  • Doordarshan: Soaps & travelogues make Arun Prabha shortlist, presentations early July

    NEW DELHI: The producers of the 390 proposals in nine genres which have been shortlisted for soon-to-be-launched DD Aruna Prabha for the northeast have been asked to make their presentations in DD Headquarters in Delhi from 6 to 10 July.

    All the shortlisted productions are in the commissioned category and were scrutinised initially by three-member committees for each genre of which two were from outside Doordarshan.

    The genres shortlisted with the number for each is: Daily soaps: 148; Travelogues: 93; Reality shows: 45; Magazine shows: 23; Documentary: 22; Mythology: 19; Telefilms: 15; Thriller: 15; and Quiz shows: ten.

    Apart from documents relating to their companies/production houses, the producers have to make presentation of the story, screenplay, script, and star and cast details of their proposed productions.

    Those producers who are from the northeast will have to present proof of residence in that region.

    The proposals from reputed producers/production houses are under Fixed Budget Mode of Commissioned Programmes Category and the episodic price ranges between Rs 800,000 to Rs One Million.

    DD-Arun Prabha will be a 24×7 satellite channel originating from DDK, Itanagar. Programmes on DD-Arunprabha would show richness, variety and diversity of local culture. The channel would seamlessly integrate NER with the entire country. The channel’s USP will be to attract young people of NER with contemporary entertainment shows embedded with informative content.

    The invitation was part of efforts of Prasar Bharati’s special efforts in North East Region (NER) to promote and nurture talent, provide a platform to deserving producers/artistes from NER as well as from outside to encourage production of better programmes for DD viewers.

  • FreeDish auction on 4 July, different reserve prices for GEC and news

    NEW DELHI: Doordarshan’s FreeDish is all set for its 36th e-auction on 4 July 2017, after an auction on 25 May turned out to be a damp squib though two TV channels came on a pro rata basis.

    In a major change of policy, the reserve price for general entertainment channels will be Rs 80 million but the reserve price for news and current affairs channels will be Rs 65 million.

    With the completion of MPEG4 trials, the total strength of the platform will go up to 104 by the end of July as expected. Earlier this year, the Parliament was informed that FreeDish had got approval to increase this capacity to 250 channels and DD sources had told Indiantelevision.com that it will happen in the third quarter of 2018.

    The e-Auction will be conducted by M/s. C1 India Pvt. Ltd., Noida which also conducted the FM Radio Phase III auctions on behalf of Prasar Bharati.   

    Meanwhile, changes have also been made in the modes of payment with regard to GEC and news channels. The participation amount (EMD) in the e-Auction for GEC channels is Rs.28 million while it is Rs 22.8 million for news channels. This has to be deposited in advance before or by 12 noon on the date of auction along with processing fee of Rs.25,000 (non-refundable).

    Incremental amount for the auction will be Rs one million and the time for every slot e-auction will be of fifteen minutes duration. This may be extended by five minutes if a bid is received before the closing time.

    Unsuccessful bidders will get back the participation amount within three weeks of the results while that of successful bidders will be adjusted against the third and final instalment of the carriage fee. If the successful bidder fails to put his channel on the allotted slot within a month, the allotment will be cancelled and the participation fee forfeited. Successful bidders have to sign and return an agreement within fifteen days of allotment.

    However, Doordarshan has changed its payment regimen and made it stricter.

    The first installment of 25 per cent of the bid price with the applicable service tax will have to be paid within one month from date of placement of channel. The second installment of 25 per cent of the total bid price along with the applicable service tax will have to be paid within four months of placement of channel. The third installment of remaining amount after adjusting the participation fee and previous installments but adding the applicable service tax will be deposited within seven months of placement of channel.

    If any of the installments is not paid in time, a penal interest of 14.5 per cent per annum will be levied.

    If there is failure in depositing an installment for two months, the deposited participation amount along with any installment paid will be forfeited and the channel discontinued after a 21-day discontinuation notice.

