    Prasar Bharati concludes 54th e-auction; adds five new MPEG-2 slots

    Mumbai: Public broadcaster Prasar Bharati has added five new MPEG-2 slots for its DD Free Dish DTH platform at the end of the 54th e-auction.

    Hindi general entertainment channel (GEC) Ishara TV, teleshopping channel Naaptol, music channel Showbox, Marathi channel Sun Marathi, and Bengali channel Enterr10 Bangla have been successful in acquiring slots. The new channels will be on DD Free Dish platform from 16 August onwards.

    The allotment period for the channels is from 16 August, 2021 to 31 March, 2022 and successful bidders will have to make payment in six monthly instalments, said Prasar Bharti.

    The public service broadcaster had invited applications for the vacant slots on 31 July, which were only open to the satellite channels licensed by the ministry of information and broadcasting for downlinking in India. Only license holder companies or their authorised distributor partners could apply for allocation of DD Free Dish slots.

    Applications for the e-auction were received under five different buckets in accordance with genres/language of channel and their starting reserve price for the allotment period.

    The five buckets C, A+, A, B and D are classified as follows.

    Bucket C – news and current affairs (Hindi), news and current affairs (English) and news and current affairs (Punjabi) channels.

    Bucket A+ – All general entertainment (Hindi) channels.

    Bucket A – All movie (Hindi) channels.

    Bucket B – All music (Hindi), sports (Hindi), GEC (Bhojpuri), movies (Bhojpuri) and teleshopping (Hindi) channels.

    Bucket D – All other remaining genres (language) and teleshopping (regional) channels.

    From digital to DD Free Dish: All about The Q’s unique proposition

    MUMBAI: It won’t be a stretch to describe The Q India channel as a jack of all trades. A Hindi GEC at its core, it also offers digital programming from social media stars and leading digital video creators. On the back of this, it has become one of India's fastest growing youth entertainment brands reaching 4.4 Gross Rating Points (GRP) according to  Broadcast Audience Research Council (BARC) data for February 2021.

    Now, the Q has landed a spot on DD Free Dish and will be available as an FTA channel from 15 April. The channel is targeting one of Asia’s largest markets and its burgeoning young audience with an exciting new proposition – serving digital first content to TV audiences.

    The Q has been around since 2017, when it launched on DTH major Tata Sky. It was only at the close of 2019 that founder & MD Sunder Aaron decided to place the channel on a satellite transmitter and get the BARC numbers running. But as with everything else, their plans for 2020 hit a roadblock with the outbreak of Covid. As people were sitting at home, the advertising market dried up, he shared. Advertisers were somewhat hesitant to bet on the new channel.

    For him, 2020 was all about generating revenues, managing operations, growing the distribution of the channel, and expanding the team. Comprising 25 members, The Q team is currently headquartered in Mumbai and Delhi. 

    It was COO Krishna Menon’s strategy to get the channel on DD Free Dish to tap rural markets and not just metro cities. The brainwave hit after closely tracking BARC numbers and audience preferences; Menon realised that a large chunk of viewers is consuming content from rural India, as television is their only source of entertainment.

    While the channel currently caters to Hindi-speaking audiences, Aaron wants to tap into the regional market and launch offerings like Q Tamil, Q Telugu, Q Bangla and.

    Going it solo

    The challenges of being an independent channel vs a channel under the umbrella of a major network are completely different, remarked Aaron.

    “We don’t have resources to draw on, we have not done any marketing of the channel until now. But slowly with DD Free Dish we are hoping to build the brand in a big way,” he shared.

    Despite these challenges, the channel has also tasted success – in terms of viewership, it has grown 400 times in the past three months, claimed Aaron, adding, “We are nearly on the same level as Zoom or Bindaas but at the end of the day we consider ourselves as a Hindi GEC. We want to be seen as the next Star Utsav.  We want to become a channel that specifically caters to young India.”

    A new kind of broadcast network

    To this end, the Q is leveraging the power of social media influencers and digital media houses like Pocket Aces and Culture Machine to push their content to new audiences on television. The channel recently launched an original show Kya Bolte Insta but Aaron is clear about not creating a daily soap opera for The Q. Most likely, the programming line-up is going to be a mix of animation, music, devotional, comedy, lifestyle, digital content and more. He doesn’t want to compete with big broadcasters and hence he is creating a niche medium for young audiences.

