DD Free Dish looking for tenant?

MUMBAI: Pubcaster Doordarshan is looking for a tenant for a vacant slot it has on its Free Dish platform. The condition it has laid out for this is that it should become an occupant only for the month of August. And the cost of doing so: Rs 4.90 crore for the month.

DD has issued an email circular – a copy of which has reached indiantelevision.com today – wherein it has asked private broadcasters to send in their expression of interest to take up the vacant slot. It, however, has cautioned that the carriage fee needs to be paid in advance along with service tax. It has also stated that the slot will be filled on a first come first serve basis.

DD Free Dish has a bouquet of 104 video channels and 51 radio channels, according to the updated channel list (till 2 August 2016) on its website.

DD Free Dish which is beaming DD Direct Plus/Free Dish off GSAT-15 at 93.5 East has a total of six – five in MPEG-2 and one in MPEG-4 – transponder frequencies for its service.

The DTH provider added Zee News on Free Dish on 1 August after it won the e-auction on 28 July 2016. The Hindi news channel is also available as a FTA on Dish TV.

2014-15: MIB earns Rs 836.52 crore from DTH; revenue from FM drops to Rs 80.3 crore

MUMBAI: The Ministry of Information and Broadcasting (MIB) earned revenue of Rs 836.52 crore from the direct-to-home (DTH) sector for the year 2014-15. This was a considerable increase from the Rs 395.43 crore that the MIB earned from the sector in the previous year (2013-14). For the year 2012-13, the revenue from the sector stood at Rs 308.66 crore.

Apart from Doordarshan’s free-to- air DD Direct Plus, there are six private DTH players in India namely Dish TV, Tata Sky, Sun Direct TV, Reliance Big TV, Airtel Digital TV and Videocon d2h.

On the other hand, the revenue that the MIB earned from the auction of FM Radio dropped considerably in 2014-15 to Rs 80.30 crore from Rs 102.21 crore in 2013-14. In 2012-13, the revenue from the sector stood at Rs 61.27 crore.

The FM Phase-I Policy, which was approved by the Government in July, 1999, met with the limited success and saw a total number of 21 channels are operational in 12 cities under this scheme.

On the other hand, the improved FM Phase-II Policy was notified in July, 2005 after considering the recommendations of Dr.Amit Mitra Committee and Telecom Regulatory Authority of India (TRAI). FM Policy Phase-II has been well received by all stake holders. It has resulted in huge growth in FM radio industry. However, many cities still remained uncovered by the private FM radio broadcasting.

With the huge success of Phase II, FM Phase III Policy extended FM radio services to about 227 new cities, in addition to the present 86 cities, with a total of 839 new FM radio channels in 294 cities, Phase-III policy will result in coverage of all cities with a population of one lakh and above with private FM radio channels. The government has earned revenue by auction of FM channels to the private service providers.

  • Doordarshan EPG to be carried by all DTH platforms and DD Direct Plus

Doordarshan EPG to be carried by all DTH platforms and DD Direct Plus

NEW DELHI: Though it was one of the first channels to go on to the direct-to-home platforms, Doordarshan has finally ensured that the private DTH operators carry its electronic programming guide.

For this purpose, Doordarshan has entered into a deal with NDTV and What’s on India Media.

A DD source told indiantelevision.com that NDTV will manage the EPG of all 21 DD channels and deliver it to all multi-system operators and DTH operators of the country.

Servicing, aggregating EPGs of all the channels of DD Direct Plus and delivering it to DTH Direct Plus platform in compatible format will be handled by What’s on India.

The source said that some of the DTH operators had already commenced the EPG guide while others will commence shortly.

This move is expected to increase viewership of Doordarshan, who unlike private TV channels do not always run the same series at the same times on all days of the week. DD has some series which runs on only one or two days a week and others running daily on week days, and this often leads to confusion among viewers.

The source therefore said this was bound to bring the viewer closer to the channel.

