Prasar Bharati warns news channels over unauthorised use of Olympic footage

NEW DELHI: In a latest development, it is being learnt that Prasar Bharati which comprises Doordarshan and All India Radio, as the official broadcaster of the Beijing Olympics in India, has issued a letter to news channels for unauthorised use on Olympic footage from Doordarshan.

According to the footage sharing law, any channel is free to air 20 seconds of footage of any event borrowed from any other broadcaster.

The news comes in after Doordarshan made a clear announcement that it would not share the feed for Olympics with any other private broadcaster or news channel.

Says DD coordinator marketing and sport Sukhjinder Kaur, “We had decided earlier that we will not share the feed for Beijing Olympics this year with any other private broadcaster. We had got several enquires related to sharing of feed but we had made clear before the event had started.”

At the moment, DD has just issued a letter to all those news channels who have been found guilty of using the footage of Olympics and feels if the situation persist further action will be taken against the news channels.

Doordarshan deputy director general – sports Ashok Jailkhani adds, “At the moment we have just issued a polite letter to news channels asking them to stop the unauthorised use of Olympic footage as Doordarshan is the official broadcaster of the event. If this practice continues then we will not hesitate to take legal action against those news channels that will be found guilty.”

  • India best place in world for news channels: Purie

India best place in world for news channels: Purie

NEW DELHI: ‘India is a very dramatic country, and therefore it is the best country in the world to have television news channel – something is happening here every moment’.

Accepting the Indiantelevision.com’s Lifetime Achievement Award at the Second News Television Awards function over the weekend, TV Today Group editor-in-chief and chairman Aroon Purie said the 24×7 news channels were probably the greatest invention of recent times since they changed the way people think and also affect public discourse. “A television channel is like a Formula One Car. It just goes on and on at a speed beyond your imagination”.

“I love news – it is my passion”, said Purie, but added that it was unfair to blame TV news channels for everything. The TV news business was just over a decade old and ‘they still have to find their feet’, he said, adding that news channels had behaved tremendously against adverse circumstances.

Referring to what he termed the ‘tyranny of TRPs’, he said news channels were judged by the minute. He hoped things would change in a couple of years when people start paying for the few news channels they wanted to see and did not get them all free. The TV news channel business would see greater expansion then,

NDTV India’s Pankaj Pachauri, who won the Best News Anchor in Hindi award, said he was happy that news had been brought on the agenda as other TV awards were all for entertainment.

Noting that the awards had been created for the TV news industry, Wanvari added that there was space for both entertainment and news awards. He pointed out that the awards had been decided by impartial juries that were not part of indiantelevision.com

Rajdeep Sardesai who received the Best News Anchor Award in English for CNN IBN, said TV news was a tough competitive business which was presently facing a content crisis. He urged TV news channels to show greater unity amongst themselves.

Speaking about the honours that the NDTV group of channels received, CEO KVL Narayan Rao said, “NDTV has a pool of the most talented and bright reporters, anchors, producers, editors and others in the Indian television industry today. We are honoured for being recognised for our quality of work and credible journalism”.

HDTV-ready English news channel NewsX, from the INX Network was honoured with a special award for ‘Pioneering Initiatives in Digital Technology’ for its leadership role in technological innovation.

Said INX News chairman Indrani Mukerjea, “Our aim has been to bring a completely up-to-date news channel to the Indian television audience by combing world class technology with contemporary graphics and set designs. We have used an HDTV-ready format with a view to future proofing the technology. In addition, we adopted MPEG 4 for both, newsgathering and transmission, to ensure superior quality images. We are happy to know that the industry recognises our leadership role.”

  • NBA to put in place content code based on self-regulation within 4 weeks

NBA to put in place content code based on self-regulation within 4 weeks

NEW DELHI: The News Broadcasters Association (NBA) will put systems in place for a content code based on self- regulation for news television channels within four weeks.

“The Information and Broadcasting ministry is only entitled to give the licence and the rest should be left to the industry. NBA has worked out an answer to the Content Code where it has dealt with redressal mechanism, the details of which would be released in another four week’s time”, said TV Today Network CEO and NBA president G Krishnan while speaking at the second edition of the NT Summit, organised by Indiantelevision.com.

The morning session on “The Commercial Imperative” focused on striking the right balance between the editorial and commercial imperatives.

Distribution was emerging as a large cost that was hurting news broadcasters, speakers at the session agreed.

“News channels are paying Rs 5 billion as carriage fee. The surge in distribution costs is killing the industry,” says Krishnan.

The news TV business is raking in over Rs 10 billion in revenues and is employing over 25,000 people directly,” Krishnan added.

The distribution issues, however, need to be sorted out. Times Now CEO Chintamani Rao blamed the huge pressure on cost of distribution as the major force impeding the growth process of the industry.

Digicable CEO Jagjit Singh Kohli said digitalisation through Headend-In-The-Sky (HITS) and Cas was the only way out. “In analogue mode, a cable operator has a capacity to carry 70 to 80 channels. However the numbers of channels are increasing every day. So till the time complete digitalisation takes place, the situation will remain grim.”

Kohli blamed the government for not coming out with policies on Cas extension and HITS. “We applied for HITS licence but the government said the policy was not ready yet,” he said.

The market was being spoilt by new entrants from across all sectors. The ministry of information and broadcasting ministry recently cleared 33 licences for news channels.

“A multi-media approach can only help succeed in this clutter. Single news channels will find it very difficult to exist,” said CNN IBN and IBN7 editor-in-chief Rajdeep Sardesai.

While the commercial aspect is imperative, it should not be forgotten that news is a unique product which is built over a period of time and is known for its credibility and genuineness, Sardesai added. “The ‘Chinese wall’ between content advertisements and content should be maintained.”

Star News CEO Ashok Venkataramani added, “Commercial side of the news business is very important..”

The market has to rule. Zee News CEO Barun Das said that there was space for real news, evident from the success that the relaunched Zee News channel is enjoying.

Tam India CEO L V Krishnan stated that news channels have drawn in new audiences and advertisers. The afternoon slot, for example, used to barely have any viewership. But now it has opened up women audiences. “Almost 44 per cent of viewership in the afternoon comes through women. There are 3400 new advertisers that have flocked in.”

India TV COO Rohit Bansal stressed on the reason behind showing news and non news programmes, “The family audiences have certain choices, likes or dislikes; depending on that we create our programmes. We are also scoring on real news. The ministry of Information and Broadcasting looks at us as hard as it looks at any channel. And till date we have never faced a situation where we had to apologise for showing distressing content. As a news channel our job is to satisfy the regulator, advertisers and viewers and we are all trying our best to maintain the balance.”

  • Govt not considering permitting news on private FM channels

Govt not considering permitting news on private FM channels

NEW DELHI: The Government is not considering any proposal to permit news broadcasts on private FM Radio channels.

This was stated by Information and Broadcasting secretary Sushma Singh, when answering a question on the sidelines of the Second Indian News Television Summit organised by indiantelevision.com.

Singh noted that the government had studied the reports of the Telecom Regulatory Authority of India as well as the Ficci in this connection.

Answering another question, she said the government was considering the report on television audience meters received recently from Trai.

She said the government was under pressure from the judiciary to finalise and enforce a Content Code for television broadcasters, but regretted that the one finalised by a group of stakeholders from all sectors set up by her ministry had not been accepted by the news channels.

She said all stakeholders would be consulted before any Content Code is finalised. Draft codes had been prepared by the News Broadcasters Association and the Indian Broadcasting Foundation, but these were now being considered with legal experts and stakeholders.

She said the government was bound by certain orders of the courts and had to submit reports on this at regular intervals.