    To Aaron, the demarcation between TV and digital content makes no sense because the audiences are watching both digital platforms and linear TV. The Q wants to cater to young India on every medium.

    “We are discovering the programming line-up as we go along, primarily as our viewership is going to change dramatically. With DD Free Dish we will also get non-metro audiences, we have to wait and see what they have to respond to,” he explained. “We are going to evolve our programming based on what viewers want.”

    In most households, both platforms co-exist, which makes it easier for young audiences to choose their content, he opined.

    Brands hop on the bandwagon

    The market has been quite receptive of The Q’s unique positioning, highlighted Menon. The channel has adopted a three-fold strategy – be as widely available as possible, build the brand, and get ad sales.

    The network wants its clients to get used to buying integrated ad sales. The aim is not just to sell reach on the channel. Apart from spot buy deals, the team is looking at sponsorships, brand integrated content and brands collaborating with influencers. Already, major FMCG brands have queued up to The Q party.

    Menon elaborated on this difference in offering to advertisers. “If we look at major linear broadcasters, they go and sell only air time. However, in our case it is just not airtime, we also pitch about digital sales as our channel is also live on OTT, we have multiple reach. We even talk about doing influencer marketing independently, we leverage the influencer to tweet about the brand and ensure the brand gets a million likes as engagement. The planning also depends upon the KPI that needs to be delivered.”

    KOLKATA: Public broadcaster Prasar Bharati's free-to-air DTH platform service DD Free Dish has added six new MPEG-2 slots, on the back of having surpassed an estimated 40 million subscribers.

    The move comes at a time when the platform witnessed a significant jump in the overall sales of MPEG-2 slots at the recently concluded 52nd e-auction of DD Free Dish. It raked in Rs 731.34 crore from the sale of 57 MPEG-2 slots, compared to Rs 594.25 crore collected from the sales of 53 slots in March 2020.

    The third annual e-auction was conducted from 22 February and ended on 27 February. Applications were received for e-auction under six different buckets. 57 channels were allocated slots on various buckets after multiple rounds of robust bidding.

    Prasar Bharati also amended the policy guidelines for DD Free Dish slots in late February. According to the new rules, the reserve price for MPEG-4 slots have been fixed at Rs 50 lakh per annum. Earlier, the reserve price was Rs 5 lakh per annum.

    The amended rules termed ‘Policy guidelines for allotment of slots of DD Free Dish Direct-to-Home Platform to satellite TV channels (Third amendments), 2021’ came into force from 22 February. “Bidding in the e-auction of vacant unreserved MPEG-4 slots will be open to all genre (language) channels at a reserve price of Rs 50.00 Lac/annum,” Prasar Bharati wrote in a notification.

    DD Free Dish earned nearly Rs 10 crore through 53rd e-auction of MPEG-4 slots of DD Free Dish and 11 channels were successfully allocated MPEG-4 slots post the auction. According to estimates, the platform could cross 50 million households by 2025.

    NEW DELHI: Public broadcaster Prasar Bharati's free-to-air DTH platform DD Free Dish has continued its strong growth trajectory and the service’s subscriber base has crossed an estimated 40 million, according to the EY FICCI Media Entertainment Report 2021.

    The growth has been attributed to less expensive television sets, economic issues, launch of the DD Retro Channel and return of big broadcasters to the Free Dish platform, said the ministry of information and broadcasting in a statement. DD Free Dish has also become a second set-top box within the home, used when there are no large events on television in some cases. Free Dish distributors have mentioned year-on-year growth in sales as well as the inability to keep up with demand due to a shortage of China-manufactured chipsets.

    The report also estimates that television households will continue to grow at over five per cent till 2025, driven by connected TVs which could cross 40 million by 2025 and DD Free Dish could cross 50 million.

