    DD Free Dish looks at advertising for monetisation

    MUMBAI: The government’s own direct-to-home (DTH) platform DD Free Dish has had a good run since launch because of its wide acceptance, especially in the rural areas where the reach of cable is limited and pay TV is expensive. Now, the government is drawing up plans to make money from the platform.

    Last year, the government sanctioned a scheme to extend the number of channels to up to 250. In a reply in the Lok Sabha recently, Minister of State in the Ministry of Information and Broadcasting (MIB) Rajyavardhan Rathore said that this would enable Free Dish to generate revenue via advertisements. Quoting a private newspaper, the response mentions that private channels easily garner Rs 500-700 crore as revenue a year while a channel slot on Free Dish is as low as Rs 6-8 crore. He admitted that there were limitations to the revenue models that could be adapted into the free service if it wanted to ensure quality and reach.

    Another means of making money is via auction of channel slots on the DTH platform, which turned into a legal case when the auctions were arbitrarily called off mid last year by Smriti Irani, the information and broadcasting minister. Auctions have been kept in abeyance till a settlement is reached between Prasar Bharati and the networks that have reached out to the Telecom Disputes Settlement Appellate Tribunal. The tribunal has asked the government to conduct a comprehensive review on the auctioning policy for Free Dish before any stand is taken.

    At present, there are 72 free channels and 39 radio stations available on Free Dish.

    Updating the parliament on its growth, Rathore added that about 66,000 DTH set-top boxes have been given out in tribal, remote and border areas. According to estimates, Free Dish’s total subscriber base is 22 million.

    MUMBAI: Information and broadcasting (I&B) minister Smriti Irani is ready to take India abroad. The minister has said it is the right time for the state-owned broadcaster to launch a news channel focused on India for the international market, although she added that no decision has been taken yet.

    In an interview with the Hindustan Times, Irani added that Doordarshan’s (DD) quality of content had to improve significantly for it to compete with private news and general entertainment channels but added that Prasar Bharati (DD’s parent body) had the kind of infrastructure and reach that could not be matched by private broadcasters.

    According to Irani, the big priorities for the I&B ministry are to minimise the interference of the government, but because I&B is a sensitive area, there are many regulations that need to be reviewed. “I need to increase the efficiency of how we work, because this is the first time in the history of the I&B ministry that we have eight zones specially set up (as communication hubs for the government). Zone-wise, state-wise, our communication has to be strengthened. My third big focus is on communication in local and regional languages,” she said hoping that the CEO of Prasar Bharati can make some big-bang changes.

    “The data needs to be democratised—that data cannot have only have a few masters. It is this data that helps fund channels and programmes. It is this data that drives what the viewer consumes. Advertising decisions are based on this data. The kind of programmes produced is based on this data. If the data is opaque, it leaves many questions unanswered,” she said during the interview.

    But Irani is not in the habit of casting aspersions at random. “The facts at hand are simply that we do not have details on many aspects related to ratings agency BARC (Broadcast Audience Research Council), and when BARC gives us that information I can make a more informed decision. As things stand, there’s very little understanding of BARC in the public domain,” she said.

    She said that there have to be more voices from regional media and language-based media houses — editors, creators. “On budget day, when DD was the only channel with the finance minister and ministry officials, we saw a 582 per cent growth in viewership,” she added.

    On the talks of expanding the reach of DD News to over 100 countries, she said, “If we do something like this, we will also have to involve the Ministry of External Affairs, but there is no decision on this. Yes, the timing is right to do something like this, and the market also seems to be ready.”

    She brushed away claims that the department controls advertising. “That’s a misconception. Government departments and ministries decide how much they want to spend and where they want to spend it. We just become the channel for implementing it. To say I&B decides who spends what and where is an anomaly,” she pointed out.

    NEW DELHI: While giving relief to slot-holders on Doordarshan FreeDish, to ensure their continuity till the government decides its new policy over the next two months, the Telecom Disputes Settlement and Arbitration Tribunal (TDSAT) also rejected the interim formula proposed by Doordarshan in its letter to the main petitioner Cinema 24×7.