    The two channels that were brought on board on pro rata basis are RT Movies and NewsX –  which is FreeDish’s first English news channel – have been taken on a special pro rata basis till the next auction. Explaining the concept of pro rata, he said these channels are paying at a daily rate basis calculated against the reserve price of Rs 80 million for the period when they came on air till the next auction. This works out to Rs 2,19,178 per day.

    In line with the ‘Digital India’ and ‘Make in India’, DD has implemented Indian CAS (iCAS) on DD FreeDish Platform. iCAS (which is an initiative of the central government) was introduced in the auction held last month. The introduction of iCAS will provide enhanced viewing experience.

    DD officials said the existing viewers will continue to get 80 SDTV channels and 32 radio channels, but will have to obtain iCAS-enabled authorized set-top boxes for accessing all new channels.

    Although FreeDish will remain free-to-air with no monthly or periodic fee, the viewers will be required to register with DD FreeDish on getting the new STB from Doordarshan authorized STB dealers.

    DD officials said implementation of iCAS and authorisation of STB original equipment manufacturers (OEMs) by Doordarshan will give a major thrust to ‘Make in India’ and ‘Digital India’. At present, a majority of STBs are imported. However, the introduction of iCAS will help in standardization of STBs and encourage quality STB manufacturing in India.

    With analogue having been switched off, the Parliament had been told that many stakeholders feel that FreeDish is the best option in Phase IV which covers rural India.

    FreeDish was launched with a modest bouquet of 33 channels in December 2004, and now carries eighty TV channels and 32 radio channels. This includes 22 Doordarshan channels and two parliamentary channels, seven general entertainment channels, 18 movie channels, 13 news channels, seven music channels, three religious channels and eight channels of other genres. The All-India Radio stations also piggy-back on the platform.

  • DD Kashir channel packaging bids invited by 29 June

    NEW DELHI: Doordarshan has invited applications for an agency to undertake the channel packaging work for its channel, DD Kashir. The last date for filing e-tenders is 29 June (3pm). The technical bids will be opened on 30 June 2017 at 3.30 pm. The date of presentation and the date of opening of the financial bids will be announced later. Online registration will be done on e-tendering websites.

    Doordarshan had invited similar tenders in April. However, following suggestions, it has issued notice for a new tender in which it has made changes, primarily relating to the modes of payment.

    DD Kashir is a 24×7 satellite Channel of Doordarshan. The channel was launched in the year 2003. It is planned to bring fresh content on DD Kashir to showcase richness, variety and diversity of the local culture. The channel’s USP will be to attract young people of Jammu & Kashmir.

    For those wishing to file tenders, it is necessary to register with a valid ID and password. Activation of registration may take 24 hours or more subject to the submission of all relevant documents required in the process, Doordarshan said. The bids will be opened in the Prasar Bharati office in Delhi.

    The tender document is available for Rs 5,000 (non-refundable) and there will be a processing fee of Rs 25,000 (non-refundable). The earnest money deposit (EMD) is Rs 600,000. The EMD of the unsuccessful bidders will be returned after 90 days of award of contract and that of successful bidders will be returned after acceptance of work order and submission of Performance Bank Guarantee.

    Meanwhile, the reference for proposal and details thereof are available on the pubcaster’s website as well as e-tendering websites.

    Earlier this month, Doordarshan invited proposals for telecast of programmes under the Commissioning category in 11 different categories for DD Kashir. All proposals have to be submitted by 27 June 2017. Although producers can submit more than one proposal, each proposal will be accompanied with a non-refundable processing fee of 25,000 in a bank draft.

    A show reel of the work done earlier by the producer up to 10 minutes will be mandatory for consideration of any proposal. According to an announcement on the Doordarshan website, Prasar Bharati is making special efforts in Jammu and Kashmir to promote and nurture talent, provide a platform to deserving producers/artists from Jammu & Kashmir as well as from outside to encourage production of better programmes for Doordarshan viewers.

