  • FreeDish’s May auction a damp squib with no bidder in sight

    NEW DELHI: For the second time this year, Doordarshan could not hold its scheduled e-auction for FreeDish on 25 May 2017 because it had no bidder.

    Even as the public service broadcaster was prepared to set a record by holding a second e-auction in May, this turned out to be damper. The earlier e-auction which had been called off was on 11 April 2017.

    Although there was no official confirmation, indiantelevision.com learnt from DD sources that the auction could not be held because there was no applicant.

    In many ways, this is a repetition for the pubcaster in the sense that the e-auctions for the primary channels of DD National were postponed twice last year. A DD official refused to comment on whether this was because of the sharp increase in the reserve price.

    However, FreeDish bagged three new general entertainment channels in the 34th e-auction earlier this month.

    The e-auction was confined to only non-news and current affairs channels with a reserve price of Rs 80 million as in the e-auction held on 9 May when Sony Wah, Zee Anmol Cinema, and 9X Jalwa successfully bid to come on the platform.

    The Indian Parliament was informed earlier last month that Doordarshan’s DTH platform was soon getting approval to increase this capacity to 250 channels over the next two years.

    After final trials of MPEG4 and the success of the 32nd auction in February, the reserve price had been raised to Rs 80 million from Rs 48 million per slot.

    DD had also upped its payment structure. The participation amount (EMD) in the e-Auction was Rs.28 million – up from Rs 15 million along with processing fee of Rs.25,000 (non-refundable, up from Rs 10,000).

    Even the payment structure for successful bidders had been made stricter. The first installment of 25 per cent of the bid price with the applicable service tax had to be paid within one month from date of placement of channel. The second installment of 25 per cent of the total bid price along with the applicable service tax had to be paid within four months of placement of channel.

    The third installment of remaining amount after adjusting the participation fee and previous installments but adding the applicable service tax was to be deposited within seven months of placement of channel.

    If any of the installments is not paid in time, a penal interest of 14.5 per cent per annum will be levied. And if there is failure in depositing an installment for two months, the deposited participation amount along with any installment paid will be forfeited and the channel discontinued after a 21-day discontinuation notice.

    Although Free Dish will remain free-to-air with no monthly or periodic fee, the viewers will be required to register with DD FreeDish on getting the new STB from Doordarshan authorized STB dealers.

    FreeDish was launched with a modest bouquet of 33 channels in December 2004, and now carries eighty TV channels and 32 radio channels. This includes 22 Doordarshan channels and two parliamentary channels, seven general entertainment channels, 18 movie channels, 13 news channels, seven music channels, three religious channels and eight channels of other genres. The All-India Radio stations also piggy-back on the platform.

  • DD committed to truthful information & wholesome entertainment: Naidu

    NEW DELHI: Information and Broadcasting Minister M Venkaiah Naidu today said the Government planned to enhance the reach of Doordarshan FreeDish by distributing Free DD direct-to-home boxes in remote and interior areas of the country through State Governments, especially in the LWE impacted areas.

    He said the Ministry would be giving 10,000 DTH boxes to Chattisgarh for distribution in the LWE areas.

    He claimed that DD FreeDish was the largest free DTH Service available to the people in the country and reached more than 22 million homes.

    Stressing that Doordarshan was committed to truthful information and wholesome entertainment, Naidu was speaking at the release of 14 Short Films produced by DD showcasing the success stories under the various Flagship Schemes of the Government which had positively impacted people’s lives and had brought a transformational change in the country.

    Prasar Bharati Chairman Surya Prakash and DD Director General Suprya Sahu were also present.

    He said the films had successfully portrayed the underlying development narrative through testimonials from the beneficiaries at the field level all across the country.

    Naidu said these films would be showcased on all Doordarshan channels in Hindi and all other Indian languages with the purpose to motivate and inspire others also to use the benefits under various Flagship Schemes of the Government. Such films would also be used by all other Media units of this Ministry to enhance outreach across media platforms.

  • Mann ki Baat gains popularity among NRIs, CMs to emulate idea

    NEW DELHI: Even as the 32nd instalment of ‘Mann Ki Baat’ by Prime Minister Narendra Modi is slated for next Sunday, it is being emulated soon by some Chief Ministers who are commencing similar broadcasts.

    The broadcast on 28 May at 11.00 a.m. over the entire network of All India Radio will be carried by all AIR stations, all AIR FM channels (FM Gold and FM Rainbow), local radio stations, Vividh Bharati Stations, five community radio stations and also Doordarshan’s primkary channels – DD National, DD News, DD Kisan, and DD Bharati.

    The monthly broadcast has become immensely popular in every nook and corner of the country and is also very popularly among listeners in foreign countries who receive Indian TV channels or get it through the mobile app.

