    MUMBAI: The Producers’ Council, a north-eastern states association of the empanelled private producers of Doordarshan, has accused  Doordarshan of uploading on its website two controversial notifications that could spell disaster for the local programme producers.

    The association lamented that the notifications, that were biased against programme producers of the region, had been planned to benefit big production houses of Mumbai and Delhi, the Assam Tribune reported.

    In a communique released to the press in Guwahati, the council alleged that the first of the two DD notifications announces a fresh set of guidelines for commissioned programmes for telecast on North East DD-channels in which it was mentioned that only half of the programmes made in this category would be reserved for the residents o the North-Eastern states. The organisation mentioned that there were previous attempts to work in the interests of the so-called big production houses, and has demanded that the previously agreed formula of reserving 75 per cent programmes for producers of the North East should be retained.

    As reported by indiantelevision.com earlier, though DD Doordarshan mentioned in its notifications that it would adopt a communication strategy that would attract viewership through a content mix which would be sensitive to the aspirations of the local population, the association maintained, it would not be possible to ensure this if producers from outside the region are assigned programmes.

    Doordarshan had also hiked the non-refundable processing fees payable by producers by a whopping 500 per cent from Rs 5,000 to Rs 25,000. Since Doordarshan’s operations in the North East were part of its social commitment and are specially funded by the Government of India, the council reasoned, that processing fees payable by producers of the North East should be unchanged.

    It said that it had no objection if producers from outside the region were charged at the enhanced rate.

    The association also mentioned of the DD notification inviting proposals for its upcoming 24×7 satellite channel DD-Arunprabha in the Commissioned Programmes Category.

    DD-Arunprabha had been operating from DDK, Itanagar, and DD claimed the channel would attract young people of NE with contemporary entertainment shows embedded with informative content.

    However, the programme content, the council claimed, would be affected if producers were not provided reasonable time to conceive and formulate the same, stating that producers had been provided only 20 days to formulate programmes and dispatch them by mail to reach Delhi by 17 January, 2017.

    As reported by indiantelevision.com earlier, proposals had been invited for subjects as myriad as thrillers, mythological serials, daily soap operas, telefilms, quiz shows and travelogues either in English or in Hindi with preference being given to programmes based on themes and subjects relevant to the region. The council has sought that the local producers should be given at least a month additional time and that the last date be extended up to 28 February, 2017.

    MUMBAI: Pubcaster Doordarshan is making strategic plans to expand its digital terrestrial transmission (DTT) service across India. The public broadcaster, which runs the service in 16 cities at present, will be expanding it to three more cities by March 2017. Plans are afoot to further expand DTT to 44 additional cities in two years. The pubcaster will invest around Rs 320 crore to achieve its targets by 2018.

    Doordarshan has, for this purpose, also tied up with Indian Institute of Management – Ahmedabad (IIMA) to develop a relevant business model for the platform which it expects will be drafted by February 2017.

    The DTT service is an internet-free distribution service, through which consumers are able to receive television channels on the move or at home through television sets, tablets and smartphones with the use of a unique dongle and a DD application.

    Doordarshan director-general Supriya Sahu said that the business model would be ready by February. As reported by indiantelevision.com earlier, they might, Sahu added, share the capacity by auctioning channel slots to the private broadcasters, which could be a game-changer for the industry.

Meantime, Doordarshan on 23 December held a workshop with stakeholders to explore the potential of DTT services. Experts from the Indian Institute of Management Ahmedabad, various stakeholders including Content providers, private broadcasters, receiver manufactures, and officers at Doordarshan participated.

    DD, which presently has the exclusive domain over terrestrial broadcasting, ranks amongst the world’s largest terrestrial television networks. It has a network of 1412 analog transmitters that provide TV services through two national channels namely, DD National and DD News. In addition to this, the network also broadcast several regional TV channels over the terrestrial network in a time sharing mode to meet the local and regional needs of people in different parts of the country. All TV channels provided by DD are free-to-air.

    In its paper, TRAI had asked whether DTT broadcasting should be opened for participation by the private players, and which model or a combination thereof for DTT will be most suitable in Indian context.

    NEW DELHI: After facing partial success in a third try for the e-auction for prime time slots, Doordarshan has now invited programmes in sponsored category for serials, game shows and musical programmes in the non-prime time slots on DD National.

    Applications can be sent by 20 January 2017 and the proposals have to be submitted with a processing fee along with a pilot episode in a professional optical disc, HD format and 16:9 aspect ratio.

    According to Doordarshan, the number of episodes should not normally exceed 52 episodes of weekly serials and 260 episodes of five days a week of daily soaps.

    Those applying for serials in non-prime time have to submit detailed story line of the serial with break-up of the story in episodes and broad outline of treatment; synopsis of each episode and detailed scenario script of at least four episodes.

    The applicant will also have to furnish personal and professional details while making the application and no change can be made in the production team without the prior consent of Doordarshan.

    In cases of game shows and musical programmes, needing expensive sets, the producer may submit the design of the set along with his/her proposal. The design of the set will also require the approval of Doordarshan before production starts. The producer must give an undertaking that s/he would have no objection if the programme is carried on Doordarshan’s DTH service free of charge with or without commercials.

    The proposals received will be processed first by the evaluation committee and then by the selection committee. The selection committee, while according its approval to the proposal, will clearly specify in case of a serialised TV programme the number of episodes for which it has been approved as well as the duration of each episode and the time band (primetime, mid-primetime, non-primetime, etc.).