    The multi-channel free-to-air Direct to Home (DTH) service of Prasar Bharati, presently hosts 161 TV channels including 91 Doordarshan channels (comprising 51 co-branded educational channels), 70 private channels and 48 radio channels. With effect from 1 April, DD Free Dish private TV channel bouquet would comprise of 10 Hindi GEC, 15 Hindi movies, six music, 20 news, eight Bhojpuri, three devotional and two foreign channels.

    It is presently under upgradation and is expected to add another few channels in its bouquet by May 2021. Recently, an online web app was released that aids consumers in finding DD Free Dish set-top box dealers based on their nearest location.

    The recent e-auctions for both MPEG2 and MPEG4 slots on DD Free Dish also saw robust bidding. Prasar Bharati earned nearly Rs 10 crore through the 53rd e-auction of MPEG-4 slots of DD Free Dish and 11 channels were successfully allocated MPEG-4 slots post the auction. "The new highs in individual bids breaching earlier levels in a sign of optimism in the broadcast sector overcoming Covid2019 shock," Prasar Bharti CEO Shashi Shekhar Vempati had said, post the results.

    KOLKATA: Prasar Bharati has earned nearly Rs 10 crore through the 53rd e-auction of MPEG-4 slots of DD Free Dish. 11 channels were successfully allocated MPEG-4 slots post the auction.

    The 53rd round of e-auctions was dominated by news channels, with 10 out of the 11 slot up for grabs being won by news outlets. The channels that earned the FTA tag this time are: Chardikla Time TV, I Love Pen Studios, India News, India News UP/UK, Jantantra TV, News 18 UP/UK, News 24 Think First, News India 24X7, News State UP/UK, Samay, Sudarshan News.

    The bid values of these channels were in the range of Rs 76 lakh and Rs 1.12 crore.

    “Thankful to all broadcasters who have reposed faith in DD Free Dish platform. The e-auctions for both MPEG-2 and MPEG-4 slots have seen robust bidding and new highs in individual bids breaching earlier levels in a sign of optimism in the broadcast sector overcoming Covid2019 shock,” Prasar Bharati CEO Shashi Shekhar Vempati said.

    The pubcaster recently amended the policy guidelines for DD Free Dish slots. According to new guidelines, the reserve price for MPEG-4 slots have been fixed at Rs 50 lakh per annum. Earlier, the reserve price was Rs 5 lakh per annum.

    Under the old rules, the participation fee was at Rs 1.25 lakh which has been revised to Rs 10 lakh. The incremental amount in the auction bids of MPEG-4 slots stands at a minimum of Rs 2 lakh, compared to Rs 10,000 under the old guidelines.

    MUMBAI: Goldmines Telefilms recently reached a new milestone with the launch of its free to air (FTA) Hindi movie channel Dhinchaak on India’s only FTA DTH platform DD Free Dish on 24 May 2020. Within three months of its launch, the channel rose through the ranks to become number one, that too in a highly competitive category with 30 plus rivals. Dhinchaak is now a leading movie channel in both the Hindi speaking market (HSM) overall (U+R) and rural market.

    In a chat with indiantelevision.com, Goldmines Telefilms director Manish Shah said that the company had participated in an auction of DD Free Dish and they were all set to go on air from 1 April 2020. But as the nationwide lockdown was imposed from 16 March, Shah was not able to launch Dhinchaak on time.

    “It has been a very exciting journey along with a lot of stress and we went into a scenario where everyone was working from home. It called for a lot of efforts. But since I have been running Goldmines Telefilms for the past 15 years and I have a better understanding of content, we know what audiences want and what they prefer,” added Shah.

    Dhinchaak came in on the number five spot with 48 GRPs in its first reported data in week 31, and grew steadily over the subsequent months to reach a 73 GRP mark in the week ending 1 October. The movie channel has been consistent, being the number one ranked channel for the last four weeks in HSM 2+ Overall and the HSM FTA Category. Five out of the top 10 movies in week 38 and 39 in HSM 2+ and nine out of the top ten movies in HSM rural in week 37 were from Dhinchaak.

    The channel is currently available on DD Free Dish, Dish TV, Tata Sky, DAN, Hathaway and InDigital cable among other distribution platform operators in India.

