media and entertainment & promoting cooperation in film making, infrastructure with a special emphasis on urban transport and highways, tourism and smart cities.

    A Working Paper on “India-Spain: Synergising Economic complementarity” would also be released apart from FICCI signing a partnership agreement with SCC at the Forum.

    Before the commencement of the Global Business Forum, a tripartite agreement between FICCI, Spain Chamber of Commerce and CEOE would be signed to operationalize the Forum in presence of Mr Tulsi Tanti, Chairperson of the India Spain CEOs Forum & Chairman of Suzlon Energy Limited and Mr. Fernando Abril-Martorell, Chairman, Indra Sistemas and Spanish Co-Chair of CEOs Forum on 24 June 2016 morning. FICCI has been assigned by DIPP to extend secretariat support to the recently constituted India-Spain CEOs Forum.

    Potential areas of interest for Spanish companies in India are infrastructure (roads, airports, ports, railways), energy (renewable and non-renewable), technology in agriculture, food processing, water desalination/purification, city waste management and tourism there is a huge potential for cooperation from Spain to India. Similarly, for the Indian companies, there is a huge potential for cooperation in the areas of pharmaceuticals (generic medicines) and IT.