    TDSAT chairman justice Shiva Keerti Singh, and members B B Srivastava and A K Bhargava said: “We find no good reason either from the submission or from the order of the respondent (Prasar Bharati) as to why the earlier direction and policy on pro-rata basis is being discontinued, that too when the respondents have claimed that a regular policy to replace the existing policy is likely to come within two months.”

    The tribunal also rejected the submission by Prasar Bharati counsel Rajeev Sharma and additional solicitor general Tushar Mehta that no interim order was required in view of the order of Prasar Bharati of 27 October 2017.

    The tribunal fixed the next date of hearing on 14 December 2017 and said that rejoinder if any by the broadcasters could be filed within two weeksafter the four weeks given to Prasar Bharati to file its reply.

    The full text of the order of the tribunal was:

    “To avoid undue hardship to the petitioners and possible discrimination vis-a-vis those who have been earlier granted continuity on pro-rata basis, we pass the following interim directions:

    (i)  The petitioners or others similarly situated as them, who need continuity because of non-holding of the e-auction and have applied or apply for the same, shall  be allowed continuity on pro-rata basis.

    (ii)  The respondent will be entitled to charge on pro-rata basis either on the basis of the highest bid amount or the reserved price whichever is higher.  We further clarify that the highest bid amount would mean the highest bid in that category in the preceding year.

    (iii) This interim order will not create any right or equity in favour of anyone and the arrangement shall come to end as soon the central government declares its new general policy and take steps to fill up the slots in accordance with such policy.  It is clarified that it will not be open for any petitioner or other operator to claim any right to continue on the basis of such interim arrangement.

    (iv) The benefit of this interim arrangement shall be made available to the willing petitioners and other similarly situated operators at once and in any case within three days of their approaching the concerned respondent with an application.

    All the petitions are admitted.”

    The tribunal also analysed the proposed interim formula proposed by Doordarshan. It said “In the final analysis, the order declares the stand of the respondent with regard to “interim measures” in the following words:

    “Now therefore in view of above, DD can as an interim measure follow a model on the pattern of FM auction policy of the government for two months or till the central government policy is made, whichever is earlier for the channels which are going to be off the air, on completion of their contract period may be offered continuity of operation at the highest bid amount for any of the channels auctioned in the past, together with revenue sharing at the rate of 50 per cent of the gross profit or 4 per cent of the gross revenue or 2.5 per cent of upfront highest bid amount whichever is higher.  This system, as an interim arrangement, should be operated on first come first served basis if the terms and conditions of the short duration extension are acceptable to the existing contract holder.

    The interim arrangement / measure is irrespective of and notwithstanding the contents of the proceedings pending before the hon’ble tribunal and / or any other proceedings, if any, this interim measure will not create any right or equity in favour of anyone and shall come to end automatically upon the central government declaring its policy or after two months whichever is earlier and it will not be open for any operator to claim any right to continue or any other right based upon such an interim measure.”

    Sharma and Mehta had made it clear during arguments that this formula was akin to the formula applied in the FM Radio auctions.

    Apart from Cinema 24×7 which runs WoW Cinema and News Nation Network Pvt Ltd who had filed the case,  four other petitioners joined the case yesterday with fresh petitions: Enterr 10 TV Pvt Ltd, B4U Broadband India Pvt Ltd,  Independent News Service Pvt Ltd, and ABP News Network Pvt Ltd.

    These broadcasters filed either because of their channels having either gone off the air or the likelihood that they will go off air very soon due to efflux of time leading to expiry of the annual agreement and a decision by the respondent not to hold the 37th e-Auction till further orders. The letter to Cinema 24×7 itself noted that some channels are going off air this month and some in February next year.

    The tribunal was informed in September by Prasar Bharati that the e-Auction was put on hold because a new policy was under contemplation and the pubcaster wanted to take steps for filling the slots falling vacant in terms of the new policy.

    The tribunal noted that: “The petitioners have no quarrel with the stand and they are not opposed to the respondent taking steps for filling up the slots on regular basis as per their new policy as and when it is formulated and implemented. Their grievance is that such producers who have been enjoying slots on the basis of their offer in the auction should not be thrown out of their vocation and the public should not be deprived of their channel because of there being no policy in the interregnum.  They are against such state of vacuum”.