    The regional versions of the ‘Mann Ki Baat’ will be originated by the capital AIR stations in non- Hindi speaking zones at 20 hours on the same day. The regional versions shall be relayed by all AIR stations including local radio stations in the respective states.

    Gujarat is expected to set up around 48,000 booths to listen to the broadcast this month.

    The unique aspect of this important broadcast is that it is visually adapted by Doordarshan and other private TV and news channels in India and broadcast simultaneously. Similarly, radio in private sector patches AIR. All DTH operators also carry it.

    It is also live streamed for global audience and is accessible through mobile app, ALL INDIA RADIO LIVE.

    ‘Mann Ki Baat’ — being aired to about 150 countries — has evoked a “huge response” from people of Indian-origin living abroad.

    AIR External Services Division Director Amlanjyoti Mazumdar said the address, telecast live in Hindi, is also broadcast in a translated version in English. Excerpts of the speech are aired in various other languages, including Russian, French, Urdu and Chinese. “We reach out to listeners in 150 countries through our radio broadcast in Hindi and general overseas service (English),” he added.

    Jharkhand Chief Minister Raghubar Das has said he is launching a monthly CM Ki Baat, and has already discussed this with Information and Broadcasting Minister M Venkaiah Naidu.

    The state government is expected to enter into a memorandum of understanding with AIR and Doordarshan in this regard.

  • Jharkhand to get DD channel, DD Bihar to show Ranchi feed till then

    NEW DELHI: A separate 24×7 Doordarshan channel is being launched shortly for Jharkhand, the information & broadcasting minister M Venkaiah Naidu has said.

    The Government is putting up a vision document for the Jharkhand channel for the people of the state and the proposal was included in the three years Action Plan of DD.

    However till the launch of the channel, DD Ranchi programmes would be telecast on DD Bihar. Jharkhand related programmes would be provided a special window in already available 24×7 satellite channel — DD Bihar.

    The Minister was speaking at a review meeting of the programs & initiatives of Ministry held at Ranchi, Jharkhand today. Jharkhand Chief Minister Raghubar Das was also present during the review meeting.

    While giving an overview of issues discussed during the review meeting, Naidu said the Jharkhand Government has been requested to provide a dedicated power supply through separate feeders to All India Radio & Doordarshan Stations in the state. He mentioned that action was being taken to cover all shadow areas of Koderma region by December 2018, to ensure 100% coverage of all geographic regions in the state by DD & AIR.

    Naidu also complimented the state government for receiving the Special Mention Award in the Most Film Friendly State Award category at the 64th National Film Awards. He said that such appreciation would encourage state government to establish the profile of the state as the best filming destination.

  • DD may seek mythological serial producers at ‘premium,’ plan to revive epic dramas under way

    MUMBAI: With the direction of the ministry of information and broadcasting ministry for concentrating on quality programmes as reconfirmed by the union minister Venkaiah Naidu in Chennai, Prasar Bharati seems to have fastened its belt.

    Pubcaster Doordarshan, with the aim increasing its TRPs (television rating points), has decided to telecast golden oldies — Mahabharat and Ramayan kind of mega serials. These mega-serials were not telecast in the past several years.

    By airing mega serials based on Indian mythology, Prasar Bharati hopes that Doordarshan will gain significant revenue as there is a ready market for such serials which had been money-spinners for Doordarshan. Although a number of private television channels had been trying to follow the Doordarshan formula of telecasting serials based on Indian mythology, they had been unable to generate the kind of following that the pubcaster had had.

    The national broadcaster may to seek proposals for production of serials based on “Indian mythological” themes, sources said. The Prasar Bharati board meanwhile is planning to increase the commissioning fees of serials. Because, sources said, under the prevailing rates, attracting big production houses for developing content for mega serials is remote.

    Owing to the tremendous popularity of the mega serials on Doordarshan, a number of actors such as Arvind Trivedi, Deepika Chikliya and Nitish Bharadwaj were voted to power by the electorate.

  • Chennai DD upgrade under way, Rs 15-cr HD studio to be operational in ’17-18

    MUMBAI: The Central government is planning to establish an HD TV studio in Chennai at a cost of Rs 15 crore which will be commissioned in 2017-18, union minister Venkaiah Naidu has said. About upgrading facilities at Doordarshan Kendra in Chennai, Naidu said 245 studio high-definition cameras and 254 field cameras had been procured for beefing up the infrastructure.

    The information and broadcasting minister reviewed the performance of the Doordarshan Kendra and All India Radio in Chennai. Referring to increase in community radio subsidy to 75% across India as reported by www.indiantelevision.com in December 2016, he said NGOs and universities would be encouraged to set up community radios and they also could receive subsidy.

    Community radio was an empowering as well as useful tool to cater to the people in local dialect, he said, adding such radio broadcasts were of “immediate” relevance to the community.