  • FreeDish: English news channel among two come aboard (Updated)

    NEW DELHI: Two more television channels, including the first English news channel, have come on board Doordarshan’s FreeDish platform. Though there were no bidders for the e-auction on 25 May 2017, the two channels were brought on board on a pro rata basis.

    Additional director-general Sunil told Indiantelevision.com that RT Movies and NewsX –  which is an English news channel – have been taken on a special pro rata basis till the next auction, which is expected in July.

    Explaining the concept of pro rata, he said these channels are paying at a daily rate basis calculated against the reserve price of Rs 80 million for the period when they came on air till the next auction. This works out to Rs 2,19,178 per day.

    However, they will have to taken part in the auction to remain on the platform under conditions set by Doordarshan.  

    Sunil also said that FreeDish was expected to take a quantum jump from the present eighty TV channels (apart from 32 radio cbannels) to 104 TV channels with the completion of the final trials of MPEG4, about which an announcement had been made in October last year.

    On a question about FreeDish becoming capable of 250 channels within the next two years as announced by the Information and Broadcastng Ministry in Parliament in early April, Sunil said this was expected to be achieved by the third quarter of 2018.

    The only free-to-air DTH platform in the country, FreeDish earned Rs 2.8665 billion through auction of 54 slots in six auctions from 30 March 2016 to 14 February 2017. In comparison, DD had earned Rs 1.8034 billion in 2015-16.

    Despite the reserve price of Rs 48 million till the 32nd auction, the highest bid for a slot was Rs 73 million for Sony Pal. The reserve price in the first five auctions was Rs 43 million and was raised to Rs 48 million in the 32nd auction. The reserve price for the 33rd auction was Rs 80 million.

  • Doordarshan invites by month-end EoIs for 2,754 English & regional films per yr

    NEW DELHI: Doordarshan seems to be girding up its loins, especially after the appointment of the Prasar Bharati CEO — Shashi S Vempati. Expressions of interest (EoIs) have been invited by Doordarshan for companies/rights holders for supplying a total of 2,754 feature films per year in English and various Indian languages for its channels.

    According to the notice by the pubcaster, the rights holder which should be a company or a partnership firm must have a minimum of three years of experience in providing feature films to a television broadcaster and a minimum of 25 films in its possession.

    The right-holders are required to provide feature films to Doordarshan for a period of two years and this period is extendable for one more year. The last date for submission of entries is 30 June 2017 by 2 pm.

    Doordarshan at present has seven channels that are uplinked from New Delhi – DD National, DD News, DD Bharati, DD India, DD Urdu, DD Sports and DD Kisan.

    Besides these, Doordarshan also operates 14 (24X7) regional language channels. Regional language Channels are area/region specific and due to diversity of language and culture, each Channels is unique in terms of content and viewership.

    Films are being telecast on the entire network of Doordarshan – on Channels uplinked from New Delhi (DD National, DD Bharati, DD India, DD Urdu, and DD Kisan Channels). English and Hindi feature film slots have also been created in the soon to be launched DD Arun Prabha Channel. Additionally, regional language feature films are also telecast on all its regional language Channels.

    The applicant should not be a defaulter of Doordarshan at the time of submission of the Eol. A black-listing order passed by the Central government I State governments I any PSU should not be in operation against the applicant at the time of submission of the EoI. The right holder should not be debarred from bidding as per GFR, Rule 151.
     
    Tentative requirement of feature films would be according to the table below but iIt may change marginally depending upon the requirement.

    ii. All programmes in above genres have to be submitted in HD format XDCAMHD MPEG 4:2:2 on PFD 23/PFD 50/PFD 100 Optical Disc Format or any other format prescribed by DD as per technical standards. Submissions in any other format will be summarily rejected.
    iii. Preference will be given to Programmes based on themes and subjects relevant to Jammu & Kashmir.
    iv. Proposals should be submitted only in Hindi/English for above mentioned genres.

