    Parliamentary Committee hopes Prasar Bharati will plan better in 2016-17

    NEW DELHI: Noting that delay in Plan Expenditure has affected studio modernization, a Parliamentary Committee has expressed the hope that Prasar Bharati would resort to better planning during 2016-17 in execution of schemes for Doordarshan and All India Radio with available state of-the-art technology and gainfully utilize the allocated funds.

    The Parliamentary Standing Committee on Information Technology which goes into I and B issues took note of the assurance of the pubcaster’s chief executive officer Jawhar Sircar in this connection.

    Sircar told the Committee that the reason for under-utilization of Plan funds during 2015-16 as a policy decision was to avoid expenditure on obsolete technology such as analogue transmission, short wave and medium wave radio transmission etc.

    Observing there had been delay in procurement of Camera Chains, XD Cam, Recorders and digitisation of transmitters, the Committee said less utilization of funds is likely to result in spill over of schemes to the next year.

    The Committee noted that for the 12th Five Year Plan, the Government approved a total outlay of Rs 3,826 crore for Prasar Bharati – Rs 2,614.86 crore for Continuing Schemes and Rs 1,211.14 crore for New Schemes.

    The outlay for Broad schemes namely ‘Broadcasting and Infrastructure Network Development’ was Rs 3,500 crore, for ‘Content Development and Dissemination’ Rs 186 crore and for ‘Special Project’ Rs 140 crore.

    In addition, a separate outlay was being provided for ‘Kisan Channel’ – Rs 26 crore in 2014-15, Rs 45 crore in 2015-16 and Rs 60 crore for the year 2016-17.

    For the Annual Plan 2016-17, the total outlay is Rs 450 crore which includes Rs 60 crore for the Kisan Channel and Rs 390 crore for Schemes ‘Broadcasting Infrastructure Network Development’ and ‘Special Projects’.

    The Committee was told that there had been reduction in funds at the Revised Estimates stage as compared to the Broadcast Estimates given in 2015-16 for certain schemes as these were not expected to be executed by the Prasar Bharati during the remaining period of that  financial year. These pertained to Digital Terrestrial Television (DTT) transmitters, Direct to Home (DTH), Set Top Boxes (STBs), Digital Satellite News Gathering Vehicles (DSNGs) etc., in the case of DD. In the case of AIR, the requirement of funds was reduced, broadly because various schemes of AIR were reviewed in 2013-14 and 2014-15, and those found as having negative cost benefits were ordered to be ceased or tapered off.

    The Committee noted that the Ministry had released Rs 453.77 crore to Prasar Bharati during the year 2015-16 and this amount was construed as expenditure by the ministry. However, Prasar Bharati said out of this, an amount of Rs 246.42 crore had been actually booked as expenditure by them which includes Rs 220.17 crore on Plan Capital in AIR and DD and Rs 26.25 crore for Content Development and Dissemination for DD Kisan.

    NEW DELHI: Denying reports that DD Kisan has failed to achieve its objectives, the Government has said the channel had a reach of 1.68 crores in the week ending 19 February according to the Broadcast Audience Research Council (BARC) data. 

    Minister of State for Information and Broadcasting Rajyavardhan Rathore claimed that the growth of the channel had been satisfactory.

    He said BARC had commenced data relating to rural viewership in October 2015. The channel was launched in July 2015.

    However, he said it was a constant endeavor of Doordarshan to improve upon its programmes by reviewing content and quality from time to time with a view to sustain the interest of the viewers and increase television viewership ratings.

    A channel survey has also been commissioned by DD Kisan Channel to assess the effectiveness of the channel and to get feedback from the farmers on the programmes telecast by the channel.

    Sarva Dharma Prarthna Sabha, a programme on Gandhi’s Martyrdom Day will be live telecast on DD National, DD Bharati, DD Kisan and DD India from 3.30 – 5.30 pm on 30 January.

     

    After the live telecast, DD Bharati will air a biography on Mahatma Gandhi, titled Mahatma – The Great Soul. The biography will take viewers to the time Gandhi was in South Africa and subsequently his return to India as the Mahatma.

     

    The one hour biography highlights how India became independent and viewers would also get to hear the actual voice of Mahatma Gandhi during the telecast.

    MUMBAI: The sports genre across India led the pack with a growth of 1.1 per cent with DD sports at the top of the chart with 74.4 per cent opportunity to see (OTS) in week 40 reported by Chrome Data Analytics and Media.

     

    Second on the list is the Hindi News genre in Hindi Speaking Market (HSM), which witnessed 0.9 per cent growth. India TV bagged the pole position in the section with 95.5 per cent OTS.

     

    English Entertainment grabbed the third slot in the six metros with growth of 0.7 per cent with Zee Café led the section with 49.3 per cent OTS.

     

    The Kids’ genre witnessed a rise of 0.3 per cent with Nickelodeon on the top with 78.6 per cent OTS.

     

    Amongst the losers this week were English Movies, Business News, Infotainments and Hindi general entertainment channels (GECs).

     

    The English Movie section in six metros witnessed a drop of 3.2 per cent with Movies Now securing the first position with 57.4 per cent OTS.

     

    Business News in six metros dropped by three per cent with CNBC Awaaz securing the top slot with 72.9 per cent OTS.

     

    The Infotainment channels genre across India dropped by one per cent. DD Kisan with 81.2 emerged as the most affected channel in the genre.

     

    This was followed by the Hindi GEC genre, which saw a fall of  0.7 per cent and bagged the fourth berth with DD National leading the tally with 96.4 OTS.

    NEW DELHI: In the wake of news doing the rounds pertaining to Amitabh Bachchan’s endorsement fees for Doordarshan’s Kisan Channel, Minister of State for Information and Broadcasting Rajyavardhan Rathore has said that the channel has not entered into any contract with any artist for celebrity endorsement.

