  • Hindi GECs gain lost ground across genres as IPL10 closes in week 21

BENGALURU: Only one T20 cricket match on one day of the tenth edition of the Indian Premier League (IPL 10) happened during Broadcast Audience Research Council of India (BARC) week 21 (Saturday, 20 May 2017 to Friday, 26 May 2017) – The Finals. And that one match on Sunday, 21 May 2017 at 2000 hours (800 pm) was enough to retain Sony Pictures Network India’s (SPN) Hindi Movies channel Sony Max in BARC’s top 10 channels list across genres for week 21, however at fourth place instead of second place that the channel had in weeks 20 and 14. Sony Max, which aired IPL matches, topped the lists for weeks 15,16, 17,18 and 19 of 2017.  Before IPL10 which commenced in the middle of week 14, Sony Max did not figure in weekly the top 10 channels lists across genres in 2017.All the 10 channels that were present in BARC’s weekly list of top 10 channels across genres in week 20 were also present in week 21, but with shuffled ranks.

The seven Hindi GECs’ that were present in BARC week 20 saw a 9.27 percent growth in ratings in week 21. The combined weekly impressions of these seven Hindi GEC channels as per BARC list of top channels across genres in weeks 21 and 20 were 40,85,558 (000s) Sums and 37,38,931 (000s) Sums respectively. Six of the seven Hindi GEC channels in the list gained viewership, while one – Zee Anmol, witnessed a small drop of 1.80 percent in weekly impressions in week 21’s top 10 channels list across genres as compared to week 20.

Like last week, one channel each from the Tamil GEC, Telugu GEC and Hindi Movies spaces and seven channels from the Hindi GEC space were present in the weekly top 10 channels list across genres in week 21.  Of these, three were from the Sony Pictures Network India (SPN) network, two each from the Network 18 (or Viacom 18), Zee Entertainment Enterprises Limited (Zeel) and the Sun TV Network stables, and one from the Star India Network.

  • LCN issue: Viacom18’s Sudhanshu Vats lauds TRAI, validates trust in BARC

MUMBAI: Industry observers were quite puzzled as to why India’s TV viewership monitoring agency – Broadcast Audience Research Council (BARC) – kept relatively mum during the entire multiple-LCN- placement-generating-unnatural-ratings fight between the English news channels and debutant the Arnab Goswami backed Republic TV. A couple of the English news channels went to court, hauled BARC, Telecom Regulatory Authority (TRAI) and the newcomer before the judge, and even stripped their signals of the viewership monitoring audio watermark.

Each of them sent out a flurry of private messages to all and sundry, stating their point. BARC sent out only one official statement, during the entire spat.

    Was it shirking its responsibility?

“No,” stated BARC executives in private conversation. “Our job is to simply monitor television viewing and report honestly with what we have. No matter what each player does on the distribution front. The regulator has to take action.”

And the regulator TRAI did take action a few days ago by sending out a note warning distribution platforms against going the multiple LCN way for any channel, and ensuring that genre placement is adhered to.

The move has drawn plaudits from BARC chairman Sudhanshu Vats (he is also the vice-president of the Indian Broadcasting Foundation and Group CEO of Viacom 18).

“The recent note from TRAI on the LCN issue (titled ‘Listing of TV Channels on Electronic Programme Guide) is a welcome step in the right direction,” says Vats. “It provides all market players with much-needed clarity and clearly spells out the regulator’s view on the issue. Once again TRAI has taken the ‘consumer lens’ and ensured that she remains at the center of the discourse.”

The BARC chairman further says: “As the dust settles on the matter, three key truths have been proven. The first pertains to BARC and its methods to measure what India watches. In that context, it is safe to say that watermarking is a modern, robust technology that has held the industry in good stead. In record time, BARC has earned a fair share of its currency of trust and all its stakeholders are committed to its mission, including the IBF which backs it in entirety. To be frank, it was wrong to drag BARC into the issue in the first place. The second truth requires us to introspect as an industry.

