    Tu Tota Mein Meina is a story of Sachin (Tota) and Supriya (Maina) who play a couple who come to the city, from a small village in search of work and then the heart of the people whom they serve.

    Bharti Airtel inks $ 1 billion network expansion contract with Ericsson

    MUMBAI: Bharti Airtel today announced the signing of an estimated $ 1 billion network expansion contract with Swedish telecommunications equipment manufacturer Ericsson.

    The contract will enable Bharti Airtel to rapidly expand its mobile services footprint further and reach out to all towns and cities in 15 telecom circles in the country. The three-year service contract with Ericsson is towards the design, planning, supply and installation commissioning of Airtel networks in these circles.

    Ericsson will also upgrade the network with mobile softswitch (Media Gateway and MSC Servers), the solution that paves the way to an all-IP network. Bharti Airtel will be able to reduce the operational costs and introduce new services in a cost-efficient way.

    The scope of the agreement extends to 15 Airtel circles of Delhi, Haryana, Punjab, Himachal Pradesh, UP (West), Andhra Pradesh, Tamil Nadu, Chennai, Karnataka, Kerala, Rajasthan, UP (East), Jammu & Kashmir, Assam and North East.

    Manoj Kohli, president, Bharti Airtel said, “At Bharti, it has been our endeavor to find innovative business models to deliver better customer experience.     Trai fixes revenue share for stakeholders; carriage fee to stay with MSOs

    NEW DELHI: The Indian broadcast regulator has finally legitimised carriage fee or the payment TV channels make to be on tunable bandwidths and cable networks. The Telecom Regulatory Authority of India (Trai) has also set the revenue sharing model for industry stakeholders.

    Trai said today that from the revenue generated from pay channels, broadcasters will keep 45 per cent, multi system operators (MSOs) 30 per cent cable operators 25 per cent.

    Additionally, carriage fee is to be retained fully by MSOs, while the basic tier services fee will be retained fully by local cable operators.
    MSOs, according to Trai, can operate throughout a CAS area without any restriction on area of operation.

    The objective of having standard interconnection agreements is to ensure that implementation of CAS does not get delayed in case service providers fail to enter into mutually acceptable interconnection agreements through negotiation within the stipulated time.

    In a statement, the regulator said that apart from providing standard interconnection agreements, those dated 10.12.2004 have also been amended to prohibit such clauses in interconnection agreements that would require a distributor of TV channels using an addressable system to pay a minimum guaranteed amount as subscription fee.

    Some of the highlights of the standard interconnection agreements are as follows:

    # The service providers are at a liberty to enter into mutually acceptable interconnection agreements which are different from the standard interconnection agreements

    # If any of the service providers in the CAS areas are not able to arrive at a mutually acceptable interconnection agreement within a time-period specified by the Authority, then they shall be required to enter into interconnection agreements as per the standard interconnection agreements

    # The standard interconnection agreements between broadcasters and multi system operators have been provided only for pay channels.

    # Term of standard interconnection agreements to be 12 months.

    # All service providers in CAS areas who do not have pre-existing interconnection agreements as on the date of issue of this Regulation and who are not able to arrive at a mutually acceptable agreement shall enter into interconnection agreements as per standard agreements within 10 days of the receipt of permission by MSOs from the government.

    # All the service providers in CAS areas who have a pre-existing interconnection agreement appropriate for operating in a CAS area as on the date of issue of this regulation, but are unable to arrive at a mutually acceptable agreement within 30 days of the expiry of the pre-existing interconnection agreement, shall enter into standard interconnection agreements within 30 days of the expiry of the pre-existing interconnection agreement.

    NGC, Discovery take an in-depth look at terrorism next month

    MUMBAI: It now seems almost impossible to imagine a world without the threat of terrorism. Terrorist groups and their motives have become a cause of tension in many countries. Infotainment channels Discovery and National Geographic will both air shows tackling the theme of terror next month. It is timely as next month marks the fifth anniversary of 9/11.