    The producer will pay Doordarshan telecast fee as may be prescribed from time to time in Doordarshan’s Commercial Rate Card. The payment of the telecast fee will be the joint and separate responsibility of the producer and his/her designated marketing agency.

    The producer will be entitled to utilise free commercial time (FCT) as may be specified from time to time. The producer can utilise the FCT before or after or in between the programme. In addition to FCT, the producer will be entitled to a credit line of 10 seconds each at the beginning and at the end of the programme. The credit line will include only the name of the sponsor/product, as the case may be. The sponsor will, however, be allowed to use in the credit line his/her logo, lettering style, music/sound effects, etc., as per Doordarshan rules.

    In the earlier e-auctions, Balaji Telefilms bid successfully for four slots and Saaibaba Telefilms bagged two slots on Doordarshan’s prime time slot auctions. BAG Films and Media of Delhi, which had also been shortlisted, failed to pocket any slot.

    However, Doordarshan sources had told indiantelevision.com that as the RFP (request for proposal) document had made it clear that no party could bid for more than three slots in a week, Balaji may lose one slot after full examination of the bids received.

    No bid was received for three slots: 10 pm to 10.30 pm and 10.30 to 11 pm from Monday to Thursday, and for 7pm to 8pm slot on Sunday. Thus, the successful bids by Balaji are for 8 pm to 8.30 pm and 8.30 – 9pm from Monday to Friday, and 9 pm to 9.30 pm and 9.30 pm pm to 10.00 pm from Monday to Thursday. Saai won the bids for 7.30 pm to 8 pm from Monday to Friday, and 8 pm to 9 pm on Saturday and Sunday.

    Thus, the two production houses got 19 of the 34 weekday slots and two weekend slots. Sixteen slots remained unsold.

    Of this, Prasar Bharati has sanctioned a sum of Rs 620,000 for the news agencies which includes an additional Rs 260,000 approved earlier this week.

    Thus, the budget for DD News has gone up to Rs 240 million with the additional Rs 54 million.

    The RNUs getting additional budget from the north-eastern states are — Agartala, Aizwal, Guwahati, Itanagar, Imphal, Kohima and Shillong. Jammu, Leh and Srinagar in Jammu and Kashmir will also benefit.

    NEW DELHI: Doordarshan has invited proposals for sports programmes in live/ deferred live/ recorded formats from reputed production houses/ sports management agencies with appropriate rights under Acquisition and Sponsored categories.

    The applicants in both categories would be required to pay a non-refundable processing fee of Rs 10,000 for each proposal separately. The fee would be payable through bank draft in favour of PBBCI, Director General, Doordarshan, New Delhi, payable at New Delhi.

    The last date for submitting the proposal is 15 days from the date of announcement. The envelope containing proposal should super-scribe “Proposal under Acquisition /Sponsored Category for DD Sports” as apropriate.

    The Live signal should reach DD control room. Taped programmes should be delivered within 15 days from the conclusion of the event/ twenty days from the date of approval from Doordarshan in case of solicited software. The Right should include all channels of Doordarshan (Terrestrial and Satellite) rights for Radio, Internet and new Media Rights which may be available at the time of supply. Event date has to be mentioned with all taped programmes.

    Telecast rights should be for three years minimum/ perpetual, as the case may be. DD reserves the rights to monetize on the telecast of software supplied. Taped programme, if technically not ok for telecast, same has to be replaced immediately by the supplier / agency. All programmes (Live/ Taped) should be free from all commercials.

    In the Acquisition category, the sports content may include:

    a) Live and deferred live sporting events of international standards with the matches played overseas or in India. This includes contemporary league matches of popular sports like football, super series matches of badminton, ATP Challengers in lawn tennis and renowned boxing bouts amongst others.

    b) Documentaries based on the leading sports personalities which are contemporary in nature but timeless in value. This includes all leading sports personalities who are either hugely popular in India or Indian or both.

    c) Documentaries and capsules which makes the perspective sportsperson and sports lovers aware about the modern sporting techniques, sports specific fitness drills, sports specific injury management, sports nutrition and sports specific academies and universities.

    NEW DELHI: The entire state of Chhattisgarh, including its rural and naxal-affected areas, has been provided with multichannel TV coverage through Doordarshan’s free to air DTH service DD FreeDish while 13 AIR stations are operating in Chhattisgarh including eight of 100 W FM relay transmitters for localised coverage.

    Answering a question in the Parliament about coverage by Prasar Bharati in naxalite-affected areas, minister of state for information and broadcasting Rajyavardhan Rathore said that the signals of Direct to Home (DTH) service can be received with a small-sized dish receiving unit.

    A total of 29 terrestrial TV transmitters of varying power are functioning in Chhattisgarh, he added.

    As far as AIR was concerned, he added that some areas of Dantewada, Bijapur and Koriya districts were still uncovered by AIR’s terrestrial broadcast. High Power Medium Wave transmitter from AIR Nagpur is also providing AIR service in Chhattisgarh state.

    Most of the populated parts of Chhattisgarh are covered with AIR MW coverage and by its FM coverage also at reasonably good numbers of places.

    In addition, 31 channels of All India Radio are available on DD FreeDish throughout the country.

    Thirteen popular channels of All-India Radio can also be received through internet by browsing AIR’s website and by downloading suitable apps on iOS/ Android/ Windows based mobile phones.

    AIR’s scheme for replacement of existing outlived 100 kW MW transmitter at Jagdalpur by new 100 kW MW transmitter has already been approved under special scheme. A 5 kW FM transmitter under continuing scheme of 12th Plan has been approved for testing at Ambikapur