It is unfortunate that some members have taken issue with the use of multiple LCNs when many have themselves set the precedent for it – either as a promotional or as a defensive tactic. While this should now abate given the recent direction from TRAI, moving forward, all market players must create consensus internally rather than squander away the valuable time of the courts.”

He further cautions that the industry should work together to ensure that its shared credibility should not be dented, especially by the players’ own actions. He further explained that the multiscreen future is going to bring up its own challenges and everyone needs to prepare for it.

“Total Audience Measurement’ (i.e. measurement of content consumption across devices including handheld, desktop, TV etc.) will become the norm. In such an environment, all content players will look at innovative ways to increase their reach and sampling while focusing on delivering winning content. This is the new normal that we all need to prepare for, ” says Vats. “I’ve always thought of our industry as a large family with members who often quarrel but eventually come together. This time will be no different.”

  • Republic TV curiosity factor wanes, NBA channels data absent in week 21

BENGALURU: Has the curiosity factor for Republic TV started dipping? The channel topped Broadcast Audience Research Council of India (BARC) ratings for the third week in a row since its inception, albeit with much lower ratings when compared to those obtained during its debut week. Republic TV’s victory can be termed a pyrrhic victory at the best. Conspicuous by its absence was data for the other major Indian English News channels from the weekly top 5 English News channels list for week 21 (Saturday, 20 May 2017 to Friday, 26 May 2017).

Republic TV could obtain just 1,014 Weekly Impressions (000s) Sums for week 21. This was just about 48 percent of the Weekly Impressions that the channel had garnered in week19. It ratings in week 21 were even lower than the ratings obtained by the second placed Times Now which had weekly impressions of 1,148 (000s) Sums in week 19. In its first week of operations (BARC week 19), Republic TV had a viewership share of 52 percent and 2,117 Weekly Impressions (000s) Sums, which fell to 49 percent in BARC week 20 with 1,703 Weekly Impressions (000s) Sums. Week 21 data be termed irrelevant, considering that the data for the channels that Republic TV challenged, and channels that can offer stiff competition in the genre is absent.

It may be recalled that in a coordinated move, English News channels had pulled out of BARC on 18 May, only to return to the BARC fold from midnight of 26 May. English News channels backed by the News Broadcast Association had stripped their signals of BARC audio watermarks. The NBA had requested BARC not to publish Republic TV’s ratings, alleging that the channel had resorted to rampant multiple LCN placements on cable TV networks across the country, which the ratings agency had refused to comply with. In the absence of ratings data for channels such as Times Now, India Today Television, CNN News Today, etc., other channels found places in BARC’s top 5 channels list for the genre of week 21.

Following far behind Republic TV, at second place was BBC World News with just 190 Weekly Impressions (000s) Sums. BBC World News reappeared in BARC’s top 5 channels for the English News genre after it had held fifth rank in week 18 with 128 Weekly Impressions (000s) Sums. BBC World News has been present in the top 5 English News channels list for 17 of the first 21 weeks of 2017, though never at the second rank.

At third place was Wion with at 68 Weekly Impressions (000s) Sums, followed by NewsX HD with just 1 Weekly Impressions (000s) Sums. NDTV 24×7 came in at fifth place with ratings of just 0.21 Weekly Impressions (000s) Sums.

  • Sun TV regains top spot across genres as IPL 10 comes to a close

BENGALURU: As IPL 10 came to a close, the Sun TV Networks’ Tamil flagship GEC Sun TV regained its top spot in Broadcast Audience Research Council of India (BARC) weekly list of top 10 channels across genre: All India (U+R): 2+ Individuals in week 20 Saturday, 13 May 2017 to Friday, 19 May 2017.

IPL 10 viewership supremacy across genres

During its run, IPL 10 channels ruled the air with Indians lapping up the live event, more so during primetime. TV viewership declines during the summer months according to BARC. IPL 10 is probably one of the factors that helped retard this seasonal viewership decline.