    Looking at the big picture

    Over the years, Goldmines Telefilms has become one of the biggest players in terrestrial television rights. The studio has assigned the satellite rights of many movies to major channels in the Hindi movie industry with a success ratio of over 80 per cent, said Shah. He is interested in designing content that can be watched by the entire family together. According to Shah, Goldmines has covered 70 per cent of the Indian market and the rest 30 per cent will be swept up in due course of time.  

    The company already has a powerful digital presence, with 15 channels and 42 million subscribers for the main Goldmines Telefilms channel on YouTube, and an ever-growing digital revenue model, revealed Shah.

    Besides having the biggest library of south Indian movies, Goldmines has also been a pioneer in their dubbing. But Shah is now looking at the big picture: he will distribute his content pan India, with Hindi-speaking market being the prime focus. He mentioned that the studio has covered 90 per cent of the Bihar and Madhya Pradesh segment whereas for Uttar Pradesh it is at 70 per cent. Till December, Shah aims to have a distribution model that will attract 90 per cent of the audiences.

    Content is king

    Elucidating more about syndication and acquisition of content, Shah said that the channel has a library of 2000+ blockbuster titles. From time-tested chartbusters like Sarrainodu, DJ, Kanchana, Kanchana 2, Theri, Bhairava, Betting Raja, they also have a slew of world television premieres lined up. Apart from dubbed south Indian movies Dhinchaak will also screen Hindi movies like Badhaai Ho, Kalank, Gentleman, India’s Most Wanted, Mohenjo Daro, among others.

    During the pandemic, the studio opted a digital route to acquire content. As of now the studio will continue using its own library to showcase movies on Dhinchaak but Shah is willing to source content from other production houses as well. However, he is clear that he will not syndicate his movies to anyone. Whatever content they have it is only for their channel. He considers Sony Max, Zee Cinema, Star Gold as their closest competitor.

    On marketing and monetisation

    As far as marketing and promotion are concerned, the Goldmines director is looking at organically growing the channel. “We have not spent a single amount on promotions, I always believed that your growth has to be organic. I am extremely happy with the responses that I receive. We do promotions through our own social media platforms. On YouTube we have 100 million views a day. Based on audience response, we create our content. Across all platforms we have 10,000 videos uploaded. On Facebook we are growing 100 per cent on a month-on-month basis. We are also present on Amazon, MX Player and other similar platforms,” he said.

    Shah is confident that with the help of Siddharth Chopra, who heads the revenue department for the network, he will be able to associate with major brands. Chopra’s last stint was with Times Network, where he was VP and national sales head of the English entertainment cluster. Shah also admitted that as of now the channel is not being monetized, but he is currently in talks with various advertisers and expects they will be onboard by mid-October.

    KOLKATA: The state broadcaster run free-to-air DTH platform DD Free Dish has added three new channels. These include ANB News, Aryan TV National and News India 24×7.

    These channels won the bid during the 47th e-auctions that was held on 26 August. They are allotted slots for the period between 1 September 2020 to 31 March 2021.

    The broadcaster announced the addition of two new channels earlier in August.

    All of the three channels which have a presence on other DTH platforms as well fall under News category- ANB News is a Punjab based Hindi news channel,  Aryan TV National, a Bihar based Hindi news channel and News India 24×7 is a Rajasthan based Hindi news channel.

    Doordarshan started its DTH service as DD Direct+ in December 2004, which was renamed as DD Free Dish on 27 August 2013. At present, its capacity is two HD channels, 106 SDTV channels along with 48 Radio channels. DD Free Dish has a reach of more than 38 million households, which is about 15 per cent of the total TV Households in the country.

    MUMBAI: All the big four broadcasters that pulled out of DD Free Dish in 2019 after the new tariff order was implemented have come back on Prasar Bharati’s free direct-to-home (DTH) platform. Star Utsav, Sony Pal, Zee Anmol, Colors Rishtey and Zee Anmol Cinema have successfully bid on the 45th e-auction for placement.

    Last year, top broadcasters agreed with the decision to no longer show any Hindi general entertainment and film channels on Doordarshan's free dish service. Industry sources said that broadcasters take such a decision so that cable and DTH customers cannot shift to DD Free Dish service.