    Daily Soaps DD Kashir requires daily Serials/ Soaps. These could be Family, Social dramas based on interesting themes. The Serials/ Soaps should be complete family oriented entertainers. Those proposals which portray women in a positive light are specially welcome. These are to be produced in Hindustani language.

    Comedy Series: Wholesome Comedy shows. Interesting concepts could be submitted like Stand-up comedy, Comedy reality shows, Sitcoms based on innovative formats. The language of the Comedy series should be Hindustani/Kashmiri/Urdu. 

    Fiction Series (Youth): DD Kashir requires Fiction Series for the youth segment of the population. The series should be entertaining and should connect with young people. Interesting concepts could be submitted for teen dramas, fantasy series, adventure TV series etc., in interesting formats. The language of the Fiction series could be Hindustani/Kashmiri/Urdu.

    International News & Current Affairs Programme: DD Kashir is interested in having a weekly programme on International News & Current Affairs. The language of the programme should be Hindustani. The Programme should include authentic updates on international events informative to the people. It should be of relevance to the people of Jammu & Kashmir and India at large. It can be conceived as a magazine format with a knowledgeable anchor including segments like discussions or can be in other trending formats.

    Cuisine Show: A Cuisine show is required for DD Kashir which will explore the delicacies of Jammu and Kashmir region. Interesting proposals could be submitted for cuisine travelogue, reality based cuisine show, fusion cuisine, cuisine festivals and cuisine competitions for different age groups in interesting formats. The language of the Cuisine show could be Hindustani/Kashmiri/Urdu.

    Animation Series for kids A daily Animation series for kids in Hindustani language. This series could be used to familiarise kids with classic stories and fairy tales for children which are popular all over the world including traditional stories of our country.

    Film (Hindi) Based Programmes: To provide wholesome entertainment to the viewers, proposals for Hindi Film based programmes are invited. The programme is to be a weekly series in Hindustani language. Film based programmes may be of different formats like Film song based programmes and Film Content based programmes. The format could be conceived as a magazine/celebrity show or any innovative formats. Jammu & Kashmir with its pristine landscape is a popular shooting location for movies. This platform will be beneficial for integrating people of Jammu & Kashmir by linking their tradition and culture to the landscape shown in the film.

    Film Content (Hollywood) Based Programmes: DD Kashir requires weekly Hollywood Film Content Based Programme that can attract people in general and youth segment of the population in particular. The programme could be theme based. It may include movie trailers, movie clips, movie reviews etc. The programme could be in magazine format or any other trending formats. The language of the programme should be Hindustani.

    Travelogues: Proposals could be submitted for Travelogue programme in Hindustani language to portray different shades of life. The programme could be an adventure travelogue, wildlife travelogue, thematic travelogue, travelogue with celebrity or other attracting formats.

    Chat Shows with Celebrity anchors: Proposals are invited for Chat Shows which would highlight achievers from various walks of life from all over the country. At least one episode per week would be dedicated to achievers from Jammu and Kashmir. The show should be sophisticated, contemporary and executed in great detail. An element of humour, entertainment is a must. Anchor of the show should be a celebrity. An exquisite and unique set should be designed for the show. Layout of the planned set has to be attached with the proposal.

    Morning Show: For its morning segment DD Kashir requires a show in a magazine format in Kashmiri and Urdu. The show should be anchored by two well known personalities/ anchors from Jammu and Kashmir region. The show should present a roundup of important events of the previous day along with upcoming events for the day on which it is being presented. It should have segments dedicated to music, culture and sports including International sports. Show should be presented in a very entertaining and informative way and should appeal to all sections of population. The duration of the show would be for one hour to be telecast at 8.00 AM. Interesting concepts could be submitted based on innovative formats. Set design and look and feel of the show should be contemporary. It should change once in every month.

  • ASEAN plan: Malaysia begins switchover to DTT, to go digital by ’20

    NEW DELHI: With an aim to meet the deadline of end of analogue transmission by 2020 set by the Association of South East Asian Nations (ASEAN), Malaysia has launched digital terrestrial television (DTT) with free decoders to 4.2 million low-income households or about two-thirds of all familie.