    About enhancing the services of public broadcasters at par with private ones, Naidu said he had directed officials to produce quality programmes to compete with private FM channels.

    Public broadcasting was an essential service and, owing to that, the prime minister Narendra Modi chose AIR and Doordarshan for his ‘Mann ki baat programme’, he said.

    MUMBAI: Minister for Information & Broadcasting M Venkaiah Naidu has said the Government’s initiatives like Make in India, Skill India and Digital India campaigns were clearly positive signals for new transformation including GST which would prove to be a game-changer for Indian Media and Entertainment sector, especially the Broadcasting sector. The Minister stated this while inaugurating the Two Day seminar organized by Telecom Authority of India on the occasion of completing two decades here today.

    Elaborating further, Naidu mentioned that the broadcasting sector in the country was at the threshold of entering into new era of digital broadcasting, which would open lots of opportunities to use latest technological innovations to not only enhance reach but also enhance the quality of the reach. The revival of radio, the digitisation of cable and the free to air DTH audience growth point to the latent demand for broadcasting in the Indian market at a time when broadcasting in advanced markets in the west is losing out significant space to digital on-demand media platforms. The push towards Digital Terrestrial Television (DTT) thus comes at a critical juncture as Doordarshan, the public broadcaster in India looks to expand its DTT footprint from the current 16 cities to another 44. The Minister acknowledged and appreciated TRAI’s recent recommendation on time bound implementation of DTT in India.

    The Minister stated that the government was committed to provide an enabling environment through various policies for the further growth of the Media and Entertainment sector. The Digital India campaign along with the Make in India campaign would strengthen the industries such as video streaming, online music services and gaming in India taking advantage of the increased internet penetration. The Minister also mentioned that indigenous manufacturing of various digital broadcasting equipment had taken roots under the initiative of Make in India and that. He urged all the stake holders to encourage and promote indigenous development of equipments in the country.

    Naidu stated that the gap between the premium Direct To Home (DTH) market and the low quality cable market, lay an opportunity that was currently being tapped by the free to air (FTA) DTH platforms like Doordarshan’s FreeDish. With transparent online auctions allowing for market based discovery of the value of these free to air channels, there was an audience revolution of sorts with rural audiences getting on the FTA DTH bandwagon and contributing for enhanced number of entertainment channels.

    Speaking on the role of the Telecom Regulatory Authority of India, the Minister said that the transition to Digital Broadcasting had posed several challenges and the role of TRAI was extremely crucial in this regard for overcoming any hurdles that may put the transition to newer technologies on a slow path. Naidu congratulated TRAI for completing two decades of regulatory services to the nation, which had contributed immensely to the growth of Telecom and Broadcasting sectors while keeping consumer protection in mind.

  • DD ex-presenter Pandey honoured in presence of minister & ex-Prez

    NEW DELHI: Former Doordarshan and All-India Radio news reader and presenter Rama Pandey was conferred with the Vishwa Vageshwari Samman for her immense contribution to the arts in an event in Pune.

    Given by the Vishwa Hindi Sahitya Parishad, the award was given in the presence of spiritual Guru Shri Shri Ravishankar, former president of India Pratibha Devisingh Patil and the state parliamentary affairs minister Girish Bapat, among others.

    A multi- dimensional woman of calibre, Pandey has also served as a journalist with BBC Hindi, Voice of America, CBC Canada and Radio Netherland TV Centre Holland.

    Besides this, she has also acted in films, has written, directed and produced many TV soaps. She has been constantly working to help promote the Indian culture not only in India but also abroad. Her TV show Jaane Apna Desh is specifically about India’s forgotten heritage.

    Pandey said she was using her experience in theatre, television and films to preserve the traditional arts. “I have recently started a foundation called Rama Theatre Natya Vidya (RATNAV) to protect the oral and folk art traditions of India. The idea is to give unconditional service to bring the folk artists involved in traditional oral arts before vast audiences,” she added.

    The Vishwa Vageshwari Samman is bestowed every year in recognition of the service in the field of art, literature, social service, journalism, education, health and cultural heritage.

    Born and brought up in Jaipur, Rama started her career as a child artiste. She has played the role of lead actress in many popular plays like Shatranj Ke Mohre, Ashar Ka Ek Din, Bhumija, Kanchanrang, Jasma Odan and Shuturmurg etc. She has written, produced and directed many documentaries, telefilms and TV shows for Doordarshan and various Central and State ministries, PSUs, universities and other organizations. She has written books on women and children.

    “Begum Bano Aur Khatoon”, “Faisle” and “Suno Kahani” are her popular books. She has won many national and international awards for her contribution in the field of theatre and television.

  • Sam Pitroda report on Prasar Bharati revamp caught in legal wrangles

    NEW DELHI: Not only has minimal action been taken on the Sam Pitroda Committee report of February 2014 to revitalise Prasar Bharati, the Department of Expenditure has expressed its inability to undertake the work of man power audit despite assurances in reply to several questions in the Parliament.