IPL 10 commenced on Wednesday, 5 April 2017 (in BARC week 14). The mega T20 cricket bonanza played by 8 teams comprising of over 200 players including 72 international players concluded with the finals on Sunday, 21 May 2017, after 60 matches spread over 47 days.

BARC week 14 commenced on Saturday, 1 April 2017 and ended on Friday, 7 April 2017. Three days of play with three matches played happened in week 14. The event concluded in the beginning of week 21 – only one match was played during that week. Ten matches were played during each of BARC weeks15, 16,and 18. Nine matches were played in weeks17 (one match was rained out in week 17) and 19 and seven planned for week 20, with just one in week 21 as mentioned above.

The excitement built up for the event saw IPL 10 recording the highest viewership for the season in week 15 for all the Sony Pictures Network (SPN) channels that broadcast the event  – the two Hindi Movie channels – Sony Max and two Sports channel’s Sony Six.(English) and Sony ESPN (commentary in Tamil, Telugu, Bengali, Hindi).

Week 20: Top 10 channels list across genres

One channel each from the Tamil GEC, Telugu GEC and Hindi Movies spaces and seven channels from the Hindi GEC space were present in the weekly top 10 channels list across genres in week 20.  Of these, three were from the Sony Pictures Network India (SPN) network, two each from the Network 18 (or Viacom 18), Zee Entertainment Enterprises Limited (Zeel) and the Sun TV Network stables, and one from the Star India Network.

Sun TV and Sony Max exchanged ranks while Star Plus, Sony Pal, Zee TV, Gemini TV, Colors, Zee Anmol, Rishtey retained their week 19 ranks of 3, 4, 5, 6, 7, 8 and 9 respectively. Zee Telugu exited the list in week 20 to be replaced with Sony Sab.

As mentioned above, Sun TV once again topped BARC’s weekly top 10 channels list after a hiatus of 5 weeks with 10,41,591 Impressions (000s) Sums followed by  Sony Max with 9,83,279Impressions (000s) Sums at second place. Please refer to the figure below for the list of top 10 channels across genres for week 20:

  • English TV news channels to return to BARC fold from midnight 26 May

MUMBAI: There’s another twist in the tale of the story of the ratings of news television channel debutante Republic TV. The five English TV news channel members of the News Broadcasters Association (NBA) of India, which had stripped their signals of Broadcast Audience Research Council’s (BARC’s) audio water mark last week, agreed to reinsert it in their streams from their studios just as the clock hand moves past midnight of 26 May.

This means that NDTV 24×7, Times Now, India Today, NewsX and CNN News18 will once again come under the ambit of BARC’s viewership monitoring. Around a week ago, they had raised a protest after BARC had refused to heed their plea that it should not report Republic TV’s ratings as it had allegedly resorted to rampant multiple LCN placement on cable TV networks across India.

A spate of appeals, petitions, court hearings followed, the Telecom Regulatory Authority of India cracked down on the errant cable TV platforms and almost every appellant and respondent claimed victory following the court orders and directions.

But finally, hopefully the curtains have been drawn on the messy affair of English news channels, Republic TV, the NBA, TRAI and BARC which suddenly brought them under the spotlight.

According to a report in a legal website, TV Today Network that had asked for reliefs in a case filed by it against Republic TV in Delhi HC, at one stage submitted that if the malpractice was no longer existent then it would not press for the reliefs prayed for in the petition, provided that the respondents state this on record. After the taking the statements of the respondents on record, the petition was dismissed as withdrawn without the court going into the contentions of either the petitioners or respondents.

However, NBA maintained the resolution to the crisis was found with Republic TV committing to the Delhi High court that it will cease resorting to placing itself on multiple LCNs and BARC explaining to the association the process to approach such complaints satisfactorily.