EPG would provide Doordarshan viewers with continuously updated menus, displaying broadcast programming or scheduling information for current and upcoming programming.

  • The Year of Rapid Change

    The Year of Rapid Change

    By Ranjan Thakur

The year 2013 witnessed a large number of activities in Prasar Bharati and Doordarshan.  A major achievement of Doordarshan was in rebranding its Free-to-Air DTH services as ‘DD Freedish’ which highlights its USP of being Free-to-Air.  Earlier, the name DD Direct Plus did not catch on because the rural audience could not connect with the name.  The name ‘DD Freedish’ now adequately conveys the USP of the product and the DTH service which is quite popular and far ahead of its paid rivals, is likely to increase its popularity further.

The project of commissioning of enhanced capacity to 120 channels up from the present 59 channels is likely to be completed by March, 2014 and will substantially enhance the popularity of the product.  It is expected that given the background of the ongoing digitisation process in the country, a large number of cable users will shift to the DD’s Freedish in 2014 especially during the Phase III and Phase IV of the digitisation process when it will start touching the semi-urban and rural viewers.

A matter of great satisfaction for Doordarshan has been the successful auction of the channel slots for the private channels on the DD’s Freedish platform.  A series of steps, including staggering of the auction process, enhanced the revenue of DD by nearly 40 per cent from the previous rounds of auction.  Presently, the platform is commanding an annual carriage fee of Rs 6 crore per channel due to its large reach.

DD looks forward to the conclusion of the process of launching its international channel, DD India in the territory of Europe.  DD has received a very lucrative offer from one of the major operators in Europe for placement of DD India w.e.f. January, 2014, which is likely to be accepted with the approval of the Prasar Bharati Board soon.  DD India has already been launched in Canada and will be launched in the territories of Korea, Middle East and Central Asia in Early 2014.

The availability of DD India over the entire Europe including northern parts of Africa will substantially enhance the popularity of DD India globally.  As the stakeholders are aware that a global channel requires substantial investment, DD proposes to expand the global footprint of DD India in a phased manner after analysing the experience in Europe, Korea, Canada and Central Asia.

Doordarshan is in the process of finalising its FPC for the expansion of its international channel which will be a mix of news and general entertainment.

Doordarshan also successfully upgraded the four regional channels of Bihar, Uttar Pradesh, Madhya Pradesh and Rajasthan during 2013.  These channels were working in four hour terrestrial mode only while substantial investment in infrastructure, equipment and manpower had already been made.  In order to effectively utilise the investment made in these locations, a decision to upgrade these channels to 24 hour cable and satellite channel was taken and implemented within a period three months without any major investment.

The current TAM data indicates that while DD-Bihar and DD-Uttar Pradesh are already No 1, DD- Madhya Pradesh is No 2 while DD-Rajasthan is No 3, in their respective states in terms of popularity.  The upgradation of these four state channels is a major step forward to tap the regional television market.  DD now proposes to move on to upgradation of DD-Jharkhand, DD-Uttarakhand, DD-Chattisgarh and DD- Himachal Pradesh on the same pattern of the four channels.  It was our experience that the viewership of terrestrial channels was adversely affected in cable and satellite territories which needed to be addressed.  Given the success of the four regional channels upgradation, Doordarshan is confident that this process will be completed shortly and these channels are likely to be quite popular in their territory.

We (at DD) expect the next year to be an exciting year when a number of these initiatives will start yielding results for DD with substantial enhancement of revenue besides sourcing of quality software.

DD has enhanced its role in the industry’s body namely Indian Broadcasting Federation and has a place on the Board of Directors after quite some years.  DD expects to play its rightful role being the only public broadcaster in the country and share its experiences while lending its strength to the industry body.

DD is on the Board of Directors of the Broadcast Audience Research Council (BARC), an initiative of the industry to develop alternative TV ratings.  DD has substantially increased its role in BARC and as the industry is aware, an alternate television rating system based on the audio watermarking technology is likely to be initiated by June, 2014.

