    NEW DELHI: A new era begins for Doordarshan’s free to air direct to home platform FreeDish as it takes the first major step to mark towards its target of 104 television channels by March end with its 32nd e-auction which will help it cross the existing capacity of eighty channels.

    With MPEG4 under final trials and existing channels having received extensions for their licences, the next e-auction of DD FreeDish is slated for 14 February 2017.

    With this new leap, DD has also raised its reserve price to Rs 48 million per slot from the hitherto Rs 43 million. Earlier, the price for one channel went up to Rs 53 million and gave DD the confidence to raise the pricem which had been Rs 37 million till 2015 but was raised to Rs 43 million for the 25th e-auction in January 2016.

    The e-Auction will be conducted by M/s. C1 India Pvt. Ltd., Noida which also conducted the FM Radio Phase III auctions on behalf of Prasar Bharati.   

    DD refused to disclose the number of slots being put up for e-auction as officials claim this leads to unhealthy practices.

    Doordarshan had in October last year formally announced that FreeDish was capable of carrying 104 television channels and 24 channels would be added to the existing 80 channels after the launch of MPEG4 technology.

    While three new channels were added in an auction held over two days in mid-October, another 24 got their licences renewed for a year. DD officials also confirmed that FreeDish will soon be capable of carrying up to 250 channels.

    In line with the ‘Digital India’ and ‘Make in India’, DD has decided to implement Indian CAS (iCAS) on DD FreeDish Platform. iCAS (which is an initiative of the central government) is being introduced in 24 MPEG-4 channels. The introduction of iCAS will provide enhanced viewing experience.

    DD officials said these additional 24 MPEG-4 SDTV channels will be available to viewers in FTA mode. The existing viewers will continue to get 80 SDTV channels, but will have to obtain iCAS-enabled authorised set-top boxes for accessing all 104 channels.

    Although FreeDish will remain free to air with no monthly or periodic fee, the viewers will be required to register with DD FreeDish on getting the new STB from Doordarshan authorised STB dealers.

    Slots on DD FreeDish are allocated to private channels through a transparent system of e-auction. DD earned Rs 980 million in 2014-15, Rs 1800 million in 2015-16, and Rs 1040 million till September in 2016-17. The 31st auction brought Rs 1293 million In October 2016.

    FreeDish was launched with a modest bouquet of 33 channels in December 2004, and now carries eighty TV channels and 32 radio channels. This includes 22 Doordarshan channels and two parliamentary channels, seven general entertainment channels, 18 movie channels, 13 news channels, seven music channels, three religious channels and eight channels of other genres. All All India Radio stations also piggy-back on the platform.

    The participation amount (EMD) in the e-Auction is Rs.15 million which has to be deposited in advance before or by 12 noon on the date of auction along with processing fee of Rs.10,000 (non-refundable) in favour of PB (BCI) Doordarshan Commercial Service, New Delhi.

    Incremental amount for the auction will be Rs one million and the time for every slot e-auction will be of fifteen minutes duration. This may be extended by five minutes if a bid is received before the closing time.

    Of the reserve price, Rs 11 million will be deposited within one month of placement and another Rs 11 million within two months along with service tax of 15 per cent on the bid amount.

    The balance bid amount will be deposited within six months, failing which the deposited amount will be forfeited and the channel discontinued after a 21-day discontinuation notice.

    DD officials said implementation of iCAS and authorisation of STB original equipment manufacturers (OEMs) by Doordarshan will give a major thrust to ‘Make in India’ and ‘Digital India’. At present, a majority of STBs are imported. However, the introduction of iCAS will help in standardisation of STBs and encourage quality STB manufacturing in India.

    NEW DELHI: The telecom regulator TRAI has made it clear that it was in favour of private players being permitted to provide digital terrestrial transmission (DTT) services along with the public service broadcaster (Doordarshan) to ensure plurality and competition in the market.

    Private participation is expected to bring in investment and speed up the digitisation process, thereby benefiting the consumers by providing variety of TV channels and value added services, it said. TRAI said the maximum number of DTT providers may be capped at five (one public broadcaster and four private broadcasters) at a particular place as per availability of spectrum.

    DTT has been recommended to be introduced in three phases by 31 December 2023, beginning with metro cities by 31 December 2019. Seven months after it suo moto released a consultation paper on the subject on 24 June last year, the Telecom Regulatory Authority of India today said in its recommendations that a total of seven DTT transmitters may be allowed in a particular service area for making DTT as a competitive platform for providing rich bouquet of services including SDTV, HDTV channels, Mobile TV services and value added services.

    Stressing that DTT services ‘may be introduced throughout the country in a time-bound manner to provide alternate affordable platform to consumers in accessing TV channels, Mobile TV services and other value added services’, the regulator said that after the first phase, the second phase will cover (cities having more than 10 lakh population as per Census 2011) by 31 December 2021.