    There is also a certain amount of similarity in their terror content. Both channels will show episodes that look at the psychology of the London bombers for instance. Both also look at the Moscow siege when Chechen rebels invaded an auditorium in Moscow as well as the Madrid train bombings which showed the world that Islamic fundamentalism had found a new target.

    Let’s start with what Discovery has on its plate. The channel will air the series Terror Strikes from 1-11 September at 9 pm. The show will bring to viewers the devastating effects of terrorism. Viewers will discover the truth behind suicide bombers, murders, sieges and nerve agent attacks. The first episode is called 7/7 Bombers – A Psychological Investigation. It looks at the minds of the London terrorist attackers who planted explosives in the metro rail last year.

    The show reveals the fact terrorists are psychologically very different from serial killers. One can be normal and still do terrible things. The attackers were all second generation immigrants. So they might be confused about their identity. The attackers were also social creatures who were close to each other. So even if one member did not completely agree with the plan he still went along with it.

    Another episode Munich: The Real Assassins uncovers the truth about the Israeli government’s sponsored revenge plan to track down those responsible for the murder of Israeli athletes at the 1972 Munich Olympics. Moscow Siege is a forensic examination of this siege that was handled in 2002. Chechen rebels took an auditorium holding a play hostage. The siege led to 171 deaths and 922 hostages.

    Fittingly enough the last two episodes look at 9/11.

    This year marks the fifth anniversary of those events.

    One episode is called The Flight that Fought Back. This recreates the fatal flight of United 936 when brave Americans rose and fought their attackers. While the hijackers tried to act as though this was a routine hijacking some passengers came to know about the two planes that rammed into the twin towers. The efforts of the passengers on Flight 93 ensured that the plane simply crashed into the ground and that it did not reach its intended target. Another episode is called Last Hour of Flight 11. This follows the hour that starts at 7:46 am and ends with Flight 11 hitting the twin tower.

    NGC meanwhile kicks off Nat Geo Investigates Terrorism from 11 September to 22 September at 10 pm. So viewers can enjoy and learn from a combined three weeks of terror themed programming on both channels. The ten-part series aims to peel away the layers and reveal the inside story of the deadliest terrorist attacks in the world – the people, the planning, the use of technology to give viewers a closer understanding of the evolving face of a new global power – terrorists.

    Through this series NGC aims to make viewers more aware and inspire the spirit of ‘India – Fight Back’. Speaking about the series NGC India senior VP programming Joy Bhattacharjya said, “Its world war three and each one of us are on the frontline. To defeat them first we must understand them and that’s what our series, ‘Nat Geo Investigates: Terrorism’ focuses on. The series covers various acts of terrorism that shook the world and tells the story from the perspective of people on the inside.

    Through this series we want to make our viewers rethink the motives of these terrorists and understand the machinations of their minds. Our message through this series is that India must fight back by being more alert, aware and responsible.”

    Intertwining real footage, interviews of survivors and a first-hand account from a potential suicide bomber, Nat Geo Investigates: Terrorism provides an in-depth look at global terrorism today. The series features a special four-part mini-series called ‘Inside 9/11’ marking five years of the tragedy and also includes episodes like Bio Terror Alert, Suicide Web, Hostage TV and Al Qaeda Calling which showcase the sophisticated techniques adopted by terrorist organisations. The series also showcases a first ever feature programme on the Kandahar episode, ‘IC 814 Hijack’, which brought what was till then seen as an international phenomenon to our doorsteps – terrorism!

    The first episode is called Bin Laden’s Spy In America. The two hour special will showcase how Mohammad survived more than 14 years as Al Qaeda’s chief mole inside the U.S. How he coordinated the movements of Bin Laden in and out of Afghanistan and how he helped plan the terrorist operation in Somalia.

