    Broadcast Bill still has minefields to clear before becoming law

    So the government again renews its long-in-the-trying attempt to get broadcast regulation in place. Is it just us or is this feeling of déj? vu that it may be another exercise in futility shared by the industry as well?

    Still, that doesn’t take away the importance of having a comprehensive legislation for the sector that is estimated to be worth Rs 427 billion in 2010 according to the PricewaterhouseCoopers report presented at this year’s Ficci Frames convention.

    The Broadcasting Bill has been dangling on an uncertain thread for close to a decade now. Several information and broadcasting (I&B) ministers in several governments, who have tried to maneuver it past the corridors of the houses of Parliament and into law, have come and gone. All have failed; none have had the drive to push it through. It has proved to be an untouchable piece of legislation; a hot potato that is dropped every time an effort is made.

    Another attempt is being made to enact the covered-with-dust Bill. A draft has been prepared for the Union Cabinet’s persual and initial indications are that it is going to impact almost everyone in the broadcasting food chain. It is slated to be introduced in Parliament during the Monsoon session by not-even-a-year-in-the-seat I&B minister Priya Ranjan Dasmunsi.

    I&B ministry secretary SK Arora has been working for a long time on putting together the document. Help has been sought from several quarters while drafting the Bill: the US FCC, Casbaa in Hong Kong, other consultants, consumer groups and interested parties.

    The Bill tries to address the issue of encouraging domestic originating content on TV channels by mandating a 15 per cent share for it. Then it caps cross media ownership at 20 per cent, and even share of voice for a TV channel or cable TV network nationally at 15 per cent. A Broadcasting Regulatory Authority of India (Brai) is to be set up (have we not heard this one before?), which will monitor the content on TV channels and oversee the broadcast industry in all its aspects the same way as the Telecom Regulatory Authority of India does in the telecom sector.

    No broadcaster or cable TV operator is going to cede power and control they have acquired over the years they have been operating in India.

    The first piece of legislation is more than welcome and should in the medium to long term give a boost to local TV production and more so animation. Of course, it goes without saying that it is in the interest of local broadcasters to create local content that appeals to audiences and there’s no running away from it if they are seeking to make money out of the market. That they have so largely shied away from doing so, may be part of their business plan. There will be some bickering about this by some of the players.

    Of course, the government will have to specify whether the 15 per cent content cap relates to fresh domestic prime time content or to recycled content. Remember some broadcasters might buy garbage worthy shows dirt cheap and put them on air late at night in order to fulfil the legislative norms.

    Additionally, a transition period will have to be specified so that the domestic production industry gears up to deliver the quality animation and programming that is demanded internationally, so that international broadcasters can – if they want – buy worldwide rights.

    On the whole, over time the 15 per cent imposition could well catapult TV documentary makers and animation studios into the next level. Though some argue that the cap should be higher, it is a good start.

    That is just the soft part of the Bill though. Trying to control share of voice and restricting cross media ownership are two clauses that are arguably going to get the entire Bill stuck in a quagmire; lot of it political. Reason: hectic lobbying is going to commence to do away with them. It is these clauses which in the past have prevented the Bill from becoming a law. And, it is quite likely to do the same once again.

    No broadcaster or cable TV operator is going to cede power and control they have acquired over the years they have been operating in India. Many of their business models are based on this power.

    The setting up of Brai is another moot point. It’s about time a content watchdog was set up. The other option is that the industry kowtows to a xenophobic government’s every content concern and censorship demand.

    Additionally, the draft Bill fails to clearly address broadcasting in a converged era to hand held devices and mobile phones.

    A key question everyone is asking: will the Bill go through this time? It looks unlikely to have an easy ride and, in all probability, will be knocked into another shape and form. Or, it may end up being still born. Its passage will depend on how much pressure the I&B mandarins — and the Congress-led coalition government — are willing to withstand not only from the Opposition, but also allies, some of whose sympathisers have big media dreams in East and South India.