    Little or no action on manpower audit

    A Parliamentary Committee has now recommended that the terms for reference for conduct of manpower audit be worked out and the manpower audit which is critical to both All India Radio and Doordarshan completed within the current financial year 2017-18 as assured to the Committee.

    The Parliamentary Standing Committee on Information Technology which also examines issues relating to Information and Broadcasting Ministry has noted that the Ministry had asked Prasar Bharati to prepare an action plan on the 26 recommendations of the Sam Pitroda Committee.

    The Parliamentary Committee has expressed concern that ‘there is no progress in the  on the issue of man power audit’.

    When Prasar Bharati was suggested to explore the feasibility of manpower audit through some reputed public/private agencies, the Internal Finance Division advised for pre-determination of terms of reference for conduct of manpower audit before inviting quotations from reputed audit organization.

    But the Committee noted that Prasar Bharati was yet to take a decision in the matter.

    “The Committee need not emphasise that manpower related issues have time and again affected the efficiency and performance of the organization. Prasar Bharati in order to achieve its vision and compete with private broadcasters needs to attract, retain and develop talent in the organization. It needs to respond to changing market conditions and make an assessment of its manpower requirement to overcome the competency gaps”, the Committee said.

    Transfer of AIR, DD assets to Prasar Bharati held up by legal wrangles

    Furthermore, Prasar Bharati has not provided complete inventorisation of assets with regard to the recommendation of transfer of assets. The Parliamentary Committee noted that the Ministry had advised Prasar Bharati to complete inventorisation of assets.

    The Ministry has recommended that the Law Ministry propose to issue notification whereby all the movable assets of AIR/DD may be transferred to Prasar Bharati on lease basis/non-alienable basis and all movable assets are so transferred without any restriction on availability or disposal.

    The Law Ministry’s Legislative Department has suggested that properties vested with the Central Government already stands transferred to Prasar Bharati with the commencement of the Prasar Bharati Act 1997 and there is no enabling provision to issue a notification for transfer of properties and assets which will dilute the provision of the Act.

    However, the Central Government may determine the terms and conditions of transfer of properties and assets which can be set by issue of an executive order.

    The Ministry has informed that the terms and conditions of transfer of properties and assets are being finalized in consultation with Department of Legal Affairs.

    The Committee is of the view that once Prasar Bharati owns its assets, it can go for selective monetisation of idle assets and generate much needed revenue. The Committee has recommended to the I and B Ministry to complete the exercise in a time bound manner and apprise them of the progress in the matter.

     

  • Govt denies cartelisation in Prasar Bharati, 724 complaints against MIB in ’16

    NEW DELHI: Even as corruption complaints against government departments rose by a whopping 67 per cent in 2016 over the previous year, the Government has denied any case of cartelisation in the tendering process of Prasar Bharati including All India Radio and Doordarshan.

    DD recently floated tenders for DD Kashir and Arun Prabha, apart from tenders for Indian Conditional Access system for its DTH platform FreeDish.

    Corruption complaints rose by 67 per cent, the Central Vigilance Commission (CVC) has stated in its annual report tabled in the Parliament recently. The CVC noted that a total of 724 complaints were registered against the information and broadcasting ministry in 2016.

    The information and broadcasting minister M Venkaiah Naidu, however, told the Parliament that Prasar Bharati, including Doordarshan, is adopting a fair and transparent system for the tendering process.

    Naidu added that Prasar Bharati had informed the MIB that it was following the rules and  procedures based on the Government guidelines including General Financial Rules (GFR) and Central Vigilance Commission (CVC) guidelines.

    Doordarshan had floated a tender for selecting an agency for channel packaging work for DD Kashir. The last date of submission of bids is 19 April 2017 afternoon. The tenders for technical bids will be opened on 20 April in the afternoon.

    DD Kashir programmes are beamed from Srinagar. An official of DD also denied reports that DD Urdu programmes were being used in DD Kashir.

    Earlier this month, Doordarshan invited applications for an agency to undertake the channel packaging work for its new northeast channel, DD Arunprabha. The last bid date is 1 May 2017.

    Arunprabha would would showcase richness, variety and diversity of local culture and would seamlessly integrate North East with the entire country.

    Also, five companies including two from Delhi were earlier shortlisted as original equipment manufacturers for set-top boxes for Doordarshan’s FreeDish on the Indian Conditional Addressable System (iCAS). The manufacturers are: Modern Communications and Broadcast Systems of Gandhinagar in Gujarat; Velankani Electronics of Bangalore; BGM Holding of Ghaziabad; and KMTS Engineering and Millennium Technology, both from Delhi. The technology of iCAS has been designed by ByDesign of Bangalore.