    Named myFreeview, the DTT is is operated by the state-appointed company MYTV Broadcasting, which has been tasked to build the infrastructure for the migration from analog to digital under a 30-year concession.

    The aim is in line with the move in neighbouring countries including India to move away from analogue and radio wave technology in line with the global digitisation trend that began in developed economies, according to Nikkei Asian Business Review.

    The broadcast currently carries nine free-to-view local TV channels and four radio programs through 24 transmission towers, covering about 87% of the country’s population.

    The coverage will be extended to 98% by the end of the year before terminating analog services by June next year.

    Launching the service, the Malaysian prime minister Najib Razak said: “That is the manifestation of the government’s efforts to improve the quality of life, on par with other developed countries.”

    MYTV, which has the capacity to air 30 standard and high-definition channels, said it would introduce online shopping and video-on-demand services in the future, competing against paid-TV operator Astro Malaysia Holdings.

    myFreeview broadcast can be received by connecting a decoder to a TV set or through digital TV with a built-in receiver.

    The 10 members of the ASEAN aim to switch off analogue broadcasting by 2020, starting with Singapore by the end of the year after successfully rolling out DTT services since December 2013.

    Thailand had started digital broadcasting in 2014, while other countries including Indonesia, the Philippines and Vietnam also began the service in selected cities within their markets.

    Digitising TV transmission frees up broadcasting frequency spectrum that governments could let to other industries, including telecommunications. It could also generate revenue through advertisements and creative content, enhancing business opportunities for the creative industry.

  • Which Indian show has 400m viewers across 50 countries?

    It has beaten favourite and most popular cult shows on HBO and Netflix as well as current favourite Indian prime-time channels. The soap opera has been showcasing women-centric issues — from menstruation to domestic violence to, and from acid attacks to child marriage.

    Having given shows such as ‘Shanti’ and ‘Swabhimaan’, Doordarshan even today upholds the best form of progressive ideology in terms of making TV soaps.

    The record daily soap that talks about prevalent issues such as the high incidence of abortion of female foetuses and acid attacks is on the way to become the world’s most watched show. “Main Kuch Bhi Kar Sakti Hoon” has been dubbed into 14 languages and its third season is in the development stage. The show has been endorsed by Shabana Azmi, Sharmila Tagore, Farhan Akhtar and Soha Ali Khan.

    The show traces the journey of a young female doctor named as Sneha Mathur (which is being played by Meinal Vaishnav), who quits her well-paying metro job to work in her village. The show, produced by Population Foundation of India and Bombay Local Pictures, is being directed by Firoz Abbas Khan, who is a well-known theatre director known for his work such as ‘Mahatma vs. Gandhi’ and ‘Tumhari Amrita.’

    Population Foundation of India executive director Poonam Muttreja told the Guardian that the massive reach of the radio and TV series was unexpected. About their hotline established for viewers’ feedback three years ago, Muttreja said that on the first day they got 7,000 calls — which was 30 times of their expectation.

    Since its launch, back in 2014, the TV series has completed two successful seasons with over 170 episodes. The foundation even conducted surveys across 3,200 men and women in villages, before and after the show aired to record whether or not the series had impacted positive change in its viewers, Muttreja revealed.

    In the show, Mathur returns to her village after her sister, who is forced into a late-term abortion dies during the procedure. Mathur’s other sister becomes a victim of acid-attack after she joins a mixed-gender football team.

    Muttreja told Thomson Reuters Foundation that there had been so many stories from villages across India of how attitudes changed as a result of watching the programme. She narrated an instance of a slew of villages where men decided against beating up their wives; and a girl who decided to fight her village in order to go to college—all, after watching this show.

    The show is being applauded across the globe for doing what some of the biggest names in the entertainment industry have not managed to do.