    The Information and Broadcasting Ministry in consultation with Wireless Planning and Coordination Wing of Department of Telecommunications and other technical agency such as Broadcast Engineering Consultants India Limited (BECIL) may carry out comprehensive frequency planning for roll out of DTT services in a time bound manner.

    A maximum overlap of three month must be provided as simulcast period for migration from Analog to digital platform before analog switch off, the recommendations on “Issues related to Digital Terrestrial Broadcasting in India” said.

    A Coordination Committee may be set up by the I and B Ministry to steer implementation of DTT as a mission mode project to ensure creation of a facilitating environment and timely completion for digitisation of terrestrial broadcasting.

    It said terrestrial television broadcasting is the preferred method for providing free-to-air TV services to the people in most of the countries.

    At present, Terrestrial TV broadcasting in India is under the exclusive domain of pubcaster Doordarshan (Prasar Bharati) and it is predominantly analogue.

    Indiantelevision.com had earlier reported then Prasar Bharati Chief Executive Officer Jawhar Sircar as saying that the pubcaster had given the idea of DTT going private about two years before TRAI came out with its paper.

    While a large number of TV channels are available to the consumers through various delivery platforms such as DTH, Cable TV, IPTV, HITS etc, the existing terrestrial TV platform provides only a few channels which do not offer a value proposition to the viewers.

    But in the digital era, consumers prefer to have access to number of TV channels on various devices such as mobile phone and other handheld devices. However, terrestrial viewers are deprived of such benefits due to non availability of digital terrestrial broadcasting services.

    Analogue terrestrial broadcasting is being phased out world over due to poor quality of service, inefficient use of spectrum and obsolescence of analog technologies.

    In order to exploit benefits of digitization several countries have already switched off analog terrestrial TV broadcasting while many others are in the process of digitization as per the roadmaps laid down by them.

    In India, although the work for digitization of analog terrestrial transmission has already begun, a clear roadmap is yet to be formulated to ensure an early migration to digital.

    The regulator also listed the advantages of DTT over existing analogue TV services apart from better quality of TV reception – with enhanced quality of picture and sound.

    This will also provide for more efficient use of frequency spectrum – one DTT transmitter can broadcast multiple TV channels (20 to 30 SD TV Channels in a given slot of 7 to 8 Mhz by using latest compression technologies). In analog , one transmitter broadcast only one TV channel.

    There can be more efficient reception of TV channels in portable environment such as on moving vehicles and TV channels can also be received on mobile phones and handheld devices without requiring internet and broadband connection.

    A combination of multiple DTT transmitters at a location can provide a rich bouquet of SDTV, HDTV, UHTV, mobile TV channels, radio service and other value added services. The recommendations follow an open house discussion after various stakeholders had sent in their comments.

    NEW DELHI: Doordarshan has extended to the end of this month the final date for receiving proposals for commissioned programmes in seven different categories for its new DD Arunprabha channel being launched for north-eastern states.

    The proposals, which were to be submitted by 17 January 2017, can now be submitted by 31 January 2017. Preference will be given to programmes based on themes and subjects relevant to NER.

    The proposals from reputed producers / production houses are under Fixed Budget Mode of Commissioned Programmes Category and the episodic price ranges between Rs 800,000 to Rs 1 million.

    DD-Arunprabha will be a 24×7 satellite channel originating from DDK, Itanagar. Programmes on DD-Arunprabha would show richness, variety and diversity of local culture. The channel would seamlessly integrate NER with the entire country. The channel’s USP will be to attract young people of NER with contemporary entertainment shows embedded with informative content.

    The invitation is part of efforts of Prasar Bharati’s special efforts in North East Region (NER) to promote and nurture talent, provide a platform to deserving producers/artistes from NER as well as from outside to encourage production of better programmes for DD viewers.

    Programme proposals for DD-Arunprabha are Daily Soap/Serials; Thrillers, Mythological serials, telefilms, quiz shows/magazine formats with celebrity anchorperson, travelogue in documentary format or with celebrity, and reality shows.

    In another modification, DD said: “The show reel of a programme should depict/showcase the work already done by the producer/production house. It should also depict the credentials of the producer/production house.”

    All other terms and conditions of the RFP including details of payment remain unchanged and in full force and effect. Further clarification can be sought from

    MUMBAI: Doordarshan is preparing to offer 104 channels by March-end, the pubcaster’s director-general Supriya Sahu has said. Also, with the aim of expanding its DTH platform, Doordarshan is actively considering coming out with new set-top boxes having MPEG-4 technology.

    ‘FreeDish’, at present, she said, has 20 million subscribers, and is the market-share leader among the seven India-based DTH players.

    Sahu told PTI that the initiative was to introduce conditional access system in the DD set-top boxes. They were getting into the new MPEG-4 technology. By March-end, she said, DD would want to enhance the number of existing channels from 80 to 104.

    She also said that Doordarshan’s five channels — National, News, Sports, Kisan and local — were available through digital terrestrial transmission (DTT). DTT allows Doordarshan subscribers to watch channels for free on their Android phones with a small dongle, without internet.