    Inside 9/11 meanwhile follows the footsteps of terrorists as they formulated their plans, infiltrated the most powerful nation and executed an act of terror that changed the face of the world. Inside 9/11 is the story of individual lives touched by tragedy and of a nation that was forced to move in a few hours from delusions of invulnerability to belated vigilance. This four-part miniseries features Osama Rising (12 September at 10 pm), Countdown to Terror (13 September at 10 pm), Zero Hour (14 September 14 at 10 pm) and End Game (15 September at 10 pm).

    Another episode is called IC 814 Hijack. Through recreations, interviews with hostages, government negotiators and intelligence officials, IC 814 Hijack relives the traumatic and politically explosive set of events that unfolded on ground and in air. Hostage TV meanwhile explores the inside world of hostages – taking in an age of mass media and modern technology and seeks to illuminate the evolving targets, tactics and impact of terrorism. As is the case with a previously mentioned Discovery special NGC’s film investigates the harrowing story of the Moscow theatre siege.

    Suicide Web uses the London attacks as a focal point while looking at the motivations of suicide bombers, the role of religion in their recruitment and how they have become one of the most dangerous terrorist threats facing the world.

    Al Qaeda Calling looks in detail at the Madrid train bombings of March 2004 during which 10 explosive devices were triggered by mobile phones on four trains killing 191 commuters, only four days before the general election.

    This episode will air on Thursday, 21 September at 10 pm.

    To put the terror threat into perspective Discovery held a press conference this morning. Institute of conflict Management founding member and former director Dr. Ajay Sahni spoke about the threat of terrorism. He noted that the series is important as it comes at a time when terrorism and its global networks are taking centrestage but our understanding of it lags behind its evolution.

    He regretted the fact that a lack of clarity and political opportunism has hampered an effective counter terrorism response both in India and abroad. He noted that India does not have a counter terrorism policy. India he says first has to fight terrorism at home and then look for co-operation from abroad.

    He added that today there is a lot of focus on Islamic terrorism as it affects the US which leads global discourse. However, it is important to stay unbiased as a range of ideologies use terrorism. Radical Islam, he noted, is only a part of the context in which terrorism occurs.

    Trai issues regulations on quality of cable TV service

    NEW DELHI: Cable TV consumers are in for a pleasant surprise as cable operators will now be put under stringent monitoring relating to quality of service.

    India’s broadcast regulator today issued detailed regulations prescribing standards of quality of service to be observed by the cable operators and multi system operators in CAS notified areas of Mumbai, Kolkata, Delhi and Chennai.

    The Telecom Regulatory Authority of India (Trai) said the regulations would come into effect from 1 October, 2006.

    The regulations have been drawn keeping in view the facts that the industry would be subject to prescription of quality of service standards for the first time and, therefore, would need time to adjust on various quality of service aspects.

    The issues addressed in the regulations broadly cover the following areas:

    (i) Connection, disconnection, transfer and shifting of cable services
    (ii) Complaint handling and redressal in respect of cable services
    (iii) Billing Procedure and billing related complaints
    (iv) Set-top box related issues and complaints
    (v) Positioning of channels / taking the channel off air

    A snapshot of the major features of these regulations categorized under the above-mentioned broad areas are indicated below:

    Application for connection/disconnection/transfer/shifting
    * Application for pay channel or request for basic service tier to be responded within five working days.
    * Cable Service connection/reconnection to be provided within 2 working days on completion of all formalities by the subscribers.
    Complaint handling and redressal
    *Multi System Operator/Cable Operator to maintain customer service center/help desk center for 24 hours, 7 days a week including facility for automatic recording of complaints.
    *All complaints received in the day to be attended/responded within eight hours.

    Billing related issues
    * Billing to be done normally on monthly basis and entries to be itemized.
    *Subscribers required to ensure prompt payment of bills. Deterrents to discourage delayed payments
    *Redressal of complaints on billing within 7 days from the date of notice.