    According to reports, DD Free Dish has a base of 30 million households across India which offers huge reach helping in advertising revenue. However, the major broadcasters said earlier that converting the channels as pay channels helped them in subscription revenue despite a dip in ad revenue.

    Notably, the Indian Broadcasting Foundation (IBF) announced that Sony Pal, Star Utsav, Zee Anmol and Colors Rishtey would be available to all viewers across the country for a period of two months free of charge on all DTH and cable networks due to the lockdown.

    MUMBAI: Businesses have been struggling to stay afloat since the Covid2019 pandemic has broken out in the country. A number of TV channels have since then been in dire straits as productions have paused, leading to a shortage of fresh content coupled with falling advertising revenue. While pay channels can still look at subscription revenue, free-to-air (FTA) channels are running out of options to chalk out a sustainable business model. As the appeal to waive off carriage fee for the public broadcaster-run DD Free Dish has fallen on deaf ears, the chances of FTA channels pulling out of the free DTH platform rise.

    While Free Dish has been an inevitable part of FTA channels' strategy, the platform has also generated over Rs 400 crore of revenue on the back of these channels. After a good phase of increased reach post the new tariff order, FTA channels have entered a dark phase due to the pandemic. A consortium of those channels appealed to the ministry of information and broadcasting (MIB) to waive off carriage fee at least for a quarter.

    Even after repeated requests, Prasar Bharati has stated that a channel can avail of deferment from the requirement of paying the carriage fee in an advance monthly statement, up to three months, subject to it furnishing separate bank guarantees towards the amount of each instalment amount with interest after availing of this deferment for three months n a letter/email dated 17 May. It has also offered to pay 67 per cent of the carriage fee for three months. But the latest notification clearly shows the pubcaster’s firm decision of not waiving off carriage fee to these troubled businesses.

    FTA channels are of the view that this move will not help them in the crisis. “The expense remains the same for the channels but advertising revenue comes down at 15-20 per cent that covers only minimum expenses. It does not even cover the full salary of employees while we have decided to pay full salary to our employees. Even if the payment is deferred for three months, we don’t know from where the revenue will come. We don't want the loan but a waiver of the carriage fee. I think it won't help anyone although it depends on sustaining capacity,” Happii Digital and Broadcasting Network director Kailash Adhikari says.

    “The decision of Prasar Bharati remains the same; now it's upon the broadcasters. Two to three channels are also suspended from the platform,” he adds. Asked about their plan, he says that they don’t want to withdraw currently. But he adds that if this situation prolongs, then it is a mammoth exercise for everybody in the industry.

    “The new notification says they will offer deferment instead of waiver which will offer some liquidity for the short term but the main issue is after three months the burden increases. It’s small support and I think it is not going to make any material impact on the decision or business as such,” a spokesperson of a large FTA broadcaster says. He also mentions that after seeing the latest notification, it might stick to the decision of pulling out from DD Free Dish this month.

    He also adds that two to three channels have already gone off. Even if some channels pay now, they can go off later after observing the situation for one month, he adds.

    “This move of deferred payment and charges of interest is not something FTA channels were looking at. However, I believe the government is also under pressure to completely waive off because this was through an e-auction that was considered. Under the e-auctions and the policies, only the PMO or a minister at a higher level can take a call on this and I believe it is still unnoticed and unheard at that level,” a spokesperson from a Marathi FTA channel adds.

    He notes that if advertising revenue does not fall back in proper books by the month of June, then it will become difficult for people to survive. “We are observing the situation and we believe the lockdown won’t extend beyond 31 May because it is already about 60-plus days that Maharashtra has been under lockdown. So a lot of people will try to kickstart and resume the activity as early as possible because the economy needs to be pushed,” he reflects a gleam of hope.

    Notably, Swami Films Entertainment Pvt Ltd which runs two FTA channels on DD Free Dish moved the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) against Prasar Bharati for interim relief against disconnection of the channel from its DTH platform. The state broadcaster offered two more alternatives to the broadcaster. The tribunal noted that it was a fair stand with more alternatives being offered to the broadcaster.

    Swami Films requested for some more time to consider the alternative reliefs as a final solution and even as an interim arrangement. TDSAT did not pass any interim order till the next date of hearing.