Doordarshan has set up a professional Audience Research Unit to analyse the available data related to the television rating points.  In the process, Doordarshan has shut down its Doordarshan Audience Research Team (DART), an in-house system.  The present practice of a professional Audience Research Unit has now brought DD at par with its private counterparts.

Amongst several other major initiatives, Doordarshan is in the process of finalisation of external partners for monitoring its channel’s popularity of various networks, especially cable as there have been concerns that the law of the land is not being followed in this regard.  DD expects to partner with professional agencies in order to monitor the violations of the law which is likely to improve its viewership as in absence of any carriage fee being paid by DD, cable operators tend to put DD channels in the difficult to watch remote places.  DD has finalised the process to appoint a professional agency to provide electronic programming guide to its channels on all cable and DTH platforms besides upgrading its own EPG system on DD’s Freedish.

Doordarshan is in the last stages of finalising the process of outsourcing its corporate advertisement sales of DD News which has faced some difficulties in the recent past.  The hiring of a professional agency is likely to improve its marketing of commercial time.  DD has also floated an RFP to improve its billing system which would network the entire Doordarshan Kendras for effective marketing, monitoring and billing of the commercial ad time.  DD has also focused on the Government business through its Development Communication Division and it is expected that a record increment of 40 per cent in Government revenue received by DD will be registered in this current financial year.

DD has finalised its new commissioning guidelines which are based on the industry accepted practices of Advertisement Funded Programme, revenue sharing and simulcast.  These new guidelines are expected to source better quality programming for DD while allowing outside producers to share the positive revenue gained from quality products.  This policy will also not require DD to commit itself to funding low quality and low cost programming.

DD is working towards the amendment of the mandatory sharing of Sports Signals Act, 2007 as the present Act requires all sporting events of national importance to be carried on DD National only, where the opportunity cost makes the present arrangement financially unviable.  DD was proud to have won the exclusive broadcast rights for the recently concluded World Chess Championship in Chennai.  DD has won some major legal battles for the transmission of sports in India as the entire validity of the mandatory sharing of sports Signals Act, 2007 has been questioned in courts.  The recent legal victory of Doordarshan in regard to ICC T-20 World Cup Championship in June, 2013 was a shot in the arm for DD.

DD has decided to e-auction its film slots in order to bring in transparencies to the entire system and also enhance revenue by allowing the bidders to buy slots on the best prices as deemed fit.

We expect the next year to be an exciting year when a number of these initiatives will start yielding results for DD with substantial enhancement of revenue besides sourcing of quality software.

  • ABC International to be beamed on the DD Direct Plus

ABC International to be beamed on the DD Direct Plus

NEW DELHI: The Australian Broadcasting Corporation (ABC) has decided to hitch on to DD Direct Plus, the country’s only free to air direct-to-home platform. The channel has also decided to collaborate with Prasar Bharati in other fields like archives and indigenous and classical music for both television and radio.

This was stated by both Prasar Bharati chief executive officer Jawhar Sircar and ABC CEO Lynley Marshall during a discussion prior to the formal signing of a memorandum of understanding with Doordarshan.

Marshall said: “India has a rich heritage of classical music, and we at ABC can contribute by making available its collection of aboriginal and indigenous music for both Doordarshan and All India Radio.”

Appreciating the gesture, Sircar said that Indians needed to know more about Australia than what they read in newspapers or saw on foreign television channels.

The new carriage agreement, Sircar said, “Aims to strengthen the partnership between the two public broadcasters.”

“With this agreement, ABC International will be available on DD Direct Plus from 1 November,” added Doordarshan director general Tripurari Sharan.

Australia Network is Australia’s international television service, beaming 24×7 to more than 40 countries across Asia, the Pacific and Indian subcontinent. Its mission is to promote television and digital service that informs, entertains and inspires audience, with a unique Australian perspective.

