  • TRAI releases consultation paper on “Review of Internet Services”

MUMBAI: Telecom Regulatory Authority of India received a reference from Department of Telecommunication seeking recommendations on Internet Services. The Government is contemplating to review the policy of Internet Services with a view to address large number of ISP licenses, grey market operations, level playing field vis-?-vis other licensed telecom service providers, for a effective, regulated and forward looking ISP license.

It may be recalled that Internet services were launched in India on 15th August 1995. In November 1998 the Government opened up the sector for providing Internet services by private operators. A liberal licensing regime was put in place with a view to increase Internet penetration across the country. Though large number of ISPs (389) has been licensed to operate Internet service today, top 20 ISPs provide Internet services to 98per cent subscribers.

Internet Telephony has been permitted to 128 ISPs, however only 32 of them are presently providing Internet Telephony. The growth of Internet and Broadband is slow and with present growth it is not likely to achieve the target of 18 million Internet subscribers and 9 million Broadband connections by 2007.

Government is concerned with increasing IP telephony called grey market. The loss of government revenue, unlicensed operation by certain operators in violation of law of the land, depleting market share of licensed operators are some of the reasons which necessitates urgent review of policy of Internet services as well as ISP licensing conditions.

Numbers of new services like IP-TV, IP-Telephony etc are becoming very popular. The demands of the various content services are likely to increase in coming years. The scope of services under existing ISP license conditions are unclear. There is need to remove these ambiguities to smoothen roll out of these services while ensuring level playing field vis-a vis other licensed telecom operators.

The consultation paper discusses in detail various issues like level playing field vis a vis other telecom service providers, different foreign direct investment limits for provision of similar services under different licenses, virtually no license fee, limited performance bank guarantee and charging of radio spectrum based on allocated frequency, hops, link length etc. While ISPs demand permission to provide emerging new services as IP based value added services, other licensed operators want level paying field as ISPs virtually pay no license fee and very low performance bank guarantee.

ISPs are permitted to have 100 FDI if they do not setup their own gateway (74 per cent FDI if they setup their International gateway) but UASL and CMTS operators can normally get FDI up to just 49 per cent unless they fulfill other conditions in which case it can go up to 74 per cent. The spectrum charging mechanism for ISPs is based on complex mechanism and at time very costly.

In order to address these issues pertaining to Internet Services, Authority has decided to release a consultation paper on “Review of Internet Services”. The consultation paper discusses in depth present scenario, regulatory environment, emerging trend and emphasizes the need to revamp internet services in India.

The consultation paper is available on TRAI’s website: (www.trai.gov.in) All the stakeholders are requested to send their written comments to the Authority through email/ fax/letter by 15th January 2007

  • IBN 7‘s ‘Hindustan ki Kasam’ explores Mumbai’s local trains

MUMBAI: IBN 7’s ‘Hindustan ki Kasam’ will be in Mumbai this week discussing the city’s distinctive suburban train system. Covering vast geographical distances to include as much of the local population as possible, this network is the principle mode of mass public transport in the city and one of the oldest in Asia.

Keeping in mind the Mumbaikars absolute dependence on these trains for their daily commute, the programme’s team will bring together people and experts to deliberate on issues such as congestion, women’s compartment’s, security, general conditions, etc.

Two zonal wings of the Indian railways operate the Mumbai Suburban Railway System: the Western Railways and the Central Railways. Renowned for possessing the highest passenger density of any urban railway system in the world, this lifeline of the city carries a record 65-lakh passengers daily.

Despite such heavy commuter traffic, the infrastructure surrounding the railways is insufficient resulting in problems of overcrowding and subsequent fatalities.

  • NDTV exclusive with Farooq Abdullah

    NDTV exclusive with Farooq Abdullah

MUMBAI: In an exclusive interview on NDTV’s One on One, Farooq Abdullah talks to Vir Sanghvi about his desire to be the next President of India, about how he was betrayed by A.B. Vajpayee and the NDA government, about the complex relationship between the Abdullahs and the Nehru-Gandhi family, about his conviction that the Pakistan government is actively involved in terrorism in Jammu and Kashmir, and about his reputation as a ladies man.

Watch Vir Sanghvi host ‘One on One’ with the former chief minister of Jammu and Kashmir, Farooq Abdullah, on Saturday, December 2, 2006, at 9.30 pm on NDTV 24X7.

Farooq Abdullah says he would like to be President when the post falls vacant. However, he says he will not lobby for the post or `run after it’, but if it was offered to him then he would `love it’. He says that he was offered the post by A.B. Vajpayee the last time around and believed that he would be the NDA’s candidate for President. But not only did this not happen, nobody told him that he would not be the candidate. He only discovered this, he said, “When the nomination of the other person was filed. That is when I found out that I was not there.”

It was because he believed that he would be the next President, he says, that he did not campaign fully in the last assembly elections in Kashmir. “If I had canvassed in the election, then my party would have won,” he declared. Instead, he explained, he went off to South Africa at a crucial time in the campaign.

Should he be President of India now, Dr Abdullah said, “I would like to speak my mind to the government of the day.” He claimed that there were many issues that even Dr Abdul Kalam was not able to express a view on. When asked what these issues were, he declined to explain.

Asked about his own reputation as a man who is incapable of concentration, Farooq Abdullah denied that he had `an attention span of 30 seconds’ or ‘ants in his pants’. In his defence, he argued, “If that was true, I would not have lasted so long.”

About the perception that he is a ladies man, Dr Abdullah was categorical. “I am not a gay person. I am not a homosexual,” he said. “I do not do anything under the carpet because God sees everything you do.”

Speaking about how Pakistan is playing host and fuelling terrorist activities, Mr Abdullah said, “I think we would be making our own weapons, we would be having all those grenades, and there would be an advanced state in the country. Unfortunately we are not that advanced to make all these weapons. They are coming across the border. The training camps they have there and have had in the past in many parts of Pakistan. Many of them are still active. In Pakistan, no movement can take place unless the Government allows them. Camps are there, people are trained there. And unless, literally, you come to some sort of a settlement with Pakistan, don’t be under any illusion that you are going to get peace in Kashmir or in the rest of the country.”

Asked whom he would blame for the Kashmir fiasco, Farooq Abdullah said, “Oh, I would blame a number of them. There’s Jagmohan, who was the prime mover of the things. He killed people…He ordered the crackdown on the people there. And I’m sure he’s the one who is responsible for supplying trucks when the Hindus were moved. He may deny it.”