  • Ex-Infosys executive Shashi Shekar Vempati appointed as Prasar Bharati CEO

    NEW DELHI: The executive vacuum at the top of India’s public service broadcaster Prasar Bharati has been filled. A three member committee consisting of India’s vice-president Hamid Ansari, Press Council of India chairman Justice Chandramauli Kumar Prasad and ministry of information & broadcasting secretary Ajay Mittal (representing the President of India) decided to appoint Prasar Bharati part time member and technocrat Shashi Shekar Vempati as its CEO.
     
     The appointment is for a period of five years from the time Vempati assumes charge of his office.
     
    As part time member, Vempati served as chairman of the audit committee, member of finance & accounts committee, technology committee and sports rights committee, apart from HR committee.
     
    An alumnus of the Indian Institute of Technology in Mumbai, Vempati has over two decades of experience as a technocrat with specialization in corporate management, technology consulting and digital media.
     
    He also served for more than 16 years with Infosys as product strategist and digital innovator in North America. He has two patents in his name: real time business event monitoring, tracking and execution architecture” and “system and method of monitoring and management of inventory of products and assets in real time”.:.

    He spent three years as CEO of Niti Digital and was responsible for the News Media Platform NitiCentral.com – India’s first center right digital news media platform, the data and analytics platform IndiaVotes.com – India’s largest public database of electoral data and the digital campaign platform India272.com which played a pivotal role for Narendra Modi’s Mission 272+ during the 2014 Indian general elections.
     
    He has authored many books including ‘Broadcasting Technologies in India’, ‘National Digital Security Architecture in India’, and ‘Creating a Global Media Platform out of India.”
     
    Earlier in February this year, Prasar Bharati chairman Surya Prakash wrote to the government to expedite the selection for a new CEO and member (personnel) in the pubcaster.
     
    A high-level committee headed by Vice President Hamid Ansari has to – as per protocol – meet to select a new CEO and other members.

    The previous CEO Jawhar Sircar resigned prematuredly (his terms was to end in February 2017) with effect from 4 November 2016. Since then, two different officials – member (finance) Rajeev Singh and before him then member personnel Suresh C Panda (since retired) held interim charge of the post.
     

  • Doordarshan modifies Arunprabha packaging tenders date, episodic price up to Rs 1 m

    NEW DELHI: Pubcaster Doordarshan has modified the 21 June date for uploading the modified request for proposal for selection of agency for channel packaging work for its DD Arunprabha channel being launched for the north-eastern Indian states.

    Technical bids will be opened the next day, but no date has been announced for opening of financial bids.

    It said that submission and opening of bids will be through e-tendering and the technical and financial bids have to be submitted online and the document can be downloaded from the web sites.

    Earlier in mid-January, it had extended to the end of that month the final date for receiving proposals for commissioned programmes in seven different categories for the new channel. DD had said that preference will be given to Programmes based on themes and subjects relevant to NER.

    The proposals from reputed producers/production houses are under Fixed Budget Mode of Commissioned Programmes Category and the episodic price ranges between Rs 800,000 to Rs One Million.

    DD Arunprabha will be a 24×7 satellite channel originating from DDK, Itanagar. Programmes on DD Arunprabha would show richness, variety and diversity of local culture. The channel would seamlessly integrate NER with the entire country. The channel’s USP will be to attract young people of NER with contemporary entertainment shows embedded with informative content.

    The invitation is part of efforts of Prasar Bharati’s special efforts in North East Region (NER) to promote and nurture talent, provide a platform to deserving producers/artistes from NER as well as from outside to encourage production of better programmes for DD viewers.

    Programme proposals for DD Arunprabha are Daily Soap/Serials; Thrillers, Mythological serials, telefilms, quiz shows/magazine formats with celebrity anchorperson, travelogue in documentary format or with celebrity, and reality shows.

    In another modification, DD said: “The show reel of a programme should depict/showcase the work already done by the producer/production house. It should also depict the credentials of the producer/production house.”

    All other terms and conditions of the RFP including details of payment remain unchanged and in full force and effect.
