  • Content code draft submitted to NBA

NEW DELHI: The News Broadcasters Association (NBA) has received the draft code of conduct from the member who had been entrusted with the job, and are going to take legal counsel on the issue soon, sources said.

Times Now editor-in-chief Arnab Goswami sent the draft code to the NBA yesterday, and after the process of legal opinion taking is over, the draft would be sent to all the members of the association for their study and a discussion to finalise the Code some time later, and there has been no deadline fixed for that so far.

Sources however said that the NBA would not push the deadline too far, as it is keen to submit the code to the I&B ministry.

The real problem is getting most of the other channels not based in Delhi or Mumbai to give their inputs, as the NBA leadership would like to broaden the base of the organisation as well as support for the draft code of content, so that the government is not able to dismiss it as the will of a handful of journalists.

“There is need to make this a national consensus, and hopefully we shall be able to do that, as we are keen on this,” a source in the news TV industry told Indiantelevision.com.

The code is a response to the ministry wanting to foist a code of conduct on the news channels, which the latter have slammed as an infringement of the right to freedom of speech and expression.

In fact, the government had promised to redraft the original code it had issued for consultation, and said it would keep a minimalist approach.

Despite that, in a meeting with the minister last month, the news broadcasters had refused to have anything to do with a government created code.

The key aspects of the code drafted by the NBA – though no details are being divulged about the actual content – are sting operations, privacy, decency and measures to be taken against an errant channel.

Issues as to how far is too far, and what to do with a situation like the one in which a news channel repeatedly aired the footage of a former film starlet bathing in the nude inside a jail bathroom, will be central to the concerns of the NBA code, as it had told the government that the industry was mature enough, just a few days before this scene was aired on TV.

“We have the concerns of the government relating to cultural values in mind, as the government is as Indian as we are and share the same values, but we want only self-governance, not government gagging of the media,” a senior editor told Indiantelevision.com.

Meanwhile the entire issue of Broadcast Bill and hence the government drafted code has been put on the back burner, seemingly for an indefinite time, as the PMO does not want the media upset to the extent it had become, especially with some critical elections coming round the corner.

  • NT editors discuss Content; draft Code in week’s time

NEW DELHI: The Editors of news TV channels based in Delhi met to discuss the issue of Code of Conduct and have charted 10 areas of concern.

Based on these 10 points, Times Now editor Arnab Goswami will develop a draft code within the next week, sources have revealed to indiantelevision.com.

Expectedly, the primary issue would be privacy and sting operations, which would be broken down into further sub-categories of violence, superstition, sleaze, showing of cadavers, explicit sexuality and cruelty, etc, along with the rather amorphous issue of impartiality.

But who would decide the parameters of impartiality? Sources said that Goswami would first develop the draft and these finer issues would then be discussed after the draft is circulated among all channels.

The meeting included Shazi Zaman (Star), Rajdeep Sardesai (CNN IBN), Pankaj Pachauri (NDTV), Arnab Goswami (Times Now), Ashutosh (IBN 7), NQ Naqvi (Aaj Tak), Satish K Singh (Zee News) and Annie Joseph, secretary general of the News Broadcasters Association.

Interestingly, India TV was not present, though the sources said that they had asked to be included in any committee that works on this. “They have said they would like to be part of the process because their content has come in for sharp criticism, so they will be with us.”

(It may be recalled that during the NT Summit organised by Indiantelevision.com in Delhi in July, India TV had been hugely criticised by both NDTV and CNN IBN for showing what they termed ‘entertainment, not news’, for showing superstitious and violent footage.)

The meeting, held on Monday, also discussed the issue of broad-basing the process.

“We need credibility, because tomorrow the government might say that this is a grouping of a handful of Delhi editors, so we are looking into how to bring all the channels across the country into the loop,” a senior official told indiantelevision.com.

The official said also that the Code could be made effective only if this inclusive process is complete.

There were discussions on how to create an agency and develop a mechanism for the implementation of the Code, and issues of penalties for violation.

“Without an agency mechanism in place, there cannot be implementation, so we need these, but these are issue which would be looked into once the draft is sent around and discussed,” the sources added.

That draft would be prepared in consultation with a legal expert, it was revealed.

How would the Code be made binding? That has not been discussed yet, the sources said.

However, another issue discussed was whether the implementing agency would have in it just journalists or some eminent persons too, to give it greater credibility.

It is possible that an ombudsman kind of agency on the lines of the Advertising Agencies Council of India is developed.

“The ASCI is a good model for us to follow,” the sources said.

Times Now tweaks its look, launches four news based shows

MUMBAI:Times Now is giving a double boost to news on television by launching four new daily news based shows. The new shows; News Now Morning, Business Buzz, Live Report and The Game conform to the new look the 24-hour English general news channel has donned.

With the introduction of four new shows, the channel has evolved a new look and feel by providing more visual space. The channel, which presently runs three tickers, will reduce it to two with the revamp. The channel will showcase its anchors in a white-line bordered frame. According to Times Now CEO Sunil Lulla, “The four new shows add to the quality of information our viewers need.”

Starting 17 July, the channel has kicked off the day with a new morning breakfast show — News Now Morning. Lulla says that for a Times Now viewer, the morning news bulletin, which will be aired at 6 am, is the best way of getting ready to face the new day.

The channel maintains its agenda is to keep redefining the concept of news for their urbanite target audience. Business Buzz, which will air from 9:30 am to 12 noon and again from 3 pm to 4 pm, is aimed at giving viewers a complete picture of the day’s business news and markets. The channel will also leverage content from sister print publication and leading financial paper The Economic Times as well the global news service Reuters.

At 12 noon there is Live Report, where the channel will go live for half an hour to the story of the moment. The show’s tagline is pure news at noon.

At 7:30 pm is The Game, which as the name implies is primarily for sports fans. The Game will have cricket journalists Faisal Sharif and Dinesh Chopra pitching to provide inside stories and scoops on the country’s most popular sport.

Talking about the programming of the new shows, Times Now editor-in-chief Arnab Goswami says, “The new look and the new shows will make us pacier and even more newsy. We’ve already been acknowledged as number one in coverage of big stories. Now, we’ll also have the widest range of shows aimed at just one purpose, putting out much more news on our channel and broadcasting the news with energy and conviction, since the viewers are tired of bland or preachy news channels.”

Concludes Lulla, “In the coming weeks, the channel is likely to launch a brand campaign and we will continue to sharpen the channel as we go long.”