  • India Today gives its POV on Republic TV writ petition

MUMBAI: TV Today which runs a clutch of channels, including the English language news channel India Today, announced that it has withdrawn its petition in the Delhi high court against the Arnab Goswami-led Republic TV.

In a note sent out to the media, the network said that Republic TV had assured the Delhi high court that it does not do multiple placement of its channels in different genres in response to India Today’s writ petition in the capital’s High court naming Republic TV, the ministry of information & broadcasting, TRAI and BARC as respondents a week ago.

Based on that assurance, and the fact that TRAI is investigating channels allegedly doing multiple placements, India Today, says it decided to withdraw its petition.

India Today has further stated in the note that “anything to the contrary suggested by Republic TV is a patent distortion and misrepresentation of the Delhi High Court order.”

  • COMMENT: KNIVES, ARNAB, & THE OLD GUARD OF ENGLISH NEWS

COMMENT: KNIVES, ARNAB, & THE OLD GUARD OF ENGLISH NEWS

MUMBAI: The knives are out. The blades are being flashed around. And those involved in the street fight are drawing blood and bleeding as well. Only difference is that the street fighters are not the ruffian kind, rather they are gents who you watch on the TV screen or dressed up to the T in well pressed suits in boardrooms.

What has got these reasonably well-behaved folks from the English news channel space all het up?

Well, a possible shakeup in the pecking order courtesy a newcomer who likes a round – some say bouts – of fisticuffs – both on air and in the marketplace. Team Republic TV led by editor-owner Arnab Goswami is clear that it wants to own the English new genre – or create a new one combining both Hindi and English – by hook or by crook. After all, all’s fair in love and business isn’t it?

So far he and his CEO Vikas Khanchandani have used tricks which older players have resorted to in the past – multiple LCN distribution on cable TV networks and allegedly pinching content which was recorded when he was in another channel’s employment.

The courts will decide whether Arnab and team are thieves or not; we are not insinuating anything. The Telecom Regulatory Authority of India will clean up the multiple LCN mess by coming down hard on the errant distribution platform owners who have fallen prey to the smell of money – lots of it.

But the affair Republic TV has thrown up a lot of deeper issues which could be thought about.

When all members of a gymkhana or club have agreed upon a code of conduct, and a new entrant does not adhere to it, then should he not be told to fall in line when the infringement is brought to the establishment’s chairperson’s notice? Could the chairperson give the older members a patient hearing and heed what they have to say?

Older players are an aggrieved lot. Yes, they admit that they have been bad boys in the past. But then they have mended their way, signed a truce and decided to follow the straight and narrow path. Should their old behavior be brought up to excuse that of the new entrant?

And when they decide to protest by not coming to the club, should they be further threatened that they will be banned for longer if they do continue with their picketing?

Of course the chairperson is BARC; the policeman/security is TRAI and the members are the NBA. No second guesses for who the new entrant is – Republic TV.

Would BARC have responded the same way had it been the general entertainment channels which would have raised a hue and cry? Remember what happened to TAM!) After all the entertainment broadcasters contribute about four to five times more to BARC’s purse then do the news channels.

Could broadcasting licence issuance by the ministry of information and broadcasting be linked to well-behaved and well-accepted distribution practices? If some one does not adhere to them, could the licence be suspended?

Should news channels be measured alongside entertainment channels? This modus operandi has forced them to resort to entertainment or outshout-and-out-abuse-your-guest kind of programming (read entertainment again) which seems to appeal to TV soap viewers wanting to have big names of society and public life being squashed like flies on TV. Some have called this the dumbing down or bimbo-isation of news television.

Is there a need for a new viewership currency or data points – which are more specific to the news genre – other than what BARC churns out? Could media agencies and brands resort to qualitative checks of content before signing cheques for ads on TV news channels? The most watched read/watched genre of content on the internet begins with a P. Do all major advertisers place their consumer messaging in that environment?