    MUMBAI: Union information and broadcasting minister Smriti Irani on Friday said the government saw agencies including the Censor Board “as facilitators” within the ambit of the law. Irani was speaking at a World Economic Forum-India Economic Summit session moderated by film maker Karan Johar in New Dlhi.

    She added that the government would consider a suggestion to help bring out a television series on freedom fighters to be telecast on the pubcaster Doordarshan.

    Defending the central government on demonetisation and the way Good and Services Tax (GST) regime was implemented, she said that the NDA was voted to power to change the status quo by taking difficult decisions. She said that those decisions were taken with a view to simplify the tax regime, increasing tax compliance, widening the tax base and increasing productivity.

    The government, the minister said, was also planning to promote positive storytelling, and added that it would promote the film “Lunchbox” at the upcoming Goa International Film Festival. India, she said, had several good writers, actors, and other creative artistes capable of making world-class films, but the problem arose when the producer looked at the balance sheet.

    The minister opined that the social media by and large had brought balance with the main media, since it could criticise biased articles and commentaries in newspapers which was not possible a few years ago. She agreed with the Swedish prime minister Carl Bildt who had said: “The norms and values of the internet should be the values and the norms of society.”

    NEW DELHI: India, which has seen every format of cricket, is, for the first time, all set to play host to the other big world game – football – which has so far remained the domain of the western world, with just Kerala, West Bengal, Goa and the north-eastern states’ viewers showing interest in the sport. 

    A total of 24 teams in six groups are taking part in the Under-17 FIFA World Cup commencing tomorrow, and concluding on 28 October at six venues.

    While Sony Sports holds the rights to the tourney, the matches will also be shown live on Doordarshan Sports under the Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Act 2007.  In addition, All-India Radio will also be giving live commentaries of the matches as they take place.

    DD Sports has lined up an eminent panel of experts for the FIFA U-17 World Cup which includes the man who is the face of football in India — Baichung Bhutia. The others are Aditi Chauhan, who is the Indian Women Team goalkeeper, Sukhwinder Singh, who is the former India coach, and the former Indian footballer Renedy Singh, who, along with others, will be part of the pre-match and post-match show ‘Goal For Glory’ with the theme line of “Football Takes Over.”

    As provided in the Act, Doordarshan is doing its own marketing for the 52 matches being shown live by DD Sports. All the matches will be telecast on DD Sports which will be available on its terrestrial and the free-to-air FreeDish platform. Following recent court orders, DD has already forbidden cable TV networks or other private DTH platforms from beaming the DD signals.

    A senior DD Sports official told indiantelevision.com that the DD marketing team is in discussions with sponsors, and most of the matters are in the final stage of negotiations. He said the public broadcaster has drawn out a comprehensive media publicity and promotion plan which majorly includes cross-channel publicity, print publicity, using its hoardings and publicity in its social media platforms.

    AIR additional director-general (sports) Ashok Nigam told indiantelevision.com that the marketing for AIR had been done through cross-channel promotion among AIR networks, and on social media. AIR is not doing any out-of-home publicity such as hoardings. It was also examining promotion on community radio stations. Sponsors will also include some central ministries, he said.

    Expert comments in English on the game will be by Novy Kapadia, Niladri Sen and Prasanjit Dutta while the Hindi commentators are — Sanjay Banerjee, Rajat Sengupta, and Ashish Chirangoo.

    Nigam said AIR intended to originate live bilingual commentary (in Hindi and English) of the opening match scheduled in Delhi tomorrow, all three group matches of India to be played in Delhi and all matches from pre-quarter-final stage onwards, scheduled in Delhi, Navi Mumbai, Margao (Goa), Guwahati, Kochi and Kolkata to the final match on 28 October 2017.

    Live commentary of the matches would be available over AIR’s FM Rainbow network, programmes of which were aired from over 30 stations across India, and additionally over Primary Channels (MW) of Capital AIR stations in Delhi, West Bengal, Kerala, Goa, Maharashtra, Punjab, Jammu & Kashmir, Sikkim, Assam, Meghalaya, Arunachal Pradesh, Manipur, Mizoram, Nagaland and Tripura.

    Daily reports would also be broadcast over all Capital AIR stations (MW) and FM Gold network at 0840 hours on the days following match days.