    By 2018, she said, 44 additional cities would become digital where DTT would then be available.

    Sahu said that DD had the capacity for 10 channels through DTT, adding that, once IIM Ahmedabad, entrusted with the task of preparing a business plan on DTT roadmap, gave its report by March first week, Doordarshan would decide on its strategy of providing additional five channels through DTT.

    DTT, she said, was already available in 16 cities. By March, it would be available in Hyderabad, Srinagar and Thiruvananthapuram.

    MUMBAI: Starting February, pubcaster Doordarshan is geared up to launch television shows following the prime time programming slot auction in December.

    Saaibaba Telefilms and Ekta Kapoor-promoted Balaji Telefilms are putting together programming ranging from family dramas to youth-oriented shows to music reality shows which may lead to revival of the viewership and finances of the network. indiantelevision had reported that Balaji bid successfully for four slots, and Saaibaba bagged two slots on Doordarshan’s prime time slot auctions.

    Saaibaba, which is popular for shows such as SaReGaMa, Antakshari, and Star Voice of India, will produce music-focused reality and fiction shows for Doordarshan. Saaibaba won bids for 7.30 pm to 8 pm from Monday to Friday, and 8pm to 9pm on Saturday and Sunday, indiantelevision.com had reported.      

    Saaibaba director Shweta Singh on Tuesday told indiantelevision.com, “We had not applied for initial two bids but put the hat in the third ring because it was feasible and fortunately got two slots. In terms of content, we are looking for musical reality shows for weekends and comedy show on weekdays.”     

    Balaji COO – television business Ketan Gupta reportedly said that one of the shows was going to be a youth-focused show, while another would be a love story. A daily soap opera (family drama) has been planned for the Friday slot, he added.

    Balaji has made superhit fiction shows such as Kumkum Bhagya on Zee and Pavitra Bandhan (which runs on DD National). It successfully pocketed three slots (half an hour each for 8-9:30pm programming) from Monday to Thursday. The production house won two slots for 8-9pm programming on Friday.

    After a Prasar Bharati Board meeting in October, Doordarshan had announced a series of concessions once the programmers come on board, including lowering the base price for a 30-minute slot to Rs. 1,50,000.      

    DD sources had told indiantelevision.com that the only eligibility criterion that has been relaxed is that the basic price for auction has come down to Rs 1,50,000 (Rs 1.5 lakh) for a 30-minute slot. It was Rs 250.000 when the auction was announced in June this year, and was decreased to Rs 200,000 when the new date was set in early September 2016.

    However, most of the other eligibility norms remain the same as earlier in the New Content Acquisition Scheme that has been approved by Prasar Bharati Board.

    MUMBAI: The Producers’ Council, a north-eastern states association of the empanelled private producers of Doordarshan, has accused  Doordarshan of uploading on its website two controversial notifications that could spell disaster for the local programme producers.

    The association lamented that the notifications, that were biased against programme producers of the region, had been planned to benefit big production houses of Mumbai and Delhi, the Assam Tribune reported.

    In a communique released to the press in Guwahati, the council alleged that the first of the two DD notifications announces a fresh set of guidelines for commissioned programmes for telecast on North East DD-channels in which it was mentioned that only half of the programmes made in this category would be reserved for the residents o the North-Eastern states. The organisation mentioned that there were previous attempts to work in the interests of the so-called big production houses, and has demanded that the previously agreed formula of reserving 75 per cent programmes for producers of the North East should be retained.

    As reported by indiantelevision.com earlier, though DD Doordarshan mentioned in its notifications that it would adopt a communication strategy that would attract viewership through a content mix which would be sensitive to the aspirations of the local population, the association maintained, it would not be possible to ensure this if producers from outside the region are assigned programmes.

    Doordarshan had also hiked the non-refundable processing fees payable by producers by a whopping 500 per cent from Rs 5,000 to Rs 25,000. Since Doordarshan’s operations in the North East were part of its social commitment and are specially funded by the Government of India, the council reasoned, that processing fees payable by producers of the North East should be unchanged.

    It said that it had no objection if producers from outside the region were charged at the enhanced rate.

    The association also mentioned of the DD notification inviting proposals for its upcoming 24×7 satellite channel DD-Arunprabha in the Commissioned Programmes Category.

    DD-Arunprabha had been operating from DDK, Itanagar, and DD claimed the channel would attract young people of NE with contemporary entertainment shows embedded with informative content.

    However, the programme content, the council claimed, would be affected if producers were not provided reasonable time to conceive and formulate the same, stating that producers had been provided only 20 days to formulate programmes and dispatch them by mail to reach Delhi by 17 January, 2017.

    As reported by indiantelevision.com earlier, proposals had been invited for subjects as myriad as thrillers, mythological serials, daily soap operas, telefilms, quiz shows and travelogues either in English or in Hindi with preference being given to programmes based on themes and subjects relevant to the region. The council has sought that the local producers should be given at least a month additional time and that the last date be extended up to 28 February, 2017.