     

    The clarification came from Rathore in reply to a question during Question Hour in the Rajya Sabha today.

     

    It may be recalled that last month, Bachchan had issued a statement denying media reports, which claimed that the actor had charged Rs 6.31 crore for endorsing DD Kisan.

     

    Later, the ad agency Lowe Lintas that represents the channel said that it had learnt only on 20 July of the 72-year old actor’s decision to work pro-bono or free of cost for it.

     

    A Lowe Lintas spokesman said, “We received formal communication from his office this afternoon, that upon reviewing the work-in-progress contract with his team, Bachchan has taken a decision on principle that he will not charge any fee on issues involving social causes and those that are in the best interest of the nation. In light of today’s development, we have initiated the process of refund to our client, DD Kisan, for the amount collected for Bachchan’s celebrity endorsement.”

    MUMBAI: Actor Amitabh Bachchan has denied signing any contract with Doordarshan for endorsing its recently launched television channel Kisan TV.

     

    In an official statement, Bachchan denied a media report, which stated that he had taken a sum of Rs 6.1 crore to endorse the channel.

     

    “I wish to state that I have not entered into any contract with Doordarshan, on the endorsement of their channel DD Kisan, and neither have I received any money from them. I worked with the advertising agency Lowe Lintas on the campaign for DD Kisan, and have not entered into any contract with them either, nor have I received any money from Lintas, as being stated,” the statement read.

     

    “My ‘deliverables’ on this campaign have been executed by me many days ago.

     

    I work pro bono on various issues and DD Kisan Channel is one of them. If there is any evidence or proof to the contrary, please forward them to me for verification,” Bachchan’s statement further read.

     

    It may be recalled that Doordarshan’s Kisan TV was launched by Prime Minister Narendra Modi earlier this year on 26 May.

    DD completes first phase of automating commercial ops

    MUMBAI: Doordarshan (DD) has successfully implemented the first phase of automating its commercial operations in the first week of July this year.

     

    It may be recalled that last year DD decided to upgrade from its semi-integrated software that handled its different departments manually, to Broadcast Air Time Scheduling System (BATS) software provided by Media Nucleus, which integrates all the departments online.

     

    Indiantelevision.com was the first one to report that in June 2014, DD had officially launched the BATS traffic and billing software, which would connect its Delhi and Mumbai offices. The pubcaster was looking at completing the integration in three phases.

     

    Speaking about the completion of the first phase, Doordarshan deputy director general CK Jain says, “Phase one was to implement the DD channels and automating the entire commercial operations. The first phase has been completely implemented and by the end of this month we are going to start rolling out the second phase.”

     

    The aim of phase one was to complete the integration of all 67 DD kendras.

     

    The benefits from phase one are as follows:

     

    .  Less of manual intervention.

     

    .  Able to release bills on time. 

     

    .  Promptly reconcile receipts of dues and payments. 

     

    .  Enable agencies to make online payments.

     

    .  Generate reports in multiple ways.

     

    According to Jain, it has built a strong Management Information System (MIS), which helps generate reports in a convenient manner. It also helps the network to analyse its revenue pattern and Twitter forecast etc. 

     

    “We can generate revenues as per our convenience. For instance, we can generate how much revenue we have earned from a particular show or total revenue earned in a particular week or month. It has made our lives much easier,” asserts Jain.

     

    The network, which was supposed to implement its commercial operations in the month of February this year had to face problems leading to the delay of the launch. “We started working from June last year. There were some issues, which were unexpected and changes were required with the customisation of software with the agencies we work with. Whatever we wanted to improvise, we implemented in phase one, as we have different operations as compared to private broadcasters. That’s one of the reasons why it took us longer than usual to implement the first phase,” informs Jain.

     

    Moreover, DD had to undergo a lot of changes due to agencies’ requirements as well. “Every agency issues their Receiving Order (RO) in a different format, so we had to work with different agencies to ensure that their RO format was similar. They are also quiet excited about the changes,” he says

     

    He further adds that while the completion of phase one does not see any improvement in the network’s financials, but it does however improve the satisfaction level of the agencies with whom the network works. “Sometimes a few agencies were dissatisfied with the services that we offered, so this kind of operation will make the advertisers happy,” he says.

     

    Future of the second phase

     

    The network plans to start the second phase of automating its commercial operations by the end of July. It plans to implement the remaining five national channels – DD Urdu, DD News, DD Bharti, DD Sports and DD Kisan – in their respective cities, eight remaining commercial revenue divisions (CRDs) and 15 regional channels. 

     

    The network also plans to automate its commercial operations of its 22 channels, except for DD National in the second phase.

     

    For the record, the aim of the BATS software is to provide satisfactory services to the pubcaster’s clients and advertising agencies. Inaugurated by Prasar Bharati chairman Dr A Surya Prakash, the application will integrate all the departments of scheduling, sales and billing, which were earlier being handled manually causing delays and several disputes with agencies.

     

    The decision of upgrading the backend was taken since Doordarshan, with its wide network of kendras and regional channels across the country, was facing difficulty to monitor its outstanding revenue initially, as it was done manually.

    NEW DELHI: The recently launched Doordarshan Kisan channel should serve as an open university for agriculture and irrigation, according to Prime Minister Narendra Modi.

     

    Speaking on All India Radio at his monthly ‘Mann Ki Baat’ on 31 May, Modi said that DD Kisan TV is a channel where both the teacher and the student are farmers.

     

    He added that the newly launched channel gives him a lot of joy and is very important for him. “DD Kisan has a future of its own,” Modi said.

     

    “I would like to let the fishermen know that the Kisan channel also has information related to fishing and animal husbandry. You will benefit from it,” he added.