    AIR had been providing maximum coverage to FIFA Under-17 World Cup being held for the first time in India by airing several special programmes. These included interviews with the minister of sports Rajyavardhan Singh Rathore, and the ministry of youth affairs and sports secretary (sports) Injeti Srinivas.

    Another programme in the series of special programmes is being aired at 830 pm tonight. In addition to this, a live radio bridge programme titled ‘Khelo Football’ on FIFA Under-17 World Cup-2017 linking all cities hosting the event would be broadcast over FM Gold and Primary Channels (MW) of Capital AIR Stations early today from 9.10 am to 10 am.

    Star India wins: SC disallows Prasar from retransmitting shared sports feed live

    NEW DELHI: The Supreme Court has said that shared feed of sporting events can only be carried on the terrestrial network of Doordarshan or DD FreeDish. 

    The judgement would help private broadcasters like Star India from possible losses in subscription and advertising revenues due to sharing of signals with Prasar Bharati which were eventually carried by private DTH and cable operators. Immediately after the judgment became known, DD and PB officials went into a huddle to study the ramifications. A DD official declined to comment.

    In a significant judgment, a division bench headed by Justice Ranjan Gogoi said that, though the Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Act, 2007, allows the feed of a sporting event of national importance to be shared mandatorily with Prasar Bharati, the public broadcaster cannot utilise it on a notified channel which has to be compulsorily carried by private distribution platforms. 

    While the judgement enables Prasar Bharati to expropriate the feed, the private sports channels will not be competing against Prasar Bharati on a commercial basis for the same content. 

    The judgment came on an appeal by the pubcaster against an order obtained by Star India from a two-judge bench of the Delhi High Court comprising Justice B D Ahmed and Vibhu Bakhru.

    NEW DELHI: Telephone lines opened on 16 August for people wanting to give their viewpoints to the prime minister Narendra Modi. Indians can call on toll-free number 1800 11 7800 before the 34th installment of his monthly Mann Ki Baat is broadcast.

    Messages can also be sent via the mygov.in website and narendramodi.in and those who miss the broadcast can listen in toll-free by dialling 1922.

    The next broadcast is slated for 27 August 2017 at 11 am over the entire network of All India Radio. Telephone lines for views will remain open till 23 August.

    The broadcast will be originated by All India Radio, Delhi, and will be relayed by all AIR stations, all AIR FM channels (FM Gold and FM Rainbow), local radio stations, Vividh Bharati stations and five community radio stations.

    The regional versions of the Mann Ki Baat will be originated by the capital AIR stations in non-Hindi speaking zones and will be broadcast immediately after the Hindi broadcast, and repeated at 8 pm on the same day. The regional versions shall be relayed by all AIR stations including local radio stations in the respective states.

    The broadcast is visually adapted by Doordarshan and other private TV and news channels in India and broadcast simultaneously. Similarly, radio in the private sector patches AIR. All DTH platforms also carry it.

    It is live streamed for global audience and is accessible through mobile app, All India Radio Live.

    Over the last one year, the Mann Ki Baat programme has become immensely popular in every nook and corner of the country and is eagerly awaited every month.

    The direct heart to heart address by the Prime Minister on issues concerning every citizen of the country has made the broadcast popular in every household in the country.

    MUMBAI: When almost all the broadcasters — Indian and foreign — have an OTT platform of their own, how could India’s own pubcaster be left behind. Although it’s a tad late, but it’s never too late. Prasar Bharati is drafting a plan to foray into digital broadcast even as the public broadcaster plans to revamp prime-time content on Doordarshan for which several ideas are in the works.

    Prasar Bharati CEO Shashi Shekhar Vempati told FE that, instead of viewers watching linear content, DD Kisan, for example, could be transformed into a digital platform such an on-demand app – which would permit farmers to view content on the move, and would also help them get information on farming subjects.

    Speaking on the sidelines of ‘Create4India’ conference hosted by the Digital India Foundation, Vempati did not clarify whether the pubcaster would launch a single-video OTT app or would have a set of channels on YouTube, stating that the details would be finalised later as part of Prasar’s three-years vision.

    About Prasar’s plans to launch an English news channel, he quipped that real news was DD News. He said he wanted to exploit the reach of DD News by launching a 24-hour dedicated English news channel. The news channel will also have an on-demand app.

