    MUMBAI: With the resignation of Prasar Bharati CEO Jawhar Sircar, the punters are betting on who is going to come in as his replacement. Among the names being talked about is the former I&B secretary Sunil Arora. He currently serves as an advisor to Prasar Bharati, a post he was given in August after retiring from the MIB.

    Arora is a 1980-batch IAS officer of the Rajasthan cadre. Sources indicate that Arora’s candidature as Prasar Bharati CEO has been recommended by the former information and broadcasting minister Arun Jaitely.

    However, observers don’t expect Arora’s candidature to be a shoo-in. Reason: it is not clear who the current I&B minister Venkaiah Naidu will back. “For all you know, he might want somebody from his state of Andhra Pradesh,” says a Prasar Bharati source. “Finally, the PM will decide.”

    Sircar submitted his resignation on 4 October, and has sought to be relieved by 4 November 2016 after which he will return to Kolkata.

    Union Budget 2015-16: Govt proposes film production & gaming centre in AP

    KOLKATA: For the North Eastern states, a centre for film production, animation and gaming will be set up in Arunachal Pradesh said Indian Finance Minister Arun Jaitley, while presenting the Union Budget 2015 in Lok Sabha on Saturday.

     

    The proposal by the Minister has been given a thumbs up by the industry players as they feel that Arunachal Pradesh should get promoted. “It is an encouraging step, no doubt about it,” said a media executive.

     

    The blueprint might state in details all plans of the government for the film production, animation and gaming centre.

     

    The government is also likely to launch a National Skills Mission through the Skill Development and Entrepreneurship Ministry. Jaitley said that the Mission will consolidate skill initiatives spread across several ministries. It will allow the government to standardize procedures and outcomes across 31 Sector Skill Councils, he added.

     

    “India is one of the youngest nations in the world with more than 54 per cent of the total population below 25 years of age. Yet today less than five per cent of our potential workforce gets formal skill training to be employable and stay employable,” said Jaitley.

     

    An Apprenticeship Training Institute for Women will be set in Haryana and Uttarakhand during the year 2015-16.

     

    To enable all poor and middle class students to pursue higher education of their choice without any constraints of funds, a fully IT based Student Financial Aid Authority is proposed to be set up during the year 2015-16.

     

    It will administer and monitor scholarships as well as Educational Loan Schemes, through the Pradhan Mantri Vidya Lakshmi Karyakaram to ensure that no student misses out on higher education for lack of funds.

     

    Jaitley announced that the government will launch all India Institute of Medical Sciences (AIIMS) in Jammu & Kashmir, Punjab, Tamil Nadu, Himachal Pradesh and Assam in the fiscal year 2015-16.

     

    Similarly, to augment Medical Sciences in Bihar, another “AIIMS like” institute is proposed to be set in the state.

     

    In his Budget Speech, the Finance Minister also proposed to set up an IIT in Karnataka and upgrade Indian School of Mines, Dhanbad into a full-fledged IIT.

    MUMBAI: Ahead of this year’s Union budget, the Direct-To-Home (DTH) Operators’ Association of India has sent its wish list to the Ministry of Information and Broadcasting (MIB) asking for infrastructure status to be granted to the sector, amongst other demands.

     

    Speaking about the details mentioned in the letter, DTH Operators’ Association president and Dish TV CEO RC Venkateish spelled out the top demands. “One, we have asked for the service tax for DTH services to be put in the negative list of service tax. We have also asked for reduction of withholding tax on satellite from 25 per cent to 10 per cent. Thirdly the sector has demanded for infrastructure status for the DTH sector. Fourth, the letter mentions that license fee needs to be brought down from 10 per cent to eight percent adjusted GR. Finally, we also asked for content cost to be passed through by effectively asking to bring it down to six per cent on GR,” he said.

     

    The letter also seeks lowering of duties on digitals set top boxes (STB). The previous ministry under the UPA government had suggested scaling down the license fee from 10 per cent to six per cent. “While the previous government didn’t take any action, we hope the new government will definitely will,” Venkateish concluded.

    MUMBAI: Reacting to the statement that the Information and Broadcasting minister Arun Jaitley was not in favour of the 12 minute ad cap for television channels, Zeel MD and CEO Punit Goenka has said that though he was happy with the views of the minister, his company Zee will continue to follow the ad cap.
     
     
    Speaking to Indiantelevision.com, Goenka said, “It is a good move for news and music channels but Zee will continue to follow the ad cap.”
     
     
    “The ministry comes up with such statements and many fall for the trap,” he added.
     
     
    On the current inventory system for news and niche channels, Goenka believes that if ad cap is not followed, the channels will continue to work on minimalistic rates.
     
     
    It may be recalled that Jaitley had said that while the government was not inclined to interfere in the content or the business of media entities, he was not in favour of a cap on advertising for TV or print media. He said that essentially, ad cap conflicts with fundamental rights.
     