    MUMBAI: UK pubcaster BBC News website has announced the launch of its new Most Popular Now page for users. On the page, site users can find information about which stories are proving most popular or interesting to their fellow readers.

    For the first time, visitors to the site can now see which news stories are read most, which stories are forwarded to friends most and which video clips are being watched most – minute-by-minute throughout the day.

    BBC News Interactive head Pete Clifton says, “This is a fascinating new service for our millions of readers – they will be able to see exactly what people are reading and watching in any part of the world in real-time. We have a huge amount of information about our traffic and it makes sense that we share it with the audience.”

    On the Most Popular Now page BBC News website readers will find a world map with a list of the ten most popular stories read by users of the site across the world – data all generated within seconds of the actual pages being read.

    To find out what the most popular stories are around the globe, readers simply click on the area of the world they want to know about and the list of top stories automatically sweeps into the top ten for that region.

    As a result, people can compare the stories that come top with European readers with those in the US, Africa, Asia and elsewhere. Other features include a live news traffic monitor which measures news consumption and shows whether it is a quieter or busier day than average, and an archive of text and audio video clips.

    Channel 4 picks up shows from Buena Vista

    MUMBAI: UK broadcaster Channel 4 has acquired exclusive UK rights to screen Buena Vista International Television’s (BVITV) shows Betty the Ugly and Brothers and Sisters.

    The deal was agreed between Channel 4 director of acquisitions Jeff Ford and BVITV executive director, sales, UK & Ireland Catherine Powell.

    Based on the Columbian telenovela Betty La Fea, Betty the Ugly is a quirky one hour comedy series executive produced by award-winning actress Salma Hayek and Silvio Horta.

    The show follows Betty Suarez (America Ferrera), a seemingly plain, but intelligent and hard-working, secretary at fashion magazine “Mode”. Between her boss Daniel and herself, neither of them knows the ins and outs of the fashion world, but together they’re a formidable team against the label-wearing sharks who will do anything to see them fail.

    Actress Calista Flockhart (Ally McBeal) stars in the drama series, Brothers & Sisters. Flockhart stars alongside Rachel Griffiths Six Feet Under and Ron Rifkin Alias in this drama from producer Ken Olin Alias and Jon Robin Baitz, one of Broadway’s most prominent playwrights.

    As the adult children of William Walker, along with their respective families, gather to celebrate Kitty’s birthday, little do they know that, on this day, their lives will take a dramatic turn.

    BBC picks up teen drama from FremantleMedia

    MUMBAI: Fremantle International Distribution (FID), the distribution arm of global format creator and owner FremantleMedia ,has sold its new teen drama Falcon Beach to the BBC and many other additional international broadcasters. The drama is now set to be broadcast in 18 countries worldwide.

    BBC Daytime has secured the UK rights to the edgy new one-hour drama, which premiered on ABC Family in Australia on 5 June 2006. Further significant licensing agreements will see the programme launch on ABC, Australia; RTE, Eire; SBS (Flemish), Belgium; RTM, Malaysia; ANTV, Indonesia; ABC5, Philippines; ETV, Sri Lanka; UBC, Thailand; Show TV, Turkey and Hot, Israel.

    These broadcasters join a raft of deals for Falcon Beach already signed with M6, France; TV2, Denmark; TV4, Sweden; TV Norge (SBS Channel), Norway; Channel 4, Finland; Nederland 3, Netherlands and IBC Iceland’s Sirkus.

    Falcon Beach is positioned as sexy, edgy and full of energy. It is produced by Insight Productions and Original Pictures, in conjunction with Global Television and ABC Family USA and centres on the lives and loves of the town’s young men and women, as they find their way towards their futures.

    Reality TV to be renamed Zone Reality

    MUMBAI: Entertainment firm Zone Vision Networks has announced a new global brand for the company’s corporate identity and its channels.

    The company will introduce an umbrella brand, Zonemedia, on 26 June. New logos and names for the company’s six thematic channels will also be rolled out.