Could distribution platforms have stricter penalties if they fall for green dollars, violating codes set up by regulators? The DTH guys would not dare to go for multiple LCN placement because what they do immediately comes to the public’s and regulator’s eyes – they are accountable for their quality of service. Fear of punishment can be a big deterrent.

From an editorial perspective, questions are being asked as to how far will Arnab go? And then will the other channels show restraint or will they beat the same path? So far, it appears that some of them played follow-the- newcomer on the multiple LCN issue. Of course, they all did a volte face when the policeman/security guard waved around his night stick.

Whatever be the case, it is quite sure that the NBA English news members will kiss and make up with BARC, the TRAI and each other. Sooner then later. (BARC and NBA are scheduled to meet today to pencil out points that will help them resolve the crisis.)

Who knows Arnab may also find some sense in the NBA and its code of conduct and eat his own words and also house his channel under its protective roof? There was a time when another bespectacled news journalist was labelled the villain of TV news; today he is part of the establishment.

After all, they all need each other. This is despite some media blogs and websites which have sketched the industry’s execs as shaking hands while holding a dagger behind each others’ backs.

Industry old timers are betting that ratings released after week 22 will give a true reflection of what’s going on with English news TV viewership. The three to four weeks’ data prior to that is simply something to be kept aside as an aberration as it will continue to show Republic TV as the numero uno. After that it could well go into a free fall and the older players will continue with their leadership position, is their prediction.

Republic TV executives are clucking that this is wishful thinking. Indian viewers have been waiting for the Arnab school of journalism like the Jews did for manna from heaven in the good old Bible, is what they have voiced. And that their channel will continue to top the charts for the foreseeable future.

Only time will tell which prediction turns out be true.

Until then, we will keep channel surfing with hope in our hearts that we will get to watch some real news.

  • “The NBA is a toothless group,” says Republic TV’s Arnab Goswami

MUMBAI: “You are speaking to Arnab Goswami” his voice rose a few decibels as he chose to use a tactic that he has deployed on his TV debate shows time and again – in a bid to intimidate the one asking the question. The fact is that when Arnab is under the spotlight and he does not want to answer, he resorts to every trick in the book – and out of it, to get out of an uncomfortable spot/question.

We are at the Republic TV office in central Mumbai and Arnab has invited you for a tete a tete. When Arnab invites you, you of course go. You expect a juicy quote/s or copy which will jump out of your pages and suck the reader into his soliloquy. Like he does during his debates where he cuts down the powers that be to size, and pumps up others to larger than life.

Before reaching the venue, one wondered if it were going to be a party and the spelling out of Republic TV’s strategy, going forward — it was neither. Did he want to reply to Times Group through the media? Probably, yes. One was promised a one-on-one with the man, but for the second time in 10 days that did not happen; the entire trade journalists pack was in attendance, whom Arnab has chosen to give audience

Despite this, the bespectacled geek-looking-journalist-turned-news celebrity did not disappoint once again.

Arnab’s quick repartee to allegations of copyright theft and violation by Times Now is that Prema Sridevi had recorded the Lalu-Shahabuddin etc. conversations on her private phone during the period of employment with Times Now. His logic is that a reporter can cross over channels smoothly without having to stand scrutiny of copyright violation or unethical behaviour so long s/he is pursuing journalism.

On pointing out that a journalist is a nobody until s/he is associated with an accredited media house, Goswami diverted the topic to lack of courage in the rival channel — Times Now to do stories/expose on the basis of the tapes they had.

“Did Times Now have an arrangement with Lalu or Shahabuddin?,” he asked his voice booming. He claimed he was then under pressure from the Times management to refrain from exposing the neta-gangster nexus.

“My editorial independence was infringed upon (at Times Now),” he claimed while discarding Times Now’s new plans (Mirrow Now), strategies and lack of good stories.