     
    The ad cap law brought in by the Telecom Regulatory Authority of India (TRAI) has been legally challenged and the matter is pending in court. As was reported earlier by Indiantelevision.com, the Delhi High Court today adjourned the petition by the News Broadcasters Association (NBA) and others challenging the advertising cap of 12 minutes per hour sought to be imposed by the government to 24 March.

    Censor Board members who quit are “rebels without a cause”: Arun Jaitely

    MUMBAI: The theatrics between the government and Central Board of Film Certification (CBFC) continues. After the resignation of CBFC chief Leela Samson and thirteen other board members, Minister of Finance, Minister of Corporate Affairs and Minister of Information and Broadcasting Arun Jaitely has now called all of them ‘Rebels Without A Cause.’

     

    In a note put up on social media, Jaitely acknowledged that the chairperson of the Censor Board – Samson – sent her resignation to the Government as have some other members, alleging interference by the Government and corruption in the Board.

     

    “Along with my colleague Shri Rajyavardhan Singh Rathore, I look after the Ministry of Information & Broadcasting. At no point either of us have communicated with any Member of the Censor Board or desired that any bureaucrat to do the same. I have not met or spoken to any Member of the Censor Board nor authorised anyone to do the same. It is the UPA appointed Central Censor Board, which has since continued. If there is any corruption, the UPA appointees have themselves to blame. I only wished that the fact of corruption had been communicated even once by the Chairperson of the Censor Board to me. The non-functional Chairperson never did so. The charge that meetings of the Censor Board are not being held is a self condemnation. The meetings are to be convened not by the Minister or the Secretary but by the Chairperson. If the meetings are not being convened, it is for those responsible for non-functioning who must blame themselves. I have checked up from officials of the Ministry who informed that the funds for the Censor Board have been returned to the Ministry as unspent by the Board,” Jaitely lashed out in this no-holds-barred note.

     

    He further went on to say that the legal regime with regard to the functioning of the Censor Board is clear. “It is the Censor Board alone which decides issues within its jurisdiction. The aggrieved producer has a right to move to the Appeal Tribunal. The Congress Party has politicised even membership of the Appeal Tribunal. We have restored its dignity by appointing a former judge of high credibility as Chairperson. If an Appeal Tribunal disagrees with the Board, it is a part of the due process of law and not an onslaught on Board’s autonomy. Can a subordinate judicial authority ever cry foul if its decision upset by an appellate authority? The NDA Government maintains arms length distance in all matters relating to film certification,” he wrote.

     

    Lashing out at the UPA Government, Jaitely said that the UPA had politicised the Censor Board. “In 2004 they dismissed the existing Censor Board headed by an eminent film actor Anupam Kher merely on the ground that he was appointed by the earlier Government. We did not wish to do that. It is regrettable that the UPA appointees have decided to politicise routine issues,” he said.

     

    As was reported earlier by Indiatelevision.com, the controversy arose over the film ‘Messenger of God’ (MSG), made by and starring Dera Saccha Sauda head Gurmeet Ram Rahim Singh.

    NEW DELHI: Manufacturers of Digital Addressable System set top boxes today assured the Information and Broadcasting Ministry that they had the adequate quantity of boxes needed and it was now up to local cable operators to place orders for them.

     

    This assurance was given at a meeting chaired by I& B Secretary Bimal Julka at the initiative of the Ministry.

     

    Ministry sources told indiantelevision.com that the manufacturers generally thanked the government for its proactive role in the matter of DAS.

     

    The Ministry was assured that the manufacturers will be able to meet the demand of 110 million boxes needed for the final two phases of cable television digitisation.

     

    The manufacturers appreciated the efforts of the government for resolving their long pending demand of C-form. They said they have sufficient installed capacity to meet the full demands of STBs locally and said the measures taken by the government would help the indigenous manufacturing industry to give employment to about 50,000 people and would attract an investment of about Rs 500 crore. It would generate local support facility for repair of STBs and would also help in smooth implementation of digitization initiative in the country.

     

    The Finance Ministry had on 13 August extended the facility of Form ‘C’ under section 8(3) (b) of Central Sales Tax Act 1956 to Set Top Boxes thus fulfilling the major demand of the domestic STB manufacturers. Domestic STB manufacturers would charge CST @ 2 per cent against VAT of 12-14 per cent being paid earlier.

     

    Meanwhile, both I&B Minister Arun Jaitley and Minister of State Col. Rajyavardhan Singh Rathore have in their meetings with senior officials said that DAS has to be given the uppermost priority.

     

    It is learnt that the meeting of the Consultative Committee of members of Parliament of the I&B Ministry slated for tomorrow will also take up the issue of DAS of cable television networks.

     

    The Phase-III of digitization oe completed by December 2015 would cover all other urban areas (Municipal Corporations/ Municipalities) which were not covered in first two phases. Phase-IV to be completed by December 2016 would cover the rest of India.