The agreement was signed by Marshall and Sircar at a function attended by Sharan, DD News director general S M Khan and additional director general Ranjan Thakur apart from several senior members of both DD and All India Radio.

With this agreement DD, fulfils a part of its public service mandate to develop knowledge, broaden horizon and showcase the diverse culture of Australia.

Marshall welcomed the new partnership with Doordarshan, describing it as a significant alignment of the two respected public broadcasters in the Asia-Pacific Region. The partnership between Doordarshan and ABC will open many doors not only for carrying ABC International on DD’s platform, but also to explore specific areas like co-production activities, exchange of TV programmes, exchange of radio and FM (including music), interesting films, audio-visual materials regarding culture, history and geography from both the countries. These steps will help bring people of both the countries understand each other better and forge understanding and empathy.

Marshall also hopes to strengthen programming for children through this bond. “India will be interested in more news from Australia,” said Sircar.

Thakur informed Indiantelevision.com that they had earlier also signed an agreement with France 24. “This international english channel will also feature on DD Direct Plus platform from 1 November,” said Thakur.

At present DD offers 59 channels in its bouquet on DTH platform. “We expect to get the permission to increase the capacity to 97 by December,” he added.

DD’s DTH gets an additional transponder on INSAT 4B

NEW DELHI: The Prasar Bharati Board has been asked to take an expeditious decision on expanding the number of channels on Doordarshan‘s direct-to-home (DTH) platform DD Direct Plus to 97, following the decision of the Department of Space to give it an additional transponder of INSAT 4B.

The Space Department had initially declined to give an additional transponder, forcing Prasar Bharati to lower its expansion plan for the country‘s only free-go-air DTH platform to 75 from the current 59.

Prior to the latest decision of the Department of Space, Prasar Bharati had already received and processed the tenders for upgradation to 75 slots.

Prasar Bharati‘s ultimate plan is to increase the number of channels on the platform to 150.

Information and Broadcasting Ministry stated this when answering a query from indiantelevision.com relating to an observation by the Parliamentary Standing Committee on Information Technology relating to delay in expansion of DD Direct Plus.

The sources said that Prasar Bharati had earned revenue of Rs 920.5 million from the auction of 37 slots on the platform. The remaining 22 channels are those of Doordarshan itself.

  • DD Direct Plus earns Rs 865.7 mn from slot auctions

DD Direct Plus earns Rs 865.7 mn from slot auctions

NEW DELHI: India‘s public broadcaster Doordarshan earned a total of Rs 865.7 million in 2011-12 from auction of slots on its DD Direct Plus direct-to-home (DTH) TV platform. The earnings from auction of slots on the country‘s only free DTH TV service is nearly twice the revenue Doordarshan expected when it for the first time auctioned slot in July 2011.

Doordarshan had expected to earn over Rs 460 million from auction of 21 slots on DD Direct Plus when it e-auctioned slots in July 2011. It now has 37 private television channels on its DTH TV service.

Prior to the e-auction, Doordarshan earned just Rs 168 million at Rs 8 million per channel. At the July 2011 e-auction, the public broadcaster had received bids ranging from Rs 21.7 million to Rs 22.5 milion per slot.

DD Direct Plus has capacity to carry a total of 59 channels but three slots are currently vacant. The DTH platform carries 19 Doordarshan television channels, in addition to the 37 private television channels including three foreign channels – Russia Today, DW and NHK World.

Doordarshan wants to increase the capacity of DD Direct Plus but non-availability of transponders has put hurdles in its plans.

DD Direct Plus also plans to widen its subscriber base. Information and Broadcasting (I&B) Ministry sources told indiantelevision.com that a scheme had been approved for distribution of 30,000 DTH sets in remote, tribal and border areas of the country.

In addition, 10,000 DTH sets have been installed by DD in uncovered areas as part of the DTH project and another 55,000 DTH sets under various other schemes have been provided to the state governments for uncovered areas like the north-east region, Jammu and Kashmir, Lakshadweep Islands, and Pondicherry.