    Reality TV, which is distributed in India by Zee Turner will be renamed Zone Reality. Romantica becomes Zone Romantica, Club becomes Zone Club, The Horror Channel becomes Zone Horror and Europa Europa becomes Zone Europa.

    Zone Vision chairman Chris Wronski says, “Our new look reflects the developments that have taken place in the business in recent years, which encompass the launch of new satellite TV channels, as well as web and Wap sites. Viewers will continue to enjoy the distinctive programming they have come to expect from their favourite Zonemedia channels.”

    Branding and communication agency Kemistry created the network’s new identity. The modern look and feel provides a cohesive identity across Zonemedia’s growing portfolio of thematic channels.

    MUMBAI: Zee TV’s music talent hunt show Sa Re Ga Ma Pa Ek Main Aur Ek Tu has tied up with Percept Groups P9 Integrated Pvt Ltd. to promote the film, Corporate. Director of the film Madhur Bhandarkar was a guest on the show this week.

    Meanwhile, the auditions for the next series Sa Re Ga Ma Pa L’il Champs will be held tomorrow (17 June) in Lucknow at the Ravindralaya Auditorium and in Delhi at the National Science Centre. The audition in Mumbai will be at the Russian Culture Centre on 18 June. This contest is open to children between the ages 8 to 15 years. The series is expected to go on air next month.

    As a part of the tie up with P9, Corporate will be extensively promoted on the channel. Besides this, the biggest draw of the alliance is that the film’s lead actress Bipasha Basu will be a guest at the grand finale of Ek Main Aur Ek Tu in Dubai. Kay Kay Menon, the lead actor in the film, is also expected to be present. The finale will be held on 24 June.

    Director Gajendrra Siingh said, “All along the series, we have had promotional tie ups with many Hindi films and to be associated with a director like Madhur Bhandarkar, who is known to be a trendsetter in his craft, is a privilege.”

    Zee TV vice president marketing c said, “It is a pleasure to be associated with the movie. Sa Re Ga Ma Pa Ek Main Aur Ek Tu’s performance has surpassed our expectations and at this stage, we are proud to associate ourselves with a promising movie like Corporate.”

    This week, Bhandarkar along with the film’s music director Shamir Tandon, witnessed the two final jodis, Ujjaini and Aishwarya and Banjyotsana and Sharib, perform to a live orchestra. Both left the sets impressed with the young talented jodis sing to the tune of string instruments.Says Bhandarkar, “We had lots of fun during the semi-final in Mumbai, and we look forward to seeing the participants yet again in the finals. We have an interesting surprise in store for the winners.”

    Tandon said, “It is awesome that people as young as them are getting an opportunity to showcase their talent to billions of people via television. I am envious of them.”

    P9 general manager marketing Maneesh Mathur says, “Today, a film has a very short shelf life, so marketing of a film is as important as the content of the film. Corporate will get a lot of visibility because it will be promoted across the Zee Network and Sa Re Ga Ma… will deliver higher ratings because of the celebrities. We are confident that this tie up will benefit both Zee and Sahara One Motion Pictures.”

    The finale of Sa Re Ga Ma Pa Ek Main Aur Ek Tu is expected to have performances by the finalists and the ousted jodis. The winners of the contest will receive a music contract worth Rs 50 lakh, and will also receive a grand surprise from Bipasha Basu and Madhur Bhandarkar at the event.

    Today, the jodis are performing in Delhi at the Talkatora Stadium with Hariharan as the judge. The jodis will perform in Kolkatta on 18 June at the Nazrul Manch with Leslie Lewis and singer Usha Uthup as the judges. Sa Re Ga Ma Pa Challenge 2005 winners Debojit and Vineet are to be the hosts at both these events respectively. The show in Delhi will be aired on 22 June and the Kolkatta show will be aired on 23 June at 10 pm.

    Viewers can watch the finale of Ek Main Aur Ek Tu on Zee TV, on Saturday, 24 June, 8 pm onwards.