    Shocked by the retrograde budget proposal, says Indian Beverage Association

    MUMBAI: Taking a cue from Health Minister Dr Harsh Vardhan, who has been pushing for higher tax on tobacco products, the Finance Minister Arun Jaitley took a step further from not only increasing excise duty on tobacco, but targeted the aerated drinks as well.

     

    With an eye oncreating a healthier India, the FM has taxed aerated drinks containing sugar, while exempting fruit juices and other aerated drinks like soda.

     

    “I also propose to levy an additional excise duty at 5 per cent on aerated waters containing added sugar. These are healthy measures and I hope everyone would welcome them from the point of view of human and fiscal health,” Jaitley said in his speech.

     

    However, the move hasn’t gone down well with the industry.

     

    On the hike,  an Indian Beverage Association (IBA) spokesperson says, “We are extremely shocked by the retrograde budget proposal of a 5 per cent hike in excise duty on aerated drinks with added sugar.”

     

    The players point out that the soft drinks industry is already one of the highest taxed categories in the country. The combined impact of CENVAT and state VAT rates reaches 34 per cent in eight states in the country. “Coming on top of the current 12 per cent rate, the additional 5 per cent duty increase will be tantamount to a 40 per cent increase in the central excise duty which would hit the industry hard and cause a major slowdown at a time when demand growth for the industry has been sluggish,” elaborates the spokesperson.  

     

    The IBA rebuts the increase by saying that the carbonated soft drinks (CSD)  industry is a key segment of the food processing sector in India. It is a significant user of agri products and, with its high labour intensity, contributes significantly to agricultural growth and employment. With a ratio of direct to indirect employment of 1:4, similar to that of the software industry, the industry’s developmental impact is not adequately appreciated. Currently, it employs over 300,000 people, and if there is a conducive environment for growth the industry has the potential to grow at double digit rates and can contribute more than a million additional jobs over the next decade.  

     

    “It must also be understood that in a country where options of safe, convenient and hygienic beverages are rather limited, CSDs play a very important role in meeting the hydration needs of people. With this hike in excise duty, the industry will have no option but to increase the price of its products. An increase in price will also fuel the growth of beverage options from the spurious and unorganised sector which, on the one hand, pose significant risk to public health and on the other, will take away tax revenue from the government,” adds the spokesperson.

     

    Parle Agro CMO and JMD Nadia Chauhan says, “In the wake of current hike, we will be evaluating our cost efficiencies for Cafe Cuba, whilst closely observing the change in dynamics of the CSD market. Our immediate focus is to work out a strategic approach that works best in serving consumer interest as well as maintaining the organisation’s operational cost. Whether we will be adjusting our price points, reworking volumes or fine-tuning marketing expenses is a key decision that will be taken basis analysis of all the key factors that determine our pricing strategy.”

     

    As per a report by Euromonitor International, soft drinks off-trade value sales continued to record further growth in 2013 in India. The year also recorded many new launches in flavours across categories including juices, powder concentrates, and carbonates. Leading companies such as Coca-Cola India and PepsiCo India introduced various new flavours across the year. Smaller domestic companies including Hector Beverages and Pioma Industries also followed the suit.

     

    The IBA has urged the government to reverse this hike as it will retard the progress of an industry which can have a significant positive impact on India’s development, particularly in the changed governance scenario in the country.

    NEW DELHI: Budget 2014 has come up with an extensive plan to bridge the digital divide in India. Finance Minister Arun Jaitley has proposed a national rural internet and technology mission for which Rs 500 crore has been set aside.

     

    ‘Digital India’ has been initiated to provide broadband connectivity and other IT facilities at village level. Also proposed is a national rural internet and technology mission for services in villages and schools, training in IT skills and E-Kranti for government service delivery and governance scheme.

     

    ‘Digital India’ will aim to bridge the divide between the digital ‘haves’ and ‘have-nots’. This would ensure broadband connectivity at village level, improved access to services through IT enabled platforms, greater transparency in government processes and increased indigenous production of IT hardware and software for exports and improved domestic availability. Special focus will be given on supporting software product startups.

    Govt allocates Rs 100 crore to promote community radio

    NEW DELHI: The Government today announced a new scheme to promote community radio with an allocation of Rs 100 crore.

     

    This will support about 600 new and existing community radio stations, Finance Minister Arun Jaitley said while presenting his budget for 2014-15.

     

    He said that 400 permissions for setting up of a community radio stations had been issued so far.

     

    The Government had recently announced a scheme for grants to those who come up with innovations in development of community radio and has also instituted annual awards in various categories for community radio stations.

     

    “Budgetary allocations for promoting community radio are also welcome, though the sector policies needs re-visiting to ensure the viability of these stations on a long-term basis,” concluded PricewaterhouseCoopers leader- entertainment & media practice India Smita Jha