Playing victim to the T. He stated that: “They have sent me a legal notice not to use the name — “Arnab Goswami’s Newshour” on Republic TV — I can show you the papers,” which he did not. He said the group has not paid former Times (now Republic) journalists their pending salaries and provident fund.

“My team is being harassed,” he says.

Arnab said that he was open and willing to have a joint press conference with Vineet Jain, wherein he may be forced to disclose some facts and practices at the Times Group.

On allegations that he resorted to alleged illegal distribution tactics to get the viewership spike for his channel, Arnab informed that Republic TV’s viewership was evenly distributed throughout the country. “It was 40-45-50% throughout the day, and hiked to 60% during prime time,” Goswami said.

Generally appreciative of his incredible team, Goswami especially lauded his distribution executive Priya Mukherjee, who now seems to be set for a significant promotion.

And he was very acerbic about the role that the News Broadcasters Association is playing today. The NBA had written to BARC India not to publish the new channel’s data until it’s cleared of wrongdoing on allegations of multiple feeds (LCNs).

Arnab, however, discounts the importance of the NBA, calling it a “cabal. It’s a toothless body now used for lobbying and run by four or five people,” he exclaimed. (At the time of the press conference he probably had no idea that the English TV news channel members of the NBA had taken a decision to back out of being monitored by BARC; leaving Republic TV as the only Indian English TV news channel being monitored for viewership. So this topic was not broached at all.)

Arnab , who doesn’t even remember applying for membership, says. “I was the one who discussed with Harish Salve the draft of NBA rules and regulations during its formation,” he says.

Refusing to be drawn into a pro-establishment discussion, he said Republic TV was the only media company whose shareholding pattern was in the public domain. Before the media persons could ask any more questions, Goswami left for his on-air session, promising to be back to take questions in between sessions. He did not return.

  • Indian English news channels boycott BARC’s viewership monitoring

MUMBAI: In a coordinated move, the English TV channel news members of the News Broadcasters Association (NBA) have decided to pull out of Indian viewership ratings monitor Broadcast Audience Research Council (BARC). As of 7 pm today – India Today, Times Now, News X, CNN News19, and NDTV 24×7 – have stopped inserting the BARC water mark in their TV signals from their studios.

This follows BARC CEO Partho Dasgupta’s decision to publish Republic TV’s viewership data today despite the NBA urging it to refrain from doing so on account of the members’ belief that it had allegedly resorted to massive multi LCN placement of the channel on various MSOs/DPOs and cable TV networks nationally.

The latest viewership data showed that Republic TV had gone on to capture more than 52 per cent of the viewership.

The five channels have stated that they have written to BARC in the past about the alleged abuse and tampering of its monitoring methodology and have received a standard response which has been almost indifference to their concerns. And the snub by the ratings agency this morning was the last straw, hence they decided to pull out of the watermarking.

Sources state that the five channels would like an assurance from BARC that it will only report the data after Republic TV stops allegedly messing around by placing itself in multiple genres and LCNs.

Additionally, they would like an assurance from the Telecom Regulatory Authority of India (TRAI) that the MSOs and DPOs have totally cleaned up their acts and placed Republic TV only in one genre and LCN.

As the five will not be part of the monitoring from BARC, its next week’s report could end up showing that Republic TV has maximum viewership of the Indian English news genre with international news channels such as BBC, CNN and Al jazeera also picking up. (Updated on 19 May 2017 at 3 pm)

Indiantelevision.com placed a call to the BARC spokesperson but received no response at the time of writing.

Questions that arise from this fracas around the ratings and the news channels boycott: How long will this faceoff continue? Will BARC blink first? What currency will advertisers use to decide on which shows and channels to advertise on in the English news genres? Why does it seem like déjà vu? Did the industry err by backing BARC and pulling the shutters down on TAM’s viewership ratings? Will the TRAI or MIB now step in to ensure that some sanity comes into the news channel business (many dread this)? Or will BARC step back and heed the request of the members of the NBA?