    So as to keep costs under control, Vempati said that, instead of launching the channel in international markets, an app was a cost-efficient solution.

    NEW DELHI: The popular children’s programme Galli Galli Sim Sim, the Indian adaptation of the internationally acclaimed TV seriesSesame Street, will be dubbed in different Indian languages so that children all over the country can see the series.

    With a reach of 14 million viewers, Galli Galli Sim Sim is watched on Doordarshan’s network of channels: DD National, DD Rajasthan, DD Uttar Pradesh, DD Bihar, DD Madhya Pradesh, DD Sahyadri and DD Girnar.

    Speaking at the launch of the ninth edition of the series, Doordarshan Director-General Supriya Sahu said Galli Galli Sim Sim “teaches children important life lessons like executive functioning skills, health and hygiene, prosocial behaviours and much more. We are glad to take forward our partnership of past years with Galli Galli Sim Sim and create an impact through quality, age-appropriate content for children.”

    The series will be telecast on DD National every Saturday morning at 10.30 am. This season, the Galli friends bring important life messages to the young audience with an aim to help them understand and practice kindness.

    The launch had a unique touch, with the Gallizens being the anchors and inviting various speakers on the dais.

    The programme will show the Gallizens dance to foot tapping songs, make new friends, add new words to their vocabulary and learn to be kind.

    Compassion and kindness are important values that children in India need today to accept and appreciate differences and become more sensitive to the pain and suffering of others. Multiple studies have shown that prosocial behaviours like kindness are linked to academic success in children as they enhance children’s self-regulation skills such as emotional control and capacity to pay attention, which in turn affects learning, attention and memory.

    When children learn to regulate their emotions and develop self-control, they are more likely to become aware of themselves and others, understand each other’s perspective and respond appropriately.     In order to imbibe kindness skills into their lifestyle, children need to see adults as role models practice these behaviours for them to know what it means to be kind and respectful towards others. This is where Galli Galli Sim Sim and its cast of diverse muppets play a critical role. The overlaying thread of kindness runs across the Galli, in every possible way, and in all the fun that the characters have, be it echoing kind words like ‘Thank you’, ‘Sorry’, ‘Please’ or educating the viewers about imbibing values of inclusion, respect, empathy, and being generous.

    The season also introduces a new segment where Bert and Ernie take the viewers to the fairy tales land where they are seen enacting characters from the classic fairy tales like Sleeping Beauty, Little Red Riding Hood, Snow White, Beauty and the Beast and many more. As kids visit the fantasy world, they imbibe skills of helpfulness and problem-solving. There is a fresh segment centred on friendship which reflects colours of camaraderie shared by the characters, with an objective to build the seeds of kindness in children. All these segments of the show reinforce the values of kindness, caring, sharing and cooperation to the young viewers.

    Sesame Workshop India MD Sashwati Banerjee said, “Multiple studies done across the globe confirm that what kids are exposed to in the early years has a long term impact in building lifelong habits. Unfortunately, today’s kids are growing up watching age-inappropriate content on television that may be violent, male-skewed and stereotypical, and this is impacting their thought processes. It is critical to expose them to content that helps them understand and respect differences, challenge stereotypes, cultivate empathy and helps them grow smarter, stronger and kinder.”

    She said around 330 million children in India watch TV and around 51 per cent of them are aged two to four years, studies had shown.

    Alka Malhotra a Communication and Development specialist with UNICEF said group watching of children with adults should be encouraged, while Young Lives India Country Director Renu Singh said this was possible if topical issues were picked which were of relevance to all ages.

  • Doordarshan opens doors to sponsored serials in 8 categories

    NEW DELHI: Doordarshan (DD) has invited entries under the sponsored category for the mid-prime time band on Doordarshan National in eight different categories. All proposals have to be submitted by 14 August 2017 along with a processing fee.

    A pilot episode in professional optical disc HD Format 16:9 aspect ratio will also have to be submitted.

    The DD website contains all details relating to the requirements.

    The categories for which programmes have been invited are: youth magazine / women magazine; family drama / sitcom / suspense thriller, mythological serial, film-based series, chat show / game show / quiz shows; music shows / reality shows / travel shows / cookery shows; celebrity chat shows; and telefilm series.