    Set Top Box (STB) related issues
    * MSO/Cable Operator to repair or replace within 24 hours of receipt of complaint of malfunctioning of set top box and refund of security deposit within seven days of return of set top box.

    *Rebate for delay in activation/reactivation of set top box beyond two working days @ Rs 15 per day for the first 5 days and @ Rs 10 per day for the subsequent period

    Positioning of channels/Taking the channel off air
    *No channel to be taken off the air, except for circumstances beyond the control of the operator, without prior notice of three weeks.

    The High Court of Delhi on 20 July 2006 had directed implementation of CAS in the three metros of Mumbai, Kolkata and Delhi by 31 December 2006.

    One of the areas identified in the implementation of CAS was prescription of quality of service standards by Trai, which has been now done after consultations with the industry stakeholders.

    MUMBAI: The Bombay High Court today ruled that broadcasters, including direct-to-home (DTH) service providers, were bound by the 21 December, 2005 order banning the telecast of movies with ‘A’ certificates.

    The High Court bench, headed by Justice Lodha, pulled up the cable operators for their action of discontinuing transmission of all channels in the city. “The act was irresponsible,” the bench decreed, adding that cable operators could not charge subscribers for the two days when services was not available.

    The court also specified that the broadcasters have to obtain certificate from the censor board before they air any movies. Justice Lodha pointed out that the December 2005 order holds applicable to foreign channels.

    What this means is that the nine channels charged with showing adult content — Hindi and English movie channels (Zee Cinema, Star Movies, HBO, Filmy, Star Gold, AXN and Max), and Hindi entertainment channels Star One and Sahara One — will continue to remain off air at least till the next hearing of the case.

    Cable services were stalled on Monday evening after the Mumbai police raided cable TV control rooms and seized decoder boxes of the nine channels.

    It was in the December 2005 that the High Court had ordered the police to take action against cable operators and cable service providers who beamed movies without ‘A’ or ‘U/A’ certificates. This was in response to a public interest litigation filed by social activist Pratibha Nathani.

    However, today’s order made an important modification to the original order delivered last December. The court pointed out that movies with U/A (universal/adult) certification cannot be banned. These would be allowed to be screened but would have to run a cautionary scroll highlighting that the movies can be watched under parental guidance, the court ruled.
    The court also said that with this modification, if police have taken action against anybody for showing U/A movie in the past few days, such an action will have to be discharged, news agency Press Trust of India reported.

    MUMBAI: Paramount Pictures and actor Tom Cruise are set for a bitter break up of their 14-year old association. The decision was revealed by Viacom Inc. Chairman Sumner Redstone, when he told the Wall Street Journal, “As much as we like him personally, we thought it was wrong to renew his deal.”

    Reportedly, the Viacom chief was hinting at the movie star’s off-screen behaviour. The actor’s camp has taken strong offence of Redstone’s comments as Paula Wagner, Cruise’ longtime partner in his movie company Cruise/Wagner Productions, termed the outburst “offensive” and “undignified.”

    “Whatever remarks Redstone would make about Tom Cruise personally or as an actor have no bearing on what this business issue is. There must be another agenda that the studio has in mind to take one of their greatest assets and malign him this way,” Wagner has been quoted in a Reuters report.

    As reported, five Cruise starrers co-produced by Cruise/Wagner Productions — these include the Mission: Impossible series — have generated theatrical revenues totalling over $2 billion (1 billion pounds) worldwide during the past decade. Wagner claimed that Cruise-starrers accounted for about 15 per cent of the studio’s overall box office gross over that period.

    Wagner has also been quoted as saying that she and Cruise chose to leave the Paramount lot and establish a new venture financed through a private equity fund of $100 million.

    The Los Angeles Times had earlier reported on Paramount’s intention to slash the amount of money the studio pays for the production company. Paramount wanted Cruise/Wagner to cut the remuneration from $10 million to $2 million a year, it said.
